Latvia’s government has collapsed: Prime Minister Evika Siliņa has resigned amid a political crisis in the country

The trigger was a scandal following the flight of two drones, reportedly Ukrainian, which were not intercepted and eventually crashed onto the territory of an oil storage facility in Rēzekne.

Afterward, Siliņa dismissed Defense Minister Andris Sprūds, but the move caused a split within the ruling coalition. Two coalition parties declared that the government had effectively fallen.

“This was not an easy decision, but it was the right one,” Siliņa said while announcing her resignation.

US Wants To Restore Nord Stream & Purchase From Europeans At Steep Discount: Lavrov

The Nord Stream pipelines have long slipped from headlines, apart from the occasional whodunnit narratives, and they have remained damaged and offline. The Nord Stream 1 and Nord Stream 2 pipeline bombings occurred on September 26, 2022 - but their future fate is still up in the air and being wrangled over, including by Washington.
Russian Foreign Minister Sergey Lavrov has alleged that Washington now it wants to buy the part of the pipelines owned by European companies, in order to assert influence and control over European energy.
"Take a look at how the Americans are planning to restore Nord Stream. I am talking about two gas pipelines, and they were blown up," he told RT in an interview this week.

"The Americans under Biden said that these gas pipelines would not work, but now they accuse the Ukrainians of blowing up these two pipelines," he continued, before noting: "Actually, four pipelines. Three out of four were blown up. The Americans want to buy out the part that was owned by European companies."
He further explained that the US "wants to strike the deal at a price that is 10 times lower than the initial European investments" - according to Russian state media.
He explained that this would be about US control, and the ability to dictate the price of gas - instead of what would have been a prior mutual agreement between Russia and Germany, before the pipelines were sabotaged.
"They [the US] openly stated that they wanted to halt gas transit via pipelines from Russia to Europe through Ukraine in order to control these flows as well," he alleged.

Last year ZeroHedge asked Trump directly about who was behind the Nord Stream sabotage op. "If you can believe it they said Russia blew it up," Trump initially responded at the time.
"Well probably if I asked certain people they would be able to tell you without having to waste a lot of money on an investigation," the president said. "But I think a lot of people know who blew it up, but I was the one who blew it up originally because I wouldn't let it be built, and then when Biden got in he allowed it to be built."
President strongly suggested that based on classified intelligence he knows exactly who was behind the September 26, 2022 covert operation which ended in the Baltic Sea explosions and major leaks which took the vital Russia to Germany natural gas pipelines permanently offline. Of course, with no investigation whatsoever (a serious European inquiry didn't even begin till the following year), Western mainstream press coalesced around the dubious "Russia bombed their own pipeline!" narrative.
The Kremlin has hinted that the US could potentially take over and revive the damaged Nord Stream gas pipelines to supply Russian gas to Western Europe.
Asked whether Moscow would consider cooperation if American investors acquired EU stakes in the infrastructure, Kremlin… pic.twitter.com/YTawPt6iKg
— Brian McDonald (@BrianMcDonaldIE) May 13, 2026
In early 2023, famed journalist and Pulitzer price winner Seymour Hersh published a bombshell report which concluded that the United States blew up the Russia-to-Germany natural gas pipeline as part of a covert operation under the guise of the BALTOPS 22 NATO exercise. Hersh's report has been subject to a lot of pushback since then, but he's not backed off this initial reporting and investigation.

Marco Rubio has stated that Ukraine has the most powerful army in Europe. Also according to him, one of the reasons is the fact that Ukraine has adapted to the conditions of the battlefield but also because of the large Western support. Germany’s Defence Chief Carsten Breuer has stated that Russia could be ready to attack NATO by 2029. John Bolton has stated that Donald Trump made a big mistake by not consulting with the European NATO allies before the war in Iran, but he also criticised Europe for their reaction, arguing that the war in Iran is Europe’s war too. Mario Draghi has stated that Europe needs to be more united and to get “it’s act together” given the current geopolitical situation and the deterioration of the transatlantic relations.

36 countries approve creation of special Ukraine tribunal to prosecute Russia

Europe
Thirty-four European states – along with Australia and Costa Rica – said Friday they would join a proposed special tribunal for Ukraine. The future legal body would allow Kyiv to prosecute Russia for a "crime of aggression" over its invasion.

Thirty-four European states plus Australia, Costa Rica and the EU said Friday they would join a future special tribunal for Ukraine to prosecute Russia over its invasion of the country.

Ukrainian President Volodymyr Zelensky signed an accord with the Council of Europe last year to create a legal body to prosecute the "crime of aggression" in the invasion Russia launched in 2022.

The Council of Ministers – comprising foreign ministers from the organisation's 46 member states – met and approved a resolution laying the groundwork for the future tribunal, it said in a statement.

It added that 34 of the council's member states plus the European Union as an institution and Costa Rica and Australia had "expressed their intention" to join in the agreement establishing the court.

