Maybe she said that because that's what Moderna as well as others have called this....an "Operating System".

In fact, Moderna refers to their mrna vax as "Our Operating System".

Yes, I recall that. But I think Moderna was just referring to a standardized delivery system (fat nano-tech) into which mRNA could be placed for delivery. mRNA is flexible, since the delivery system is standardized, and it is just the mRNA “payload” that changes.

Catherine seemed to be describing something much more elaborate and nefarious, but maybe I am confused.
