China disputes Japan's territorial claims over disputed waters in East China Sea

BEIJING, March 16 (Reuters) - China's foreign ministry on Thursday countered Japan's territorial claims over disputed waters in the East China Sea, calling the move a "grave violation" of Chinese sovereignty.

"Chinese coast guard vessels carried out law enforcement on the scene in accordance with the law, it is a legitimate measure to safeguard Chinese sovereignty," spokesperson Wang Wenbin told reporters at a regular press briefing.

Wang made the remarks in response to a question on Japan's coast guard saying Chinese coast guard vessels violated Japanese territorial waters around the disputed East China Sea islets.
The area is claimed by both China and Japan and has long been a sticking point in bilateral ties. China calls the islands Diaoyu while Japan calls them Senkaku.

China's coast guard said on Wednesday it entered the waters around disputed East China Sea islets to counter what it called the incursion of Japanese vessels into Chinese territorial waters.
China Marine Police spokesperson Gan Yu said in a statement that coast guard vessels entered the waters of the Diaoyu for a "normal rights protection patrol" calling it a "routine move".

"(This also)is a strong countermeasure to the Japanese side's intrusion of one yacht and several patrol vessels into our territorial waters," Gan said, though he did not specify any incident.

China's coast guard said in late January that the Shinsei Maru and four other Japanese ships illegally entered the territorial waters of the Diaoyu islands before being driven away by Chinese coast guard vessels.

On Thursday, Japanese Prime Minister Fumio Kishida will hold a summit with South Korean President Yoon Suk Yeol in Tokyo, the first such meeting in Japan in more than a decade, at a time when the United States hopes the two neighbours can form a more united front against Beijing.

SEOUL, March 18 (Reuters) - North Korea claims that about 800,000 of its citizens volunteered to join or reenlist in the nation's military to fight against the United States, North Korea's state newspaper reported on Saturday.
About 800,000 students and workers, on Friday alone, across the country expressed a desire to enlist or reenlist in the military to counter the United States, the Rodong Sinmun newspaper reported.
The North's claim came after North Korea on Thursday launched its Hwasong-17 intercontinental ballistic missile (ICBM) in response to ongoin0g U.S-South Korea military drills.

North Korea fired the ICBM into the sea between the Korean peninsula and Japan on Thursday, hours before South Korea's president flew to Tokyo for a summit that discussed ways to counter the nuclear-armed North.
The North's ballistic missiles are banned under United Nations Security Council resolutions and the launch drew condemnation from governments in Seoul, Washington and Tokyo.
South Korean and American forces began 11 days of joint drills, dubbed "Freedom Shield 23," on Monday, held on a scale not seen since 2017 to counter the North's growing threats.
Kim accused the United States and South Korea of increasing tensions with the military drills.

China’s Green Lasers Over Hawaii Signal a Coming War: Expert

By Hannah Ng and Tiffany Meier

Updated: March 18, 2023

The appearance of China’s green lasers over Hawaii signals a coming war, warns Rick Fisher, a senior fellow at International Assessment and Strategy Center.

In late January, Japanese astronomers stationed in Hawaii noticed mysterious green laser beams being fired over the island. The laser beams are being shot down from space over one of the largest mountain ranges in Hawaii.

When they first reported these beams to the public, the astronomers said they came from a NASA satellite—they were thought to be American lasers. But just a week later, the Japanese astronomers issued a correction saying that the green laser beams were not from a U.S. satellite, but instead, they were more likely from a Chinese satellite.

According to NASA’s assessment, it was likely caused by China’s Daqi-1 satellite, which is a “Chinese atmospheric environment monitoring satellite” launched in April 2022.

“This weather satellite passing over Hawaii, shooting its lasers, its atmospheric measuring lasers, down from on high is very much a signal to the United States that if there is a confrontation over the future of democratic Taiwan, they are ready to target American military forces, which will definitely impact American civilian lives in the state of Hawaii,” Fisher told the “China in Focus” host on NTD, the sister media outlet of the Epoch Times.

The expert disagreed that the Daqi-1 satellite is solely for environmental research.

“While this satellite indeed can be used to advance environmental research, the lasers that it uses to assess the atmosphere can also be used to provide key measurements of atmospheric density, wind direction, all of which are essential for the People’s Liberation Army (PLA) to be able to target its latest weapons known as hypersonic glide vehicles,” he said in the interview.

