Russia offered Afghan militants bounties to kill U.S. troops: NY Times


WASHINGTON (Reuters) - U.S. intelligence has concluded that the Russian military offered bounties to Taliban-linked militants in Afghanistan to kill American troops and other coalition forces, the New York Times reported on Friday, citing officials briefed on the matter.

A Russian military intelligence unit linked to assassination attempts in Europe had offered rewards for successful attacks last year, according to the newspaper. It said Islamist militants, or armed criminal elements closely associated with them, are believed to have collected some bounty money.

“This primitive informational dump clearly demonstrates low intellectual abilities of the propagandists at the American intelligence service,” Russia’s foreign ministry said in a statement cited by the RIA news agency.


The White House, the CIA and the Office of the Director of National Intelligence declined requests from Reuters for comment on the newspaper report.

President Donald Trump has been briefed on the intelligence finding, the Times said. The White House has yet to authorize any steps against Russia in response to the bounties, it added.

Of the 20 Americans killed in combat in 2019, the Times said, it was not clear which deaths were under suspicion.


After nearly 20 years of fighting the Taliban, the U.S. is looking for a way to extricate itself from Afghanistan and to achieve peace between the U.S.-backed government and the militant group, which controls swathes of the country.

On Feb. 29, the U.S. and the Taliban struck a deal that called for a phased withdrawal of American troops.

U.S. troop strength in Afghanistan is down to nearly 8,600, well ahead of a schedule agreed with the Taliban, in part because of concerns about the spread of coronavirus, U.S. and NATO officials said in late May.

I have admittedly been away from the active military for many years since retiring from the US Army. However comma I would like to offer a way to extricate US Forces from Afghanistan.

Get everyone on airplanes and leave. Shouldn't be all that hard. JUST LEAVE.

To this day, I still think we should have finished Afghanistan before going into Iraq. We had Iraq covered with air assets and they kept Iran busy. Makes no sense. I'm sure there were some war mongers that wanted us to go into Iraq and pushing Bush to do it.

The 12-Year War: 73% of U.S. Casualties in Afghanistan on Obama's Watch

Twelve years ago today, nineteen al Qaeda terrorists hijacked four U.S. commercial airliners and flew them into the World Trade Towers, the Pentagon and a field in Pennsylvania.

In the war that Congress authorized against al Qaeda only three days after that attack, the vast majority of the U.S. casualties have occurred in the last four and a half years during the presidency of Barack Obama.

In fact, according to the CNSNews.com database of U.S. casualties in Afghanistan, 73 percent of all U.S. Afghan War casualties have occurred since Jan. 20, 2009 when Obama was inaugurated.

The 91 U.S. casualties in Afghanistan so far in 2013 are more than those that occurred in the first two full calendar years of the war (2002 and 2003) combined, when 30 and 31 U.S. troops were killed there.

On Sept. 14, 2001, Congress approved a resolution authorizing the president “to use all necessary and appropriate force against those nations, organizations, or persons he determines planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001, or harbored such organizations or persons.”

By October 2001, U.S. forces were engaged in Afghanistan, seeking to remove al Qaeda from the sanctuary it had used there to launch the Sept. 11, 2001 attack.

Since then, most of the leaders and participants in the 9/11 terrorist attacks have been killed or captured. But the United States not only remains at war in Afghanistan, it continues to suffer significant casualties there.

In total, 2,144 U.S. military personnel have given their lives fighting in and around Afghanistan as part of Operation Enduring Freedom.

1,575 of the U.S. military personnel who have sacrificed their lives in this cause were killed during the presidency of Barack Obama.

That means 73 percent of the casualties in the Afghan War have happened on Barack Obama’s watch.

Under President George W. Bush, from 2001 to 2008, 569 U.S. military personnel were killed in and around Afghanistan fighting in Operation Enduring Freedom.

So far this year, during the twelfth year of the Afghan War, 91 U.S. military personnel have given their lives in Afghanistan.

The Department of Defense reported 17 casualties in May and 18 in June--the two deadliest months for U.S. troops in Afghanistan so far this year. Typically, the summer months from June to September are the deadliest for U.S. troops serving in Afghanistan.

Among the 91 U.S. casualties reported so far this year, all but 9 have been combat-related.

During the now 12-year-long Afghan War, the four deadliest years for U.S. troops were also the four years of Obama’s first term.

On Feb. 17, 2009, less than a month after taking office, President Obama announced the deployment of 17,000 additional troops to Afghanistan, fulfilling his campaign promise to shift U.S. military forces to Afghanistan.

During a speech to cadets at the United States Military Academy (USMA), at West Point, on Dec. 1, 2009, President Obama announced an additional increase of 30,000 troops in Afghanistan. The president stated that “it is in our vital interest” to send the additional troops.

The CNSNews.com database of U.S. casualties in Afghanistan is based on official Department of Defense casualty announcements, International Security Assistance Force (ISAF) information and media accounts.

