WASHINGTON, August 5 2017 (Yonhap) -- The United States is preparing for a "preventive war" with North Korea among many options to deal with its missile and nuclear threats, President Trump's top security adviser has said.

In an interview aired Saturday on MSNBC, National Security Adviser H.R. McMaster said the president has been clear he will not tolerate North Korea's threats to attack the U.S. with nuclear weapons.

A preventive war is initiated to prevent an enemy from carrying out an attack.

"What you're asking is are we preparing plans for a preventive war, right?" McMaster said. "If they have nuclear weapons that can threaten the United States. It's intolerable from the president's perspective. So of course, we have to provide all options to do that. And that includes a military option."

North Korea carried out two tests of intercontinental ballistic missiles last month, claiming the entire U.S. mainland is within its striking range.

Trump's willingness to go to war with North Korea was mentioned by Sen. Lindsey Graham (R-SC) earlier this week. He said the president told him there would be a war with North Korea if the regime continues to try to hit America with an ICBM.

Many experts doubt the North has mastered the technology to mount a nuclear weapon on a missile capable of reaching the U.S. But they also recognize the faster than expected pace of development of its nuclear and missile programs.

South Korea open to talks with North amid nuclear crisis

South Korea says it may hold direct talks with the North during a regional meeting this weekend.

Foreign Minister Kang Kyung-wha said she was willing to talk to her counterpart from Pyongyang, if the chance "naturally occurs".

North Korea's repeated missile and nuclear weapon tests have been condemned by neighbours in the region.

The United Nations security council is set to vote on fresh sanctions against the isolated state later on Saturday.

Foreign ministers from the Association of Southeast Asian Nations (Asean) are meeting in Manila in the Philippines.

South Korea's Yonhap news agency reports "cautious expectations" that Kang Kyung-wha would meet North Korea's Ri Yong-ho on the sidelines of the forum.

"If there is an opportunity that naturally occurs, we should talk," Ms Kang told the agency.

"I would like to deliver our desire for the North to stop its provocations and positively respond to our recent special offers (for talks) aimed at establishing a peace regime."

US Secretary of State Rex Tillerson will also be attending the weekend's talks, where North Korea's nuclear programme is expected to be a main topic.

As the meeting began, Asean members issued a joint statement saying they had "grave concerns" over North Korea's actions, which "seriously threaten peace".

Pyongyang tested two intercontinental ballistic missiles in July, claiming it now had the ability to launch a strike against the entire US. However, experts doubt the capability of the missiles to hit their targets.

The tests were condemned by South Korea, Japan, and the US, and prompted the drafting of new UN sanctions.

China, North Korea's only international ally, has also criticised the tests. As a veto-wielding member of the UN Security Council, it has often protected Pyongyang from harmful resolutions.

Reports say, however, that it is likely to support Saturday's resolution banning North Korean exports and limiting investments.

The export of coal, ore and other raw materials to China is one of North Korea's few sources of cash. Estimates say that North Korea exports about $3bn worth of good each year - and the proposed sanctions could eliminate $1bn of that trade.

Earlier this year, China suspended imports of coal to increase pressure on Pyongyang.

Repeated sanctions have so far failed to deter North Korea from continuing with its missile development.

China’s People’s Liberation Army Rocket Force (PLARF) held a combined massive ballistic and cruise missile exercise over the weekend, one day before a major parade to celebrate the People’s Liberation Army’s 90th anniversary.

The drill, which took place in Inner Mongolia, near the PLA’s Zhurihe military base, involved at least three types of missile systems and the launch of at least 20 missiles.
According to U.S. government sources with knowledge of the exercise who spoke to The Diplomat, the PLARF employed four DF-26C intermediate-range ballistic missiles (IRBM), ten DF-16A medium-range ballistic missiles, and six CJ-10 land attack cruise missiles in the live fire portion of the exercise.

At least three surface-to-air missile systems were involved in the exercise as well, including the HQ-6, HQ-16, and HQ-22. The HQ-22 was seen publicly for the first time at the PLA’s 90th anniversary parade.