“In reality, this is a classic example of a Chinese People’s Liberation Army’s dual-use system,” he noted.

Hypersonic Glide Vehicle

According to Fisher, the hypersonic glide vehicle is designed to exploit low altitudes as it travels at speeds above five times the speed of sound.

“Now, at that speed, a hypersonic glide vehicle is very vulnerable to changes in the weather, minute changes in atmospheric density, the change in direction of the wind,” he said.

“So, the PLA would want the Daqi-1 satellite or a satellite with that capability, to have reconnoitered the weather over the target, the weather over Hawaii, the weather over Pearl Harbor, it wants the hypersonic glide vehicle to be as accurate as possible,” he added.

He said that its ability to travel at lower altitudes enables the satellite to avoid radar detection until it approaches the target.

“It means less time for the Americans to mobilize missile defenses, if they have them, or to target this missile. And in addition, [the] hypersonic glide vehicle is designed to be maneuverable. So as it approaches the target, it can make evasive maneuvers,” he said.

The fact that the Chinese satellite targeted Pearl Harbor also made the American nuclear attack submarines based there vulnerable to any threat.

“Those submarines would provide a very significant margin of the American deterrent and combat power in the event of confrontation or war,” he said.

“So China would attach an extremely high priority to attacking Pearl Harbor and destroying American naval assets, including those submarines,” he added.

Close-Run

According to Fisher, the United States can counter hypersonic glide vehicles with its air-launched ballistic missile (ALBM), which he said: “offers the advantage of being able to intercept the bomber that’s carrying the missile early on in its mission.”

“If the hypersonic glide vehicle missiles are on ships, then the ships can be intercepted and dealt with at a far distance from potential targets as well. But if the missiles are air-launched ballistic missiles, that means the missiles are in the air, [and] it becomes important to try to intercept the missile as far away as possible from the target before the hypersonic glide vehicle becomes a freely maneuvering and evasive target itself,” he said.

The United States has that intercepting capability, he noted. Still, it’s a close-run situation as “the hypersonic glide vehicle is very fast, very maneuverable, and can also execute violent maneuvers.”

“It means that the United States would have to launch a significant number of intercepting missiles in order to be able to assure the destruction of an incoming hypersonic glide vehicle,” Fisher said.

As China's Blue-Water Navy Continues Massive Expansion, US Navy Secretary Says Climate Is His 'Top Priority'
Mike Miller

5–6 minutes

Let’s begin with a sobering — to the sane among us — reality.

China’s People’s Liberation Army Navy (PLAN) surpassed the U.S. Navy in fleet size sometime around 2020 and now possesses roughly 340 warships, according to the Pentagon’s 2022 China Military Power Report, released in November. Moreover, China’s fleet is expected to grow to 400 ships by 2025.

Meanwhile, the U.S. fleet consists of fewer than 300 ships, with a Pentagon goal of 350 manned ships by 2045, according to the U.S. Navy’s Navigation Plan 2022, released last summer.

Incidentally, a blue-water navy is a maritime force capable of operating globally, essentially across the deep waters of open oceans. While definitions of what actually constitutes such a force vary, the constant is a requirement for the ability to exercise sea control at long range. In other words, the more dominant a nation’s blue-water navy, the better chance that nation has of controlling the world’s strategic sea lanes.

So, what is the U.S. Navy under Joe Biden doing about this sobering reality?

As reported by the Washington Examiner, Secretary of the Navy Carlos Del Toro has said, multiple times, that fighting climate change has been one of his biggest priorities since taking office. During a recent trip to the Bahamas to meet with Bahamian Prime Minister Philip Davis, the two men talked at length about… wait for it… climate change, and what the United States is doing to fight it. Here’s Del Toro:

As the Secretary of the Navy, I can tell you that I have made climate one of my top priorities since the first day I came into office. The U.S. Navy and Marine Corps team has been working on climate and energy security for a long time, and we are accelerating and broadening those efforts.

Whew! I was worried for a minute, but I’m so relieved that, like the entire Biden administration, Del Toro has his priorities straight. [sarc]

Anyway, how serious is Del Toro about pretend climate change? More specifically, anthropomorphic climate change? The Navy secretary said he sees climate change as an “all-hands-on-deck situation.” (Pay no attention to the uproarious laughter emanating from Beijing and the Kremlin.)

