CORONA Tier Groups for Vaccine Distribution

_______________
I've mentioned this a number of times when it comes to the discussion of a viable/successful vaccine. I posted this on another thread but I expect it to get buried so for those of you interested, the following tables reveal the distribution (who gets it first) of a successful vaccine for a pandemic virus. While originally created for a hypothetical influenza pandemic (such as bird flu), it is now the model used for all pandemics.

Keep in mind that just because you think someone (or yourself) is in a high risk group, does not mean that those distributing the vaccine don't believe that someone should come before you in the distribution chain.

Tier 1 Table

NOTES: (Appendix A for description of Population Groups)

  1. Across categories, vaccine will be allocated and administered according to tiers where all groups designated for vaccination within a tier have equal priority for vaccination. Groups within tiers vary depending on pandemic severity. Tier 1 is the highest priority group to receive vaccination if there is limited vaccine supply for any pandemic severity.
  2. Persons not targeted for vaccination in an occupational group would be vaccinated as part of the General Population based on their age and health status.
  3. Estimates rounded to closest 50,000. Occupational population group sizes may change if worker populations fluctuate or as plans are developed further and population groups may change in number over time
  4. ACIP recommendations for prioritization would guide tiered vaccination during pandemics with low to moderate levels of severity
  5. Includes military forces and other mission critical personnel, not limited to active duty military or US government employees, who are critical to protecting national security

Table 1. Category, vaccination population groups, estimated number in population group, and tiers for low, moderate, and high/very high pandemic severity

This chart illustrates pandemic vaccination tiers and population groups targeted for vaccination during a pandemic based on pandemic severity, for planning purposes. Vaccine will be allocated and administered according to the Tier Groups which range from Tiers 1-5. There are 3 levels of flu severity: low, moderate and high to very high. The categories that define population groups are: a) Homeland and national security; b) Health care and community support services; c) Other critical infrastructure; and d) the General population.

The first category Homeland and national security indicates that the group “deployed & mission essential personnel” are targeted as Tier 1 for vaccination for all three levels of pandemic severity. The estimated number representing this group is eight hundred fifty thousand. The groups “essential military support and sustainment personnel, intelligence services, National Guard, and other domestic national security personnel are designated as Tier 2 under moderate and high/very high severity levels. The estimated combined number representing these groups is one million four hundred and fifty thousand. The Tier 3 group in this category of Homeland and national security, includes “Other active duty military and essential support personnel”, under the moderate to high/very high severity level. The estimated number representing this group is one million five hundred.

The 2nd category “Health care and community support services” indicates that “Public health personnel, Inpatient health care providers, Outpatient and home health providers, Health care providers in long-term care facilities, and Pharmacists and pharmacy technicians” as designated as Tier 1 for vaccination under all three levels of severity. The estimated number representing these groups is eight million four hundred and twenty five thousand. The population groups “Community support and emergency management, and Mortuary services personnel” are designated as Tier 2 for moderate to high/very high severity levels. The estimated combined number representing these groups is six hundred and fifty thousand. Other health care personnel groups fall under Tier 2 (moderate severity) and Tier 3 high/very high severity level. The estimated number of representing this group is three hundred and fifty thousand.

The 3rd category “Other critical infrastructure” includes “Emergency services and public safety sector personnel such as EMS, law enforcement, fire services”, and “Manufacturers of pandemic vaccine and antivirals” as Tier 1 targeted for vaccination under all three severity levels. The estimated number representing these groups is two million fifty thousand. The groups are “Communications/information technology, Electricity, Nuclear, Oil and Gas, Water sector personnel, and Financial clearing and settlement personnel” are listed as Tier 2 for high/very high severity levels. The estimated number representing these groups is two million six hundred twenty five thousand. The groups “Banking and finance, Chemical, Food and agriculture, Pharmaceutical, Postal and shipping, Transportation sector personnel” (in other words critical infrastructure with greater redundancy) and other government personnel are designated as Tier 3 for high/very high severity levels. The estimated number representing these groups is three million eight hundred thousand.

