"Extreme" and G3 are mutually-exclusive. G3 storms at worst cause minor voltage fluctuations in ground systems, with occasional false alert triggers. In space, it can cause minor surface charge buildup on satellites, and can have small, intermittent impacts on satellite navigation and HF radio transmission.

Spacecraft operations: Surface charging may occur on satellite components, drag may increase on low-Earth-orbit satellites, and corrections may be needed for orientation problems.
Other systems: Intermittent satellite navigation and low-frequency radio navigation problems may occur, HF radio may be intermittent, and aurora has been seen as low as Illinois and Oregon (typically 50° geomagnetic lat.).

Actually, flares and geomagnetic storms are different. Think of a "storm" in terms of an eruption, sort of like a volcano, an event that has duration, whereas a flare is more of an explosion, a single-point event. Storms go from G1 through G5. Flares go from C to M to X.