Here’s more, via the Examiner:

Del Toro’s remarks occurred slightly before the Biden administration released its 2024 proposed military budget, which called for fewer naval ships, despite a growing naval threat from China. The U.S. military has been the strongest military force in the world since the 20th century and still has the strongest navy. However, the Chinese navy is larger in terms of fleet size.

The administration’s proposal recommended shrinking the U.S. Navy by a net loss of two ships, despite military experts arguing the administration should increase the number of ships. The proposal recommended decommissioning 11 ships and constructing nine. The military previously set a goal of having 355 manned ships but currently has fewer than 300.

Del Toro has rejected criticism that focusing on climate change would weaken the U.S. defense system, arguing that it would actually make the Navy stronger because it could lead to new technology that can help the U.S. create a Navy that is cost-saving, energy-efficient, climate-friendly, and still keeps the U.S. dominant on the seas.

Awesome advanced rationalization in that last paragraph, huh?

Look, virtually every action America’s armed forces have taken under Joe Biden and the Twins of Woke, Defense Secretary Lloyd Austin and Joint Chiefs of Staff Chairman Mark Milley, has been filtered through the woke lens of the left.

The bottom line, globally — make that the left’s fatal flaw — is the false belief that the U.S. operates in a virtual vacuum in which America will lead the world to the utopia of left-wing dreams, “forgetting” (ignoring the reality) that China and the world’s other bad guys have very different plans.

Au contraire, claims Del Toro:

There is not a trade-off between addressing climate security and our core mission of being the most capable and ready Navy-Marine Corps team. The exact opposite is true. Embracing climate-focused technologies and adopting a climate-informed posture strengthens our capability to stand by our partners and allies.

How to put this, tactfully…

Del Toro’s claim is a complete crock of crap. As I suggested earlier, beginning with “climate change” as a top priority is the stuff of fools. How much more evidence does the Democrat Party need to see that?

The question is rhetorical; the answer is far too ominous.

North Korea fires off missile in latest show of force

by Jesse Johnson
STAFF WRITER
Mar 19, 2023

Nuclear-armed North Korea fired off at least one apparent ballistic missile Sunday, Japan’s Defense Ministry said, days before the U.S. and South Korea were scheduled to wrap up large-scale joint military drills.

The Japan Coast Guard said the missile, launched at around 11:09 a.m., had already fallen into the Sea of Japan by 11:20 a.m., meaning it was likely a short-range weapon. It was believed to have fallen outside Japan's exclusive economic zone, which extends 200 nautical miles (370 km) from its coast.

South Korea’s military also confirmed the launch of a ballistic missile toward the Sea of Japan.

The North launched one of its powerful long-range missiles on Thursday in a show of force just hours before Prime Minister Fumio Kishida and South Korean President Yoon Suk-yeol met in Tokyo for their first formal summit.

Pyongyang has kept up its torrid pace of launches this year, firing off two short-range ballistic missiles toward the Sea of Japan on Tuesday, a day after it fired off two strategic cruise missiles from a submarine for the first time.

The North views joint drills between the two allies as a rehearsal for invasion, but South Korea and the U.S. call them defensive in nature. The ongoing large-scale joint exercises are due to conclude this Thursday.

Japan's Kishida to announce new Indo-Pacific plan, seek India's support

NEW DELHI/TOKYO, March 17 (Reuters) - Japan's Prime Minister Fumio Kishida will on Monday announce a new plan for an open and free Indo-Pacific in New Delhi and seek India's support to partner with Tokyo to check China's growing influence across the region.
Under the plan, which will be announced during Kishida's two-day visit to India, Japan will increase support to emerging economies, especially in the region, Japanese officials said.
India and Japan have been adding more depth to their relations, especially in defence and strategic affairs, as both face threats from a dominant China.

Register for free to Reuters and know the full story

Kishida’s decision to announce his new plan during the annual summit between the two countries underlines the importance Tokyo places on New Delhi as a key player in the Indo-Pacific region.
Japanese officials said that Kishida believes that given India’s strategic geopolitical location in the Indian Ocean, and as the world’s largest democracy, it will play a significant role in realising his vision of a free and open Indo-Pacific.
India and Japan, along with the United States and Australia, are members of the so-called Quad which seeks to counter China’s growing heft in the region.