With the exception of four U.S. military personnel who died in ships supporting missions in Afghanistan and 12 who died in Pakistan, the database does not include U.S. military personnel supporting Operation Enduring Freedom in other areas of the world.

WASHINGTON, D.C. — An estimated 75 percent of the all U.S. military deaths and about 90 percent of the injuries linked to the ongoing war in Afghanistan have occurred under President Obama’s watch, according to a Breitbart News tally.

President Obama, citing a “fragile” security situation at risk of deteriorating, announced today that he will be extending the U.S. military presence in Afghanistan for an undetermined amount of time, handing over the conflict to his successor.

In making the announcement, the President appeared clueless as to how many Americans were killed in Afghanistan in 2014 and this year.

“Afghanistan remains dangerous; 25 brave Americans have given their lives there this year… Now, the 25 military and civilians who were killed last year, that always weighs on my mind,” said Obama from the Roosevelt Room.

According to Obama’s own Department of Defense (DOD) however, 14 U.S. service members and one DOD civilian have been killed so far this year.
A Pentagon tally shows that in 2014, at least 55 American troops lost their lives in Afghanistan.

President Obama provided an estimate of the American fatalities in recognizing the sacrifice made by U.S. troops in Afghanistan, but he made no mention of how many were wounded in action.

“They served there with extraordinary skill and valor, and it’s worth remembering especially the more than 2,200 American patriots who made the ultimate sacrifice in Afghanistan,” said Obama from the Roosevelt Room.

Since the president was inaugurated for his first term on January 20, 2009, at least 1,672 U.S. soldiers, Marines, and sailors have lost their lives, and another estimated 17,425 have been wounded in action while supporting the Afghanistan war effort.

Overall, at least 2,230 U.S. service members have been killed and another 20,127 injured in the ongoing conflict, which started on October 7, 2001.

That means about three out of every four U.S. military deaths (75 percent) and an estimated 9 out of every 10 injuries (87 percent) in Afghanistan have taken place since

Obama became president.

Breitbart News’ count is gleaned from Department of Defense (DOD) casualty reports, a now-retired database compiled by The Associated Press (AP), a detailed CNN count, and various news articles.

The Pentagon’s “Afghanistan only” total death tally of 2,229, which includes fatalities under the old Operation Enduring Freedom (2,215) and the new Operation Freedom’s Sentinel (14), is one less than Breitbart News’ count.

The majority of American fatalities throughout the war have been combat-related.

Most clashes between the U.S.-led coalition and insurgents have been concentrated in areas along the Afghanistan-Pakistan border. More than half of all American casualties have taken place in and around Afghan provinces that lie along the Af-Pak international boundary.

The U.S. and Afghanistan have accused Pakistan of providing sanctuary to terrorists fighting American forces in Afghanistan.

President Obama escalated America’s military presence in Afghanistan soon after taking office in 2009, eventually bringing the number of U.S. troops to its peak of about 100,000 in 2012.

However, he is also responsible for withdrawing most American troops by the end of 2014.

President Obama ended the U.S. combat mission in December of 2014, one of the deadliest years of the war for Afghan civilian and security forces.

In January, American troops embarked on their new train and assist mission, placing the Afghan security troops in the lead of security operations.

Afghanistan has experienced a Taliban resurgence since President Obama ended the combat mission. Military officials have also warned against the rise of the Islamic State (ISIS/ISIL) in Afghanistan. ISIS, which is reportedly making major military gains in a turf battle against the Taliban, is operating in about 75 percent of all 34 Afghan provinces, according to the United Nations.

A top Russian military official recently estimated that there are about 40,000 Taliban terrorists and up to 3,000 ISIS jihadists in Afghanistan.

Today, President Obama revealed that he will be handing the Afghanistan conflict to his successor.

He said the U.S. will maintain 5,500 troops in Afghanistan beyond 2016. He did not specify how long they will remain there.

Gen. John Campbell, the top commander of U.S. and NATO troops in Afghanistan, recommended that America leave behind more than the 1,000 troops that the president had promised would remain in Afghanistan after 2016.

Obama has vowed to end the U.S. war in Afghanistan and withdraw most American troops by the time he officially leaves the White House in January 2017.

Media Protecting Obama - 2x More Soldiers Killed in Afghanistan under Obama than 8 years of Bush - No Outrage

There have been 1954 U.S. soldiers killed so far in the Afghanistan war according to icasualties

1324 of those Deaths have occurred in less than 3 1/2 years under Obama while only 630 of those deaths occurred in 8 years under George W. Bush

WHY NO MEDIA OUTRAGE?

I remember when Bush was President the Liberal Media stations and news outlets had daily updates of the number of U.S. Soldiers killed with pictures and everything. Now It is almost hard to find out how many soldiers are dying every day because when a soldier dies now it is not on the front page or sometimes not even reported at all.