The ballistic and cruise missiles simulated a long-range strike on a mock up of a U.S. Terminal High Altitude Area Defense (THAAD) site and also struck ground-based models of U.S. F-22 Raptor stealth fighters, one source added.

The exercise is one of the largest recent PLARF exercises of its kind and one of the first publicly reported uses of the DF-26C IRBM in an exercise. Little public information exists on the DF-26C, which is a secretive PLARF IRBM capable of precision strikes with both conventional and nuclear payloads and is thought to have been first deployed in 2014 or earlier.

The DF-16 MRBM is also a secretive program, with the missiles having first been displayed publicly at China’s September 2015 parade to commemorate the 70th anniversary of the end of the Second World War.

Earlier this year, new images of the DF-16, including never-before-seen configurations, appeared on several Chinese websites. The MRBM serves a conventional payload precision-strike role with a range in excess of 1,000 kilometers and at least three known variants exist.

The CJ-10, meanwhile, is a standoff cruise missile, capable of striking targets at a range in excess of 1,500 kilometers, according to U.S. Department of Defense’s 2017 report on China’s military capabilities.

Combined, the exercise likely tested the PLARF’s ability to stage a coordinated precision-strike salvo attack against defensive installations like a THAAD battery across multiple missile crews.

A single THAAD battery, while effective against short-, medium-, and intermediate-range incoming targets, can be easily overwhelmed by a saturation strike.

The PLARF’s combined exercise came one day after North Korea’s second-ever test of an intercontinental-range ballistic missile, the Hwasong-14. The PLARF’s choice of a simulated THAAD installation for the exercise was likely intended to convey a message to the United States.

Beijing has long opposed the deployment of a THAAD system in South Korea, where it will be deployed in the southern part of the country, in Gyeongsanbuk-do.

China fears that the system’s associated AN/TPY-2 X-band radar will be able to diminish the effectiveness of its strategic nuclear deterrent by improving the United States’ ability to discriminate real intercontinental-range ballistic missile warheads from decoys and other penetration aids.

In my opinion this vote at the UN is a gamechanger. The "unanimous" approval of sanctions could easily be seen as an act of war, from the view of the DPRK, unless they were given assurances behind the scenes by China and Russia. Dangerous times are approaching.

In fact back in Feb 2016, China said it can destroy THAAD in 1 hr by targeting its radar w Xian H-6 strategic bomber



In a major, no holds barred, war time, situation, those skies around China, Japan and the Korean Peninsula will be HIGHLY contested by numerous fighter aircraft from numerous nations (not to mention ground and sea based air defense systems, as well) so it won't be like Red China will be able to simply send in their Air Force without them expecting to meet any sort of resistance. In other words, destroying our THAAD system will be easier said than done.

Suuuuuuure.....yeeeeaeeeahhh.....riiiiiiight. I'm sure kim jong fatboy will just hand over all of those missiles and nukes and technology all quick like, just as soon as we end our naval exercises and bring our ships and planes back home. Yeah, mmhmmm, you bet.

During simulation exercises in South Korea where I was “Red Team” utilizing all known NK Artillery forces, I destroyed every major city and military base in South Korea in exactly 22 minutes. We did several resets and I varied my initial target listings. Same result each time. Officers came into the cell and watched the final battle that “I” was part of. Needless to say I was sent to the blue force coordinating counter battery fires.

NK has a ton of artillery forces that don’t need to be modern. As a matter of fact, rockets and missiles are easy prey to counter battery fires. Whereas traditional guns with max propellant are the most effective when fired in quantity at the initial onset. The 2ID is a brigade short but should hold enough for AF and Navy CAS and Fighters to begin their strike packages.

There is no such thing as an easy win in any theater, but I have no doubt that if we can neutralize the long range artillery and suppress their ADA, we should be able to hold SK. Their armor is no match against the M1A2, Bradley w/TOWIIB and javelin dismounts, or the SK K1.

Our biggest problem would be infiltrators and blown bridges that prevent our maneuvering to setup Support by fire and blocking positions.

Part of fake news and using news as propaganda is that everyone gets misquoted, has quotes truncated, has quotes misinterpreted.