Quad members say it is not a military grouping but they will jointly participate in the annual Malabar naval wargaming exercise in Australia this year, which will also host the Quad summit in May.
Former Prime Minister of Japan Shinzo Abe shared a close relationship with Modi and Japanese officials said Kishida is keen to build a similar bond.

During his talks with his Indian counterpart Narendra Modi, Kishida is expected to seek India's cooperation for the new plan, which will include steps Japan will take to strengthen cooperation in countries that adhere to the principles of peaceful resolution of disputes and freedom of navigation.
This, officials said, also comes in the context of Russia's war in Ukraine and China’s aggressive maritime posture.
While Japan has been pushing for more sanctions against Russia, India, which heads G20 this year, has been trying to prevent the forum from being used for any such announcement.
India has declined to blame Russia for the war and has sought a diplomatic solution while boosting its purchases of Russian oil.
Kishida also wants to improve the maritime warning and surveillance capabilities of the Association of Southeast Asian Nations (ASEAN) countries and hopes India will actively join hands with Japan to develop infrastructure like ports in Asia and Africa.

Modi and Kishida met three times in 2022, including at Abe's funeral, and will meet at least three more times in 2023 on the sidelines of the G20, G7 and Quad summits.
The two countries have a comprehensive economic partnership and trade was worth $20.57 billion in 2021-2022, with India importing Japanese goods valued at $14.49 billion.

Former Taiwan president Ma to visit China in landmark trip

TAIPEI, March 19 (Reuters) - Former Taiwan President Ma Ying-jeou will visit China this month, his office said on Sunday, the first time a former or current Taiwanese leader has visited since the defeated Republic of China government fled to the island in 1949.

The trip will be at a time of heightened tensions between Beijing and Taipei as China keeps up its military and political pressure to try and get democratically-elected Taiwan to accept Chinese sovereignty.

Ma, who remains a senior member of Taiwan's Kuomintang (KMT) opposition party, held a landmark meeting with Chinese President Xi Jinping in Singapore in late 2015, shortly before current Taiwan President Tsai Ing-wen was elected.

Ma's office said that he would visit China from March 27 to April 7 and go to the cities of Nanjing, Wuhan, Changsha, Chongqing and Shanghai.

He will meet students and visit sites connected to World War Two and China's conflict with Japan as well as those related to the 1911 revolution which overthrew the last Chinese emperor and ushered in the Republic of China, his office said.

The Republic of China remains Taiwan's official name.

It did not say if he would meet any Chinese officials or leaders, including whether he would meet Xi.

The KMT, which traditionally favours close ties with China but strongly denies being pro-Beijing, has been stepping up its engagement with China since both China and Taiwan eased COVID-related travel restrictions.

Last month the KMT's deputy chairman Andrew Hsia visited Beijing and met with senior Communist Party leader Wang Huning.

Taiwan's ruling Democratic Progressive Party (DPP) seized on Hsia's China trip to attack the KMT for being too close to Beijing and wanting to sell out Taiwan, and criticised Hsia for going to "pay court to the communists".

The KMT says it is important to keep lines of communication open with China, especially given the current tensions.

China has rebuffed repeated calls from Tsai for talks, believing her to be a separatist.

She says only Taiwan's people can decide their future and rejects China's sovereignty claims.

U.S. B-1B strategic bomber returns to S. Korea as N.K. fires missile | Yonhap News Agency

김은정

SEOUL, March 19 (Yonhap) -- A U.S. B-1B strategic bomber returned to South Korea for joint exercises Sunday, just 16 days after its previous deployment, as Pyongyang fired yet another ballistic missile into the East Sea, according to the defense ministry.

The drills took place in skies over the Korean Peninsula as part of the Freedom Shield exercise that has been under way since March 13, and also involved F-35A stealth fighter jets of South Korea and U.S. F-16 fighters, the ministry said.
A B-1B bomber was previously deployed to the peninsula on March 3.
The deployment, seen as a show of force against North Korea, came as the North fired a short-range ballistic missile toward the East Sea earlier Sunday, three days after Pyongyang test-fired a Hwasong-17 intercontinental ballistic missile (ICBM).