I am not going to get into any discussions of whether or not wars are right or wrong. The point of this blog post is to show that the media is clearly showing their bias and hypocrisy by no longer Bashing Obama over the deaths like they bashed Bush.

THE MEDIA IS PROTECTING OBAMA

The media apparently does not care about the Soldiers or about how many were dying. If they did then they would have continued attacking Obama over the rising U.S. Soldier death toll.

The media only reported those death numbers under Bush because they wanted to try to indoctrinate the general public with negative views of Bush. Now that Obama is in office, they are backing off and trying to protect him from negative attention from the rising U.S. Soldier death toll.

Over twice as many U.S. soldiers have died in Afghanistan under Obama in 3 1/2 years than did under Bush in 8 years! Have you heard any major news station of media outlet say that? When is the last time you even saw a death toll number with made up milestones?

Where are all of the anti-war protesters now? Why no big rallies?

This tells me that these groups and the media never really cared as much about the deaths of the soldiers as they cared about just hating Bush and trying to make him look bad.



Not only is the media protecting Obama, they are also giving him credit for things that Bush did.

For instance, Bush policies and actions led to Osama Bin Laden getting found. Waterboarding a Guantanamo Bay terrorist resulted in the tip that eventually let to Osama Bin Laden. Obama was against waterboarding and Guantanamo Bay so if Obama had his way, we would have never gotten the tip in the first place. Obama just happened to be President when Bush Policies came through! New memos show that an Admiral was the person who came up with the plan and made the tough decisions, Not Obama. The memo even shows that Obama was likely going to blame the Admiral if things went bad and Osama was not there.

A Lance Corporal Marine Corps reservist was taken into custody on Friday after it was established that he was the person dubiously spotted near the Pentagon and had parked his car in the bushes nearby.

Yonathan Melaku, 22, was arrested as police believed he posed a potential threat to the US military headquarters.

Though it was reported earlier that a bag recovered from his car contained ammonium nitrate, ammunition and al Qaeda literature, the police have confirmed it was not true.

It was also revealed that Melaku had been in nearby Arlington National Cemetery overnight. Melaku is a naturalized U.S. citizen who was born in Ethiopia.

According to the police it's an 'unfolding case.' However, the incident has turned the spotlight on the role of Muslims in the US military.

The 9/11 al-Qaeda attacks, and the wars in Afghanistan and Iraq that followed it, presented the US military with a unique problem surrounding military personnel belonging to the Muslim faith.

The military decided to recruit more Muslims, hoping it will contribute to more cultural diversity and lessen prejudices against serving Muslim Americans.

However, the specter of Muslim soldiers being won over by terror ideologies remained a live threat.

And soon the situation became more complex, with the US entering into wars in Afghanistan and Iraq.

Muslim soldiers in the US military were severely torn between the sense of national duty and the fear of killing innocent fellow Muslims.

And then, the Fort Hood shooting exasperated the tensions. The fear of Muslim military personnel crossing over to enemy ranks gained slow momentum, increasing the latent tensions.

Maj. Nidal Malik Hasan, who killed 13 people at the Fort Hood shooting, is a case in point. The military could not establish if the mass killing was an act of terrorism while some politicians demanded a probe into the various angles of the crime.

The New York Times had reported that a look into Major Hasan’s life in the military gave insights into the struggles and frustrations felt by other Muslims in the services. He was disillusioned with the wars in Afghanistan and Iraq, which he perceived to be part of a war on Islam, according to interviews with friends and relatives, the report said.

It was revealed later that Maj. Hasan shouted 'Allahu Akbar!' (God is greatest) before opening fire on soldiers at Fort Hood.

Another shocking incident took place in 2003 when Army Sgt. Hasan Akbar killed two soldiers and wounded 14 when he threw a grenade into a tent. Sgt. Akbar, a convert to Islam, was sentenced to death. It emerged that he believed the U.S. military was killing innocent Muslim civilians.

The US military leadership is obviously caught in a tough bargain. As the NYT puts it, the service of Muslim-Americans is more necessary and more complicated than ever before.

Afghanistan War IEDs Cause Surge In Double Amputees Among U.S. War Wounded

American soldiers and Marines walking combat patrols in Afghanistan have suffered a surge of gruesome injuries, losing one or both legs and often their genitals to crude homemade bombs Taliban insurgents bury in dirt roads and pathways.

In some cases, American military surgeons tell The Huffington Post, these traumatic amputations occur so close to soldiers' hips that it is difficult to fit prosthetic legs, severely limiting the patients' future mobility and rehabilitation. In addition, the loss of sexual function for formerly healthy young men in their early 20s causes severe anxiety and depression and can wreck new marriages.

The latest wave of severe injuries comes after Gen. David Petraeus ordered U.S. troops in Afghanistan last year to get out of their protective armored vehicles and start walking. "Patrol on foot whenever possible and engage the population," he directed in guidance to his troops last August.

The order was hailed as an essential counterinsurgency tactic used to get closer to the people, pick up intelligence more effectively and demonstrate American resolve to protect local villagers from Taliban insurgents.