The 4th category is the “General population” and it indicates that “Pregnant women, Infants and toddlers 6-35 months old” are designated as Tier 1 for all three severity levels. The estimated number representing these groups is fifteen million. The groups “Household contacts of infants less than 6 months old and Children 3-18 years old with high risk conditions” are listed as Tier 2 for all three severity levels. The estimated number representing these groups is eleven million five hundred thousand. Children 3-18 years old without high risk condition” fall under Tier 2 (Low to moderate severity) and Tier 3 (high severity). The estimated number representing these groups is sixty two thousand. Adults 19-64 years old with high risk condition are designated as Tier 2 (low severity), Tier 3 (Moderate severity) and Tier 4, (High/Very high severity). The estimated number representing this group is thirty eight million. Adults 65 years old and older are listed as Tier 2 (low severity), Tier 3 (moderate severity) and Tier 4 (high/very high severity). The estimated number representing this group is forty one million. And Healthy adults 19-64 years old are included as Tier 3 (low severity), Tier 4 (moderate severity) and Tier 5 (high/very high severity). The estimated number representing this group is one hundred thirty two million.

Figure 1. Vaccination tiers and population groups for a high/very high level of pandemic severity

This figure illustrates and compares how various occupational groups, high risk populations and healthy adults would be distributed among the five Tiers during a high or very high level of pandemic severity. Numbers associated with those vaccinated under each Tier group is based on the 2015 U.S. population of 321 million.
Those in Tier 1 includes the following Occupational Groups: Deployed personnel, Public health personnel, Critical healthcare, Pharmacists and pharmacy technicians, EMS, law enforcement and fire services, and Pandemic vaccine and antiviral drug manufacturers. High Risk Population groups in Tier 1 in this severe scenario include pregnant women, infants and toddlers. The total number of combined groups equals twenty six million.

Population groups in Tier 2 includes the following Occupational Groups: Essential military support personnel, National Guard, Intelligence services, Other domestic national security, Mortuary services, Other health care personnel, Community services, Communications, IT and utilities, and Critical government operational and regulatory personnel. Tier 2 High Risk Population groups in this severe scenario include Household contacts of infants less than 6 months old and high risk children. The total number of combined groups equals sixteen million.

Those in Tier 3 includes the following Occupational Groups: Other active duty, Other healthcare, Other critical infra-structure sectors, and Other critical government. Tier 3 includes only one High Risk Population group of healthy children in this severe scenario. The total number of combined groups equals sixty-eight million.

High risk population groups in Tier 4 during a severe/very severe pandemic includes High Risk Adults and Adults 65 years old and older. The total number of high risk people is seventy nine million.

Tier 5 during a severe pandemic includes Healthy Adults 19-64 years old. The total number of this group is one hundred and thirty two million.

Every time they start talking about a vaccine for this crap I keep seeing the beginning of "I AM LEGEND" with Will Smith. Oh we've got this miracle cure that everyone is going to take......mmmmm no thank you. Not until it's proven safe AND effective. I remember that Swine Flu vaccine they can to withdrawal after the side of effect were causing more damage than the actual disease itself. NOPE!! I'll wait and see what happens.

In looking at this I'm pretty much at the bottom of the barrel - aka > 65 with pre-existing health conditions.

Which means I won't see it in this lifetime, not that I want to take it because I don't trust them as far as I can throw them (which isn't far anymore).

So kiss my lily white behind and take your vaccine and shove it where the sun don't shine,

They can prioritize me right off the bottom of the list. I want no part of their magical bs vaccine.

What a lot of people don't understand, not even the people that are pro-vaccine, is that these tiers were designed to fix the "choice" factor. Most of the higher tier groups are already working with mandatory vaccine requirements for their jobs. There are mandatory vaccines for public schools and public extracurricular activities for school-aged and college-aged kids/people.

Look at the Tier 4 & 5 groups. By the time they get around to that group they will have minimized most of the option by other mandatory factors such as masks, shopping, entertainment venues, medical treatment for non-pandemic related issues, travel restrictions, etc. The only way you get out is if you take the vaccine. People are going to be so beat down that most of them will drink the koolaid just to escape. How do I know this? Because I saw it put in writing back in the days when these pandemic plans were being created. Some of you were on Fluwiki and the early days of Flutrackers and other such forums many of which no longer exist.

It isn't so much that the vast majority are bureaucrats are out to kill you. It is very much that they think the vast majority of everyone else simply isn't smart enough to get along without the wise and all-compassionate smart ones enforcing their vast and superior knowledge … with "force" being absolutely what is necessary whether it is agreed with or supported by everyone else. Bill Gates is one of those types. To me they are a version of sociopathology. The road to hell this world is on is paved with the good intentions of people like that. Good intentions has killed more people than wars and pandemics combined. But then again I suspect I am preaching to the choir here.