The defense ministry said the joint air drills demonstrated the robust combined defense posture of the South Korean and U.S. air forces and commitment to extended deterrence, while enhancing the allies' interoperability and wartime capabilities.
"The South Korea-U.S. alliance is maintaining the highest level of combined defense posture against North Korea's consistent threats to regional stability and will achieve 'peace through strength' based on the allies' robust capabilities and posture, while enhancing trust in the U.S. extended deterrence," the ministry said in a statement.

N. Korea says it conducted 2-day drills simulating tactical nuclear counterattack

All News 07:03 March 20, 2023

SEOUL, March 20 (Yonhap) -- North Korea said Monday it conducted drills simulating a tactical nuclear counterattack against its enemies over the weekend, as the United States and South Korea are staging their joint annual military exercise.

The North's leader Kim Jong-un "guided" the exercises of its military units operating tactical nuclear weapons Saturday and Sunday, including a ballistic missile launch drill, according to the official Korean Central News Agency (KCNA). Photos carried by state media showed his daughter Ju-ae also oversaw the drills.

Kim called for fully establishing the country's readiness posture for nuclear attacks against its enemies, as the U.S. and the South have been "frantically" carrying out a "rehearsal of invasion" of the North, involving American military assets.

"We cannot deter the war only with the fact that we are a nuclear state. Only when we completes the country's readiness posture for nuclear attacks that can be operated swiftly and accurately at any time, we can fulfill the important, strategic mission of deterring war," Kim was quoted as saying by the KCNA.

The North said it conducted a drill to review the reliability of its tactical nuclear force Saturday.

On Sunday morning, the country held a ballistic missile launch drill simulating the country carrying out a tactical nuclear attack in a bid to check the operational reliability of its nuclear explosion control devices and detonators, according to the KCNA.

It said the missile, fired from Cholsan County, North Pyongan Province, precisely "exploded in the air" at a height of 800 meters above the East Sea, after flying 800 kilometers.

South Korea's military said Sunday it detected the firing of a short-range ballistic missile from the Tongchang-ri area in the North's western part toward the East Sea. It flew some 800 kilometers before splashing into the sea.

The Freedom Shield military exercise of the allies are under way in and around the peninsula, aimed at bolstering their defense posture against the North's evolving nuclear and missile threats.

The DPRK defense industrial base is robust enough to support rapid reconfigurations and experimental new launch modes now. I'm curious if they've made the KN-23 launch rails their own transferrable system and/or if they're experimenting with modular system architectures.

My big outstanding questions are:

1) is a KN-23 silo going to be a real thing, or is the versatile KN-23 just a good way to break in the test silo before other missiles are tested?

2) is the silo ultimately for a solid ICBM?

3) is the silo bespoke or general test architecture

North Korea’s Kim Jong-un calls for nuclear preparedness against US and South Korea

Kim called for the country to stand ready to conduct nuclear attacks at any time to deter war, state media KCNA reported on Monday
Kim accused the US and South Korea of expanding joint military drills involving American nuclear assets

North Korean leader Kim Jong-un called for the country to stand ready to conduct nuclear attacks at any time to deter war, accusing the United States and South Korea of expanding joint military drills involving American nuclear assets, state media KCNA said on Monday.

Kim’s remarks came as the isolated country conducted what KCNA called exercises aimed at improving its tactical nuclear attack capabilities and war deterrence on Saturday and Sunday to send strong warnings against the allies.

In the exercises, a ballistic missile equipped with a mock nuclear warhead flew 800km (497 miles) before hitting a target at the altitude of 800 metres (0.5 mile) under the scenario of a tactical nuclear attack, KCNA said.
South Korea and Japan reported a launch of a North Korean short-range ballistic missile off the east coast on Sunday, the latest in a series of missile tests in recent weeks.

North Korea has reacted furiously to South Korea-US combined military drills, calling it a rehearsal for invasion against it. The allies have been carrying out their annual exercises since earlier this month.

In another dispatch, KCNA said more than 1.4 million North Koreans have volunteered to join or re-enlist in the military to fight against Seoul and Washington, up from some 800,000 reported by a state newspaper just two days before.

One notable aspect of this launch is we do not see the launcher.

Unlike previous KN-23 launches the engine exhaust appears to be vented either side.