But the enemy -- as Petraeus himself is fond of saying -- gets a vote, and the insurgents have attacked the dismounted patrols with a vengeance, planting lethal bombs inches beneath the dusty soil where a footstep can detonate them in blinding flashes.

Insurgents often make the bombs using a plastic bucket packed with explosive ammonium nitrite fertilizer and a simple "trigger" made with two sticks of wood or a discarded plastic bottle that completes a circuit and detonates when crushed. The crude components make the bombs more difficult to detect than those once made with metal parts.

Improvised explosive device (IED) attacks against dismounted troops have skyrocketed, from five in April 2009 to 210 in April 2010 to 376 this past April, according to data gathered and analyzed by the Pentagon's counter-IED agency, the Joint IED Defeat Organization. JIEDDO counts "attacks" as IEDs detected before they explode, ones that detonate without causing casualties and ones that kill and maim.

Because dismounted troops walk with their weapons held out in front of them, an IED detonation often blows off the extended arm as well as both legs, according to Army medical staff.

That was the case with Marine Cpl. Tyler Southern of Jacksonville, Fla. He was 20 when he stepped on an IED that detonated with 10 pounds of homemade explosive in a village near Musa Qala, southern Afghanistan, in July 2010. The explosion was so big "it should have left me in pieces," he told The Huffington Post.

It almost did, tearing off both of his legs and most of his right arm and severely lacerating his left. During subsequent medical care he flat-lined twice, with medics each time managing to bring him back to life before he reached the Bethesda Naval Medical Center four days after the attack.

The number of dead and badly wounded IED survivors like Southern grew so rapidly that when Lt. Gen. MIchael Barbero took over JIEDDO in March, his operations research chief, Dr. Caryl Brzymialkiewicz, got in to see him promptly. "Boss, we got a problem," she told him.

The good news, she reported, is that American troops are adept at finding the buried IEDs. In April 2009, American and allied troops discovered only one out of every five IEDs before they detonated; the rest blew up harmlessly or killed or wounded troops. This past April, thanks to better training and improved detectors, the troops found and disarmed 79 percent of known IEDs, leaving only four percent to cause American or allied casualties, according to JIEDDO data.

Yet the sheer number of IED attacks means that even as troops find more of the bombs, casualties still skyrocket because of all of the devices left undiscovered.

IED attacks caused casualties to dismounted U.S. and allied troops to rise from 93 recorded in the first nine months of 2009 to 368 in the same period last year, according to JIEDDO data released exclusively to The Huffington Post.

Among those casualties was Marine Sgt. Johnny Jones, 24. A bomb disposal expert, he was on a foot patrol in southern Afghanistan last summer when he stepped on an IED. The blast threw him into the air and he landed on his back in a deathly silence. Both his legs were gone and his right hand was nearly severed. The Marine next to him, Cpl. Daniel Greer, was alive but barely breathing, and later died.

As the attacks increased, surgeons at the Landstuhl Regional Medical Facility in Germany, where casualties are first brought from Afghanistan, tracked a growing number of severe wounds among patients arriving from the battlefield. Those with traumatic amputations -- in which one or more limbs has been blown off in combat -- increased from seven percent of all casualties in 2007 to almost 11 percent last year. Wounds to the genitals and urinary tract rose from 91 patients in 2007 to 142 last year.

The Defense Department does not release precise data on the effectiveness of IED blasts, because such information would be valuable to Taliban bomb-makers. But the Pentagon's public accounting of Afghanistan war casualties shows that American battle deaths from IEDs rose from 152 in 2008 to 275 in 2009 to 368 last year. Since late 2001, IEDs in Afghanistan have taken the lives of 683 Americans and severely wounded 6,670.

"We've seen a dramatic increase in the number of service members who have not only amputations above the knee but what we call hip disarticulation, meaning they have no femur at all," Dr. Paul Pasquina, chief of orthopedics and rehabilitation at Walter Reed Army Medical Center in Washington, D.C., told The Huffington Post.

"So not only are they losing their legs, but half of their pelvis. And we've seen a dramatic increase in the numbers of casualties returning with testicular injuries or genital loss, and that has severe life-long implications" for these wounded troops, Pasquina added. Today, the patients at Walter Reed include at least four quadriplegics.

Soldiers and Marines arriving at Walter Reed with both legs blown off usually suffer other extensive injuries. Shrapnel perforates the abdomen, dirt and filth are driven deep into wounds and soft tissue; in some cases, the explosion tears away large patches of skin in an injury called "de-gloving."

Heterotopic ossification, or bone growth in fleshy areas, can severely hamper the use of artificial limbs. Infections set in; blood clots can form. And in most cases, the patient arrives with moderate to severe traumatic brain injury, which can hamper rehabilitation.

