Mexico’s Calderon Declares Emergency Amid Swine Flu Outbreak

April 25 (Bloomberg) -- Mexican President Felipe Calderon declared an emergency in his country’s swine flu outbreak, giving him powers to order quarantines and suspend public events.

Authorities have canceled school at all levels in Mexico City and the state of Mexico until further notice, and the government has shut most public and government activities in the area. The emergency decree, published today in the state gazette, gives the president authority to take more action.

“The federal government under my charge will not hesitate a moment to take all, all the measures necessary to respond with efficiency and opportunity to this respiratory epidemic,” Calderon said today during a speech to inaugurate a hospital in the southern state of Oaxaca.

At least 20 deaths in Mexico from the disease are confirmed, Health Minister Jose Cordova said yesterday. The strain is a variant of H1N1 swine influenza that has also sickened at least eight people in California and Texas. As many as 68 deaths may be attributed to the virus in Mexico, and about 1,000 people in the Mexico City area are showing symptoms of the illness, Cordoba said.

Obama’s Visit

The first case was seen in Mexico on April 13. The outbreak coincided with the President Barack Obama’s trip to Mexico City on April 16. Obama was received at Mexico’s anthropology museum in Mexico City by Felipe Solis, a distinguished archeologist who died the following day from symptoms similar to flu, Reforma newspaper reported. The newspaper didn’t confirm if Solis had swine flu or not.


The Mexican government is distributing breathing masks to curtail the disease’s spread. There is no vaccine against the new strain of swine flu, health authorities said.

Museums, theaters and other venues in the Mexico City area, where large crowds gather, have shut down voluntarily and concerts and other events canceled to help contain the disease. Two professional soccer games will be played tomorrow in different Mexico City stadiums without any fans, El Universal newspaper reported. Catholic masses will be held, the newspaper said, although church officials urged worshipers to wear breath masks and to avoid contact.

Schools will likely remain closed next week, Calderon said in the Oaxaca speech. The decree allows Calderon to regulate transportation, enter any home or building for inspection, order quarantines and assign any task to all federal, state and local authorities as well as health professionals to combat the disease.

“The health of Mexicans is a cause that we’re defending with unity and responsibility,” Calderon said. “I know that although it’s a grave problem, a serious problem, we’re going to overcome it.”

Normal Airport Operations

Mexico City’s international airport, which handles about 70,000 passengers each day, is operating normally, said Victor Mejia, a spokesman. Passengers are given a questionnaire asking if they have flu symptoms and recommending they cancel their trip and see a doctor if they do. The measures are voluntary, Mejia said, and no case of swine flu in airport passengers, workers or visitors has been confirmed.

Authorities throughout Central America have issued alerts to prevent the outbreak from spreading. Guatemala ordered tighter control yesterday of its northern border with Mexico, according to EFE. Gerberth Morales, who’s heading the Guatemala government’s response, said no cases of swine flu have been reported in his country, the Spanish news agency reported.

Brazil is intensifying vigilance in ports, airports and borders to check travelers’ health, luggage, aircrafts and ships in a preventive action against the outbreak in Mexico, the Agency for Sanitary Vigilance said on its Web site.

Doesn't anyone else find it odd that Solis was fine and 24 hours later was dead, apparently from an especially fast acting and lethal flu? 24 hours??? If it turns out this is the flu, then it's the quickest onset and full blown form I've ever heard of. The only thing I recall that acts as fast is cholera.

I think you forgot quite a few. After all, they like to make sure that they never let a crisis go to waste. At least invite in Rahmster and Gnaw-paul-a-tanno... I'm thinking a full DNC convention in a small back office would be a great idea, or maybe even a long flight together to the ME...

Wouldn't it be messed up, if during all this .. the net mysteriously went down, as to prohibit any information being exchanged in regards to what may end up being a pandemic of global proportions?

They could instill martial law in order to quarantine mass amounts of people, and whole cities.. and all those, except ones with ham radios, wouldn't have a single clue as to what is going on, leaving everyone in the dark ..... It'll just happen all at once and THEN is when things will get scary .. You ain't seen nothin yet ..

As far as communications, I would suggest getting to know a few Amateur operators now, as well as talk to them about a local "net" using FRS/GMRS to get the word out (and in), locally. Now is the time to be setting this up, not after it all goes down. Remember, if the net went down, remember the banking industry and the rest of the communications industry relies on it as well. You also might want to look into getting at least a shortwave receiver with SSB reception, so you can hear it directly.

+10000 very important info there Loup .. I suggest EVERYONE have some form of contingency plan in place for communications...
As I said in my post above, I feel very strongly , that in order for TPTB to keep information from the public on a "need to know" basis ..The internet will be shut down... hence the bills I mentioned above recently introduced and put in place by Obama in regards to control of the internet during wartime or a "crisis"

If anyone on here has the expertise in setting up a dial-up old-school BBS
... like in the "Commodore 64 days" I suggest doing so NOW... and to get everyone on here the info, and we have some trial runs on the software to see how many nodes can be setup and what they can handle...

That way we all have the info, to be able to have some form of communications amongst ourselves.. to at least dial-in and download small text files sort of like newsletters/ updates.. that people can upload/download then sign off..... to keep traffic , and line business to a minimum..

ya know, i was really, really trying to keep my "spidey" sense at bay, because in the past i've let my imagination run away with me, as far as this is going to happen or that's going to happen.

i have a feeling that all that was the fire drills and soon we're going to have to live the prepper's survival life that we've been preparing for.

this...indeed...could...be...THE...long...hot...summer, on several fronts.

For what it's worth, a page or two I found on that guy said he died of a heart attack.

So while it's weird timing, still don't know if the guy died of swine flu vs. other flu and how much of the heart attack was tied up with respiratory distress with either... vs. it just being a heart attack and some sensationalism happened... in other words the info isn't incredibly clear yet. Hope it will be in short order.

ya foreal... I know there are at least a few capable people on here who could do it...


Basically Flipper, what it is ..

You use your dial-up modem.. and call in to whatever phone number the BBS is .. and through a program on your computer .. you are able to basically see numbers , text, and ANSII graphics.. (which are just graphics made through symbols to form pictures)

You can read and download small files, and text files pretty easy with it ..
That's why I suggested to keep the BBS accessible , and the line as free as possible... to basically update news sent in from different people such as you , and I and others.. and consolidate all news and updates sent in, to a few small text files , let's say every 4-8 hours depending on the URGENCY of any late breaking important news.. or meetup spots, bugout locations.. and etc.

That way a user can just call in, download the text file every so many hours, and sign off, thus freeing the line up for everyone else..
Same goes with contributing news , a user can call in, upload their own small text file, and the bbs operator can compile news and update for everyone else accordingly... That way we have a form of intelligence gathering bbs of sorts..


PLEASE someone.. Let's get the ball rolling..

and as Flipper suggested... Let's maybe get a thread going in one of the sigs off of the MAIN, and discuss ideas and see who can set this up for TB2k

For whatever its worth.

The Flu is not what kills you, you die from the complications. Pneumonia is a common complication of the flu. This sounds very fishy, if this man was well enough to greet Obama then I doubt he had pneumonia at that point that was serious enough to kill him. When pneumonia kicks in, serious deadly pneumonia, it kicks your butt and you wont be up the day before greeting people. What ever happened to him sounds like it was a rapid onset, leading to death.