A fixed site/silo is a possibility though would not fit into North Korea's history of mobile basing.

North Korea has launched an SRBM from a recently dug silo at the Sohae Space Launch Center. Some important implications: Image

North Korea is threatened with a myriad of fast or stealthy South Korean and American systems that can accurately strike targets in the DPRK in under five minutes. There are two possible solutions to this problem, and the DPRK is experimenting with both of them.

The first is mobility. You can put your missiles on trucks and drive them around making adversary targeting much more difficult, aiding the survivability of your missile systems, giving them time to retaliate. Image

The second is simply matching speed for speed. Solid-fueled missiles in silos are fast. No need to fuel them, they're already in launch position, all you need to do is press a button and they're off. Image

So now we have two adversaries on the peninsula, both experimenting with extremely fast missile systems, in the DPRK case, that are nuclear-capable, and both have plans to launch disarming first strikes against the other.

You should be able to start seeing the problem here. Silos also have the advantage that the adversary can't detect launch preparations. They can be launched with no warning.

If the DPRK deploys such a system at scale, the pressure for the ROK and US to strike first in a crisis will be immense, as will the DPRK's desire to maximize damage by striking with little warning.

Lastly, we should take note of how quickly the DPRK built this thing. They started breaking ground on the silo itself in late January. The deployment time is less than 60 days. That's really concerning.

It means that North Korea could build and deploy SRBM silos armed with nuclear missiles out in the northern parts of the country extremely quickly. They could also build a lot of decoy silos if they wanted, further complicating ROK/US targeting.

The bottom line here is that I think we are on the brink of seeing a pretty huge expansion in the DPRK nuclear SRBMs, presenting a lot of problems for the peninsula during a nuclear crisis.

No Drill: The CCP is Preparing for a Shooting War

To Prevent It, We Better Do the Same

WASHINGTON — In the course of the recently concluded National People’s Congress in Beijing, dictator Xi Jinping and his new Foreign Minister Qin Gong made a point of threatening the United States. Xi specifically accused the U.S. of leading Western countries in “containing, encircling and suppressing China.” For his part, Qin warned that conflict is “inevitable” unless America “changes course.”

Unfortunately, such bellicose rhetoric is being accompanied by actions that are clearly designed to give the Chinese Communist Party (CCP) the option to wage not only the “unrestricted warfare” in which it has been engaged for decades against this country, but the shooting kind as well. Publicly evident examples of what should be considered “indicators and warnings” of preparations for violent — and, in all likelihood, preemptiveChinese action include the following:
  • Heightened PLA military operations and exercises suggesting a determined effort both to intimidate opponents and enhance the readiness of active duty and reserve forces, paramilitary and supporting “civil-military”-fused industrial assets and infrastructure
  • Video of a secret, senior-level mobilization-planning session in Guangdong Province
  • Chinese hoarding of food, fertilizers, critical minerals and other commodities, equipment, etc. that would be particularly valuable during and after war
  • Restrictions on supply chains exporting such stuff
  • Increased activity in Belt and Road Initiative infrastructure that suggests ports, airfields and other assets around the world are being readied to support CCP power-projection
  • Evidence that it is becoming more difficult to repatriate dollars invested in China
  • Intensified Chinese espionage and intelligence activity in and over the U.S.
  • Intensified Chinese elite capture and influence operations inside the U.S.
The next Committee on the Present Danger: China (CPDC) webinar will examine these and related topics, as well as the necessity for the United States to adopt a war-footing, both to enhance our deterrent to the CCP actually initiating hostilities and, if necessary, to defeat the perpetrators. The webinar will occur from 1-2:15 p.m. ET Thursday, March 16, 2023.

Major N. Korean websites offline as of Tuesday morning | Yonhap News Agency

SEOUL, March 21 (Yonhap) -- Websites of some major North Korean organs, including the country's state media outlets and the foreign ministry, were knocked offline for an unknown reason Tuesday morning.

As of 9 a.m., there were failures in connecting to North Korean domain names ending in ".kp," such as the official Korean Central News Agency and the main newspaper, the Rodong Sinmun.

The exact cause for the problem was not immediately confirmed.

In January 2022, the North's major websites reportedly suffered a similar problem due to a suspected distributed denial-of-service attack. At that time, the North's internet went down for about six hours.