"There's just challenge after challenge, sad story after sad story," said Pasquina. "But at the same time we have had remarkable success, and pretty much 90 percent of it is attributed to the courage our service members have, their determination to recover and reintegrate back into society."

But the loss of sexual function can be "devastating," said Bo Bergeron, chief of physical therapy at Walter Reed. "It's a pretty big issue when a guy finds out he can't have any more kids -- and the spouse is sitting there," she told The Huffington Post. In common cases where a young wife has quit her job and flown with the kids a thousand miles to sit at the bedside of her now-disabled husband, "the family situation already is pretty tenuous. It's just very very difficult," she said. The divorce rate among married patients is above 50 percent.

Despite such challenges, the amputees at Walter Reed tackle their rehabilitation with aggressive cheer. Many wear T-shirts emblazoned with a fiery explosion and the phrase, "I had a blast," designed and distributed by Tyler Southern and his father. High-tech, powered prostheses help many of them regain athletic prowess. It's not uncommon to see amputees sprinting down the hallways; several who once played ice hockey have been fitted with artificial legs with skates attached.

But in Afghanistan, the problem -- and the danger -- remain unabated. Much of the money the United States has spent to counter IEDs in Afghanistan has gone to a dizzying array of high-tech devices, ranging from miniature robots to sensors mounted on aerostats and on unmanned drones. Dismounted patrols work with hand-held detectors like the Vallon, which uses ground-penetrating radar to hunt for non-metallic bombs, and with trained sniffer dogs.

But JIEDDO found that while it had saturated U.S. ground combat units with detectors and other devices, training had fallen behind.

"We have focused on pushing these equipments and enablers and detectors out to the theater -- and that's the right answer," Barbero told The Huffington Post. "But that creates a challenge of training."

In some cases, he said, the first time soldiers and Marines see the new equipment is when they show up for duty in Afghanistan.

JIEDDO is accelerating training for troops bound for Afghanistan, with focused pre-deployment exercises at the Army's National Training Center at Fort Irwin, Calif., and the nearby Marine training base at Twentynine Palms, Calif. "There's a lot of forward momentum on this," said Brzymialkiewicz. "We know what drives early detection is visual: a well trained soldier."

But in the struggle with IEDs, she added, "there is, of course, no silver bullet."

Why do more and more reports about the Regime continue to sound like something right off SNL’s Weekend Update? I guess some things just can’t be made up. Still – this one would be hysterical – if it weren’t so tragic.

In response to the continuing slaughter of American troops by their Afghan “partners” – 33 this year along – the Pentagon has responded. By blaming our troops.

Yes, America, top officials in O’s Pentagon believe culturally offensive behavior is the motivation behind the killings. So, it’s done what any weak-kneed, apologetic liberal Regime would do – stepped up Islamic sensitivity training for our troops. From the New York Post:

“If you don’t want to be shot in the back by your Afghan training partners,” the Pentagon advises, “don’t offend their religious sensibilities.”

As one might imagine, General. Sher Mohammad Karimi, the Afghan National Army’s chief of staff, echoes the Pentagon’s assessment – arguing earlier this month that both sides need to do more to “teach” foreign troops Islamic traditions and values to reduce the chance of violent reactions to “cultural slights.” Excuse us Mohammad, but we’re not used to being shot, blown up or beheaded over “cultural slights.” Perhaps you could teach Afghans about the cultural habits of the civilized world.

To avoid offending our high-strung fanatical “partners,” U.S. commanders are now putting troops through intense Muslim sensitivity training. Among other things, troops have been ordered to:
  • Wear surgical gloves whenever handling a copy of the Koran. (You can’t make this stuff up.)
  • Never walk in front of a praying Muslim. (You might get shot or beheaded – on the spot.)
  • Never show the bottom of boots while sitting or lying across from a Muslim, which in Islam is considered an insult. (Of course, it’s perfectly acceptable for maniacal Muslims to jump up and down on burning American flags.)
  • Never share photos of wives or daughters. (Even if they’re wearing burqas?)
  • Never smoke or eat in front of Muslims during the month of Ramadan fasting. (As opposed to “Never set a church on fire in Africa while parishioners are inside praying.”)
  • Avoid winking, cursing or nose-blowing in the presence of Muslims – all viewed as insults in Islam. (It is acceptable, however, to scream “America go to hell!” at the top of your lungs – particularly in large crazed groups.)
  • Avoid exiting the shower without a towel. (You know, because these sexually-angry lunatics can’t help but stare at your junk.)
  • Avoid offering and accepting things with the left hand, which in Islam is reserved for bodily hygiene and considered unclean. (Obviously, the majority of U.S. troops murdered by these clowns were left-handed.)
PJ Media’s Andrew Klavan has a few additional tips on how to avoid offending Muslims:

Military officials who have done tours in Afghanistan are outraged that the Pentagon would even suggest US troops are partly to blame for their own murders – saying their Muslim “partners” would still resent them even if they followed Islamic protocol to the letter.