Mandatory vaccines are one of my lines in the sand and contributed to my decision to leave the military early back in 95. The front line medical people and command can be the finest in the world but all they have to go on is the product insert and their trust in the system that nothing injurious will be injected into you. Knew too much and trusted too little.

Someone said here recently that a vaccine wouldn't work because there are too many mutations of this virus.....but I don't remember where I saw that on TB2K.

The only part of this plandemic I am onboard with is planning to avoid their $%^& vaccine.
They have their agenda- I have mine.

Someone said here recently that a vaccine wouldn't work because there are too many mutations of this virus.....but I don't remember where I saw that on TB2K.

It is a very common issue. I've said it, but I'm not the only one. Back at the end of March people were saying that covid19 was "relatively stable."

There exist roughly four to 10 genetic differences between the origin virus from Wuhan and the strains currently circulating in the United States, molecular geneticist Peter Thielen of Johns Hopkins University tells the Post. “That’s a relatively small number of mutations for having passed through a large number of people,” he says. “At this point, the mutation rate of the virus would suggest that the vaccine developed for SARS-CoV-2 would be a single vaccine, rather than a new vaccine every year like the flu vaccine.” Thielen adds that the coronavirus vaccine might bear similarities to the vaccines for the measles or chickenpox, both of which offer long-lasting immunity.

However, since that time thinking is beginning to expand. By mid-April the same people claiming that covid19 was relatively stable were saying that there were three strains (A, B, and C) with the second two derived from the "original" strain. But within each three strains there were further mutations.

Then at the beginning of May they were openly saying in mainstream media what people paying attention had already known; that there were many mutations of Covid19 circling the globe.

Now the spin seems to be, "Covid19 mutates slowly" and "mutations aren't necessarily a bad thing." I suspect that is because they aren't getting the results in their vaccine "trials" that they expected and/or wanted. That while a vaccine may help with one or two clades, that it is a failure with more than that.

Bottom line, there may not be a universal vaccine for covid19. Just like with the yearly flu vaccine they may be able to slow down the spread of whatever flu is most prevalent in any given season, they may not be able to net them all or even give anything close to 100% protection even with a multi-dose vaccine.

Now I am not a doctor or researcher, but I have worked with a bunch of them. I know what spin looks like when I read it. And I know what is possible and can distinguish it from what is likely. When you have a lot of over-promising you need to be very suspicious.

High risk adults should be in same category as pregnant women and babies. That chart is nonsense.
Not that it matters because we are not getting any vaccine anyway! No way. No how.

every year they make 165 million doses of flu vaccine . . . so ya'll in the blue ain't getting . . . and they are only getting about 2/3s through the green

So the official plan is that the population most at risk of dying -ie elderly and high risk adults - are near the bottom of the barrel anyway.

WTH, open the country then.

I know I probably deserve a kick for this but at the time, when the tier groups were being developed, they made a lot of sense based on the severity expected from the Bird Flu … high impact, low probability event. With the current pandemic, the tiers don't make as much sense. With the bird flu scenario, expected CFR was much higher. With covid19 the CFR keeps going down because there are a lot more infected/asymptomatic people that really push it down.

Frankly I can't see a vaccine for this pandemic except as a money maker for certain individuals/companies. I really don't expect to see a successful vaccine. They still don't have a SARS vaccine for the 2002/03 version that proved so deadly. Then again there hasn't been any cases of that one since 2004. They also don't have a vaccine for the "Camel Flu" aka MERS and there have been cases since 2014 and is still ongoing.

ULTRA MAGA
This is stupid.
All this for a COVID-19 vaccine that will never be produced.

Can anyone point me to a safe, commercially available vaccine for another coronavirus? How about for a rhinovirus or a adenovirus?

Thought so.

There's not going to be a vaccine. The quicker everyone comes to that conclusion...the better off we'll be. I wish that our "leaders" and "experts" would just come right out and say it instead of leading people on with false hopes.

And here is another bit:

More than One Coronavirus Vaccine Needed to End Pandemic

While several vaccines for the virus are currently in development, scientists have cautioned that developing even a single effective vaccine presents a significant challenge. The delay between developing vaccines and making them available to the public is often years, although officials hope that a coronavirus vaccine will be available record time.