“The cultural affronts excuse is a bunch of garbage,” a senior US Army intelligence official said. “The Afghans that know we’re doing all this PC cultural sensitivity crap are laughing their asses off at our stupidity.”

He continued: “They’re killing us because we’re ‘infidels occupying Islamic lands.’ It’s what the Koran and every imam over there is telling them, and no amount of cultural sensitivity is going to stop that or change the fact that we’re ‘infidels.’”

As is the case with the Regime’s laughable spin on the attack on the consulate in Libya which resulted in the deaths of Ambassador Stevens and three other brave Americans, to suggest that our troops in Afghanistan are somehow partially responsible for their own deaths at the hands of their Afghan “partners” is to disrespect not only their memory, but their service to our country as well.

And Obama can’t fathom why a growing number of Americans hold him responsible for deteriorating conditions in the Muslim world.

MOSCOW (Reuters) - Russia's President-elect Vladimir Putin is ready to go far in developing ties between Russia and the United States provided the relationship is equal, Interfax news agency quoted Putin's foreign policy aide as saying on Saturday.

Putin discussed bilateral relations at a closed-door meeting with U.S. President Barack Obama's top security aide Tom Donilon at his Novo-Ogaryovo residence outside Moscow on Friday, three days before his inauguration ceremony at the Kremlin.

"Putin emphasized that in developing the relationship with the United States, Russia is ready to go really far, on condition that the Americans will act on the principles of an equal and mutually respectful partnership," Yuri Ushakov was quoted as saying.

Ushakov said Donilon handed Putin a letter from Obama, calling it "a multi-page detailed document, whose main message is that Obama is ready to cooperate with Putin in order to move forward on the path of the creation of partnership between the United States and Russia".

Putin's spokesman Dmitry Peskov and the U.S. embassy in Russia declined to comment on the meeting.

Putin plans to make his first foreign visit as president later this month to the United States where he will take part in the G8 leaders' summit as well as meet Obama. Putin's second major foreign visit will be to China at the start of June.

Putin, who tried to keep a low profile in foreign policy issues during his stint as prime minister, last met Obama for a caviar breakfast at Novo-Ogaryovo in July 2009.

Obama made "reset" of U.S. relations with Russia one of his top foreign policy priorities. He had a good working relationship with departing Russian President Dmitry Medvedev who will now become prime minister.

As prime minister, Putin has held regular meetings with former U.S. Secretary of State Henry Kissinger, an architect of the Cold War policy of detente towards the Soviet Union.

Putin extensively used anti-American rhetoric in the run-up to March 4 presidential election accusing U.S. Secretary of State Hillary Clinton of stirring protests against his 12-year rule by encouraging "mercenary" Kremlin foes.

The two former Cold War foes still differ over issues including the Syrian crisis and U.S. plans for a missile defense shield in Europe. Many observers believe the relationship may deteriorate during Putin's six-year presidency.

A top Russian general warned this week that Moscow could carry out pre-emptive strikes on future NATO missile defense installations. NATO called such threats "unjustified" and said the system posed no threat to Russia's security.

Obama was caught on camera in March telling Medvedev that he will have "more flexibility" to deal with contentious issues such as missile defense after the U.S. presidential election in November.

Obama, who holds his first political rallies of the 2012 campaign on Saturday, has been criticized by opponents for being too soft on Russia and is likely to step up criticism ahead of the election.

Two Russian Tupolev Tu-95MS strategic bombers will fly to the Barksdale Air Force Base in Louisiana, United States, in 2013 under an agreement reached during a recent visit of senior officers from the Russian Long-Range Air Force to the United States, Long-Range Air Force commander Lt. Gen. Anatoly Zhikharev said on Tuesday. Zhikharev made the announcement at a news conference.

"There will also be a return visit in 2013 - two American [Boeing] B-52 strategic bombers will land at our air force base in Engels, Saratov region, in 2013," he said.

U.S. officers are due to pay an inspection visit to the Russian base next week, he added. In comments on the Russian officers' visit to the United States, Zhikharev said: "Our mission had the task of finding out whether our aircraft would be able to visit the U.S., looking at the combat training of American strategic air force pilots, looking at the state of airfields and logistic facilities."

"I think this form of cooperation will develop further," he said. Asked whether the Tu-95MS bombers, which were manufactured in the 80s, were obsolete, Zhikharev said they would remain in use "for many years." Citing the United States' B-52 Stratofortress jets, made in the early 50s, he said: "The Americans believe that they will remain in service for another 30 years."

Russian warships will be equipped with NATO navigation and communications systems to improve coordination in anti-piracy missions around the world, Chief of the Russian General Staff Nikolai Makarov said on Wednesday.

The issue has been discussed during a meeting of the NATO-Russia Council in Brussels.

“We decided to install standard NATO navigation and communications systems on our warships,” Makarov said.

NATO warships have been patrolling the pirate-infested waters off the Somali coast since 2008, as part of Operation Ocean Shield. NATO has recently extended its mission in the Gulf of Aden and adjacent areas until 2014.

Russia joined the international anti-piracy mission in the region in 2008. Russian warships have successfully escorted more than 130 commercial vessels from various countries since then.

Task forces from the Russian Navy, usually led by Udaloy class destroyers, operate in the area on a rotating basis.

A task force from Russia’s Northern Fleet, led by the Udaloy class destroyer Vice Admiral Kulakov, will arrive in the Gulf of Aden in the beginning of May to join the anti-piracy mission.

The Russian Federation Air Force will be coming to Nellis AFB, Nevada, to participate in the US Air Force's Red Flag (13-1) exercise. How the world has changed... This would have been absolutely unthinkable even a few years ago. It's actually kinda bizarre now... But at the same time, kinda awesome.

The questions I have are: Will the Russians play the part of Red Air? It will certainly be interesting to see how the Russians react to the US interpretation of their tactics and doctrine... Also, I have to wonder how the Russian play-acting/dress-up the 64th and 65th Aggressors do will go over...

Anyways, here is an excerpt from the Voice of Russia article -- they kinda buried the lede...

"In spring of 2012 it became known that the Russian Air Force is to participate in the Red Flag training exercise in the fall of 2012 together with Americans. From 8 until 19 of October, Red Flag Air Combat Exercise 13-1 will be held at Nellis Air Force Base, Nevada (the exercises are numbered in accordance with the fiscal years, and exercise in the fall will be number one in the 2013 fiscal year). Like India, who participated in the Red Flag several years earlier using its Russian-made SU-30 MKI, Russia will get a chance this year to test its aircraft in realistic combat maneuvers with USAF aircraft.​
This chance is very important, since up until now the only Russian aircraft of the fourth generation which fought in a real combat situation against western aircraft has been the MIG -29, but the possibility of deploying it in the conditions of very specific wars of 1991 and 1999 was limited. Under such circumstances, the chance to test modernized Russian aircraft such as the SU -27 SM, SU-30M2, MIG -29SM and other strike aircraft - despite simulations, they are still against real western aircraft and pilots - is too attractive to be miss out on."​

UPDATE: The USAF confirms the Russians are going to be attending Red Flag 13-1 at Nellis AFB, Nevada, this October.

The company tapped the country's top scientists at Argonne National Lab in Illinois, and U.S. taxpayers pledged up to $118 million in federal stimulus funds and $80 million in state and local incentives to help Ener1 produce cutting-edge battery technology for electric cars and the U.S. military.

The tracking systems in military battery packs are designed to protect personnel. For instance, if a soldier stops moving, falls down or is running out of battery power, technology inside his or her radio automatically alerts a command center.

But some believe the technology could pose a threat to national security, as it can be used to track troop movements or anyone who has devices that contain those batteries.

"I live in that world," said Daniel Engels, a chief technology officer for Revere Security, a technology security firm. "We need to stop thinking about batteries as just a battery. As soon as they become intelligent, they become a potential entry point into your system .'

Fort Carson Getting New Garrison Commander

FORT CARSON, Colo.—Fort Carson is getting a new garrison commander who's responsible for the post's infrastructure. Col. Robert F. McLaughlin will transfer command to Col. David L. Grosso in a ceremony Thursday.

McLaughlin has been garrison commander since June 2009. He is deploying to Afghanistan, where he will serve as chief of staff for U.S. forces.

Grosso is deputy commander of the 10th Special Forces Group (Airborne) at Fort Carson.

Russia, US start first joint anti-terror war games on American soil

Russia and the US are holding their first ever joint anti-terror military exercises on American territory. A group of Russian paratroopers has taken off to Fort Carson military base, located in the US state of Colorado.

*A special unit of American land forces and a reconnaissance unit of Russian special forces will be taking part in the exercises.

Russian paratroopers will first familiarize themselves with American small arms, military equipage, munitions, communication and reconnaissance equipment, parachute systems and types of landing operations.

In addition, Russian and American servicemen will have joint gun practice, mountain training and will take a course in demolition techniques. They will also have parachute training using American military equipment.

At the end of May the exercises will enter the “active” stage with combat training, in the course of which participants are supposed to find, seize and destroy a large base of international “terrorists”.

A Russian military delegation has left Moscow for North America to take part in the Watchful Eagle-2012 anti-terror exercise in the US and Canada on the 27th through 29th of this month.

The exercise seeks to achieve interaction between the Russian Armed Forces and the North American Aerospace Defence Command, NORAD if terrorists seize airliners.

The Russian delegation will, besides, visit the USAF Academy in Colorado Springs.

The Russian Emergency Situations Ministry and the USA Federal Emergency Management Agency (FEMA) are going to exchange experts during joint rescue operations in major disasters. This is provided by a protocol of the fourth meeting of the U.S.-Russia Bilateral Presidential Commission Working Group on Emergency Situations and seventeenth meeting of Joint U.S.-Russia Cooperation Committee on Emergency Situations, which took place in Washington on 25 June.

The document provides for expert cooperation in disaster response operations and to study the latest practices.

In addition, the parties approved of U.S.-Russian cooperation in this field in 2013-2014, which envisages exchange of experience including in monitoring and forecasting emergency situations, training of rescuers, development of mine-rescuing and provision of security at mass events.

At the end of the meeting the parties expressed their satisfaction with the level of cooperation between the Russian Federation and the United States in the area of emergency prevention and response and agreed to develop it in order to respond efficiently to all kinds of disasters.

The U.S. Army is now looking to stockpile nearly 3,000,000 live rounds of Soviet-era Russian ammo popular with civilian shooters. A U.S. Army solicitation posted July 18 on the Federal Business Opportunities web site asks for “non-standard” ammunition from vendors which includes:

- 2,550,000 rounds of 7.62x39mm ball ammo - 575,000 blank rounds of 7.62x39mm ammo and - 425,000 rounds of 9x18mm Makarov ball ammo

The army intends to store all these rounds in ammo storage facilities at both Camp Stanley in Boerne, Texas and the Blue Grass Army Depot in Kentucky.

As the solicitation implies, the 7.62x39mm and the 9x18mm Makarov are not standard-issue in the U.S. military or NATO. Rather they are calibers developed by the former Soviet Union which are now commonly used by civilian shooters in the United States.

The 7.62x39mm in particular is extremely popular with private gun owners due to the wide availability and affordability of both military surplus ammo and firearms chambered for this round, such as the AK-47 and the SKS.

Handguns chambered for the 9x18mm Makarov, such as the FEG PA-63, are common, inexpensive imports.

The desired list of calibers attached to a previous, related acquisition request also included oddball rounds such as the .303 British and the 7.62×25mm Tokarev.

In addition to this solicitation for nearly 3,000,000 live rounds of Russian calibers popular with the public, the army made a similar request last year for a long-term weapon supplier who can ship both foreign non-standard and obsolete U.S. military weapons anywhere in the world.

BATFE To Ban Common AR-15 Ammo

In a move clearly intended by the Obama Administration to suppress the acquisition, ownership and use of AR-15s and other .223 caliber general purpose rifles, the Bureau of Alcohol, Tobacco, Firearms and Explosives unexpectedly announced today that it intends to ban commonplace M855 ball ammunition as “armor piercing ammunition.” The decision continues Obama’s use of his executive authority to impose gun control restrictions and bypass Congress.

It isn’t even the third week of February, and the BATFE has already taken three major executive actions on gun control. First, it was a major change to what activities constitute regulated “manufacturing” of firearms. Next, BATFE reversed a less than year old position on firing a shouldered “pistol.” Now, BATFE has released a “Framework for Determining Whether Certain Projectiles are ‘Primarily Intended for Sporting Purposes’ Within the Meaning of 18 U.S.C. 921(a)(17)(c)”, which would eliminate M855’s exemption to the armor piercing ammunition prohibition and make future exemptions nearly impossible.

By way of background, federal law imposed in 1986 prohibits the manufacture, importation, and sale by licensed manufacturers or importers, but not possession, of “a projectile or projectile core which may be used in a handgun and which is constructed entirely . . . from one or a combination of tungsten alloys, steel, iron, brass, bronze, beryllium copper, or depleted uranium.” Because there are handguns capable of firing M855, it “may be used in a handgun.” It does not, however, have a core made of the metals listed in the law; rather, it has a traditional lead core with a steel tip, and therefore should never have been considered “armor piercing.” Nonetheless, BATFE previously declared M855 to be “armor piercing ammunition,” but granted it an exemption as a projectile “primarily intended to be used for sporting purposes.”

Now, however, BATFE says that it will henceforth grant the “sporting purposes” exception to only two categories of projectiles:

Category I: .22 Caliber Projectiles

A .22 caliber projectile that otherwise would be classified as armor piercing ammunition under 18 U.S.C. 921(a)(17)(B) will be considered to be “primarily intended to be used for sporting purposes” under section 921(a)(17)(C) if the projectile weighs 40 grains or less AND is loaded into a rimfire cartridge.

Category II: All Other Caliber Projectiles

Except as provided in Category I (.22 caliber rimfire), projectiles that otherwise would be classified as armor piercing ammunition will be presumed to be “primarily intended to be used for sporting purposes” under section 921(a)(17)(C) if the projectile is loaded into a cartridge for which the only handgun that is readily available in the ordinary channels of commercial trade is a single shot handgun. ATF nevertheless retains the discretion to deny any application for a “sporting purposes” exemption if substantial evidence exists that the ammunition is not primarily intended for such purposes.

BATFE is accepting comments until March 16, 2015 on this indefensible attempt to disrupt ammunition for the most popular rifle in America. Check back early next week for a more in-depth analysis of this “framework” and details on how you can submit comments.