"The time for Russia to be held to account for its aggression is fast approaching," said Alain Berset, the secretary general of the Council of Europe, which acts as a guardian of human rights and democracy across the continent.

"The special tribunal represents justice and hope. Action now needs to be taken to follow up on this political commitment by securing the tribunal's functioning and funding," he added in the statement.

Members of the France-based rights body include the European Union's 27 countries but also key European states from outside the bloc such as Turkey, Britain and Ukraine.

Russia was expelled from the Council of Europe in 2022, following its invasion of Ukraine.

Kyiv and its supporters want to see justice served for Russia's war, and European foreign ministers endorsed the creation of the judicial body in a meeting last year.

The tribunal, which was initially intended to start work this year, could in theory try senior figures up to Russian President Vladimir Putin.

The International Criminal Court (ICC) in The Hague has already issued arrest warrants for Putin over the abduction of Ukrainian children and four of his top commanders for targeting civilians.

Read moreEU sanctions Russian officials over abduction of thousands of Ukrainian children

But the ICC does not have the jurisdiction to prosecute Russia for the more fundamental decision to launch the invasion.

Twelve Council of Europe member states have not yet joined the tribunal agreement, including EU members Hungary, Slovakia, Bulgaria and Malta.

Others yet to sign on include four Balkan countries – Serbia, Bosnia and Herzegovina, North Macedonia and Albania – as well as Armenia, Azerbaijan, Georgia and Turkey.

Russian Ambassador: It might already be "too late" to avert a Russian missile strike into Europe. @Dpol_un

This morning on our Deep Dive show, I interviewed Russia's ambassador to the OSCE in Vienna and asked him point-blank whether Russia would strike *European* targets and expand the war. I expected a diplomatically diffused answer from which I would have to read between the lines. Instead, I he was about as direct as any diplomat I've ever heard:

It might already be "too late" to avert a Russian direct strike against European targets.

Ukrainian long range drone and missile strikes have been increasingly accurate and effective on hitting energy, civilian, and military targets deep inside Russia, with the latest at Ryazan overnight. Mr. Polyansky argues that these strikes are only possible with Western military expertise, technology, and intelligence.

Additionally, Russia has been warning for weeks now that Ukrainian drone attacks had been using Baltic airspace to hit targets in Russia's northern regions, in Mr. Polyansky's view, directly involving European states in the fight directly against Russia.

This reportedly crossed redlines in Moscow that other Russian voices claim has led them to decide to take action against military factories in the West, even risking an Article 5 trigger. Influential Russian analysts, such as Sergey Karaganov and Alexander Sladkov have been outspoken in recent days that conventional missile strikes against Europe should be closely followed by even nuclear strikes if the missiles don't "deter Europe."

Its one thing if its a former official or media personality in Russia, but when a sitting diplomat uses nearly the same language to convey that Moscow is considering a major escalation, we should pay a lot of attention.

The West was rightfully concerned about escalation in the war's opening rounds in 2022, but after incrimental escalation into the conflict by introducing one new weapon system after another did not spawn a Russian response beyond the Ukraine border, it appears Western leaders finally concluded Russia never will respond, and there aren't any genuine red lines.

God help us if such confidence proves to be unfounded.

Moscow and Moscow region suffered perhaps the largest combined attack overnight. Over 500 drones were launched across Russia, with over 100 targeting the capital region.

Major targets hit included Moscow oil refinery, Elma technology park in Zelenograd specializing in microelectronics, and Solnechnogorskaya fuel station near Zelenograd. Possible hit at Sheremetyevo airport with all four main airports implementing "Carpet" plan, halting flights.

Residential areas in Khimki, Mytishchi, Krasnogorsk and other locations suffered damage from drone hits or air defense debris, with at least 3 civilians killed and many wounded.

Our Foreign Intelligence Service of Ukraine has obtained new Russian documents assessing the aggressor state’s losses from the war. Importantly, this is specifically a Russian internal assessment – one they are trying to conceal both from the world and from their own domestic audience.

The first major indicator is a reduction in active oil wells. Just a single Russian oil company – and not even the largest one – has already been forced to shut down around 400 wells. Given the specifics of Russian oil production, these are significant losses, as restarting wells in Russia is far more difficult than in other oil-producing countries.

The second indicator is a reduction in oil refining of at least 10% in just a few months this year alone. We see that our Ukrainian long-range sanctions are truly effective, and we will continue to scale up this line of our active actions. The data on the banking crisis in Russia is also quite convincing: 11 financial institutions are preparing for full liquidation due to problems that cannot be resolved by other means, while another eight banks have accumulated critical issues that cannot be addressed without external resources. This year’s federal budget deficit figures also look encouraging for us, standing at almost $80 billion by the fifth month of this year, alongside the bankruptcy of a significant number of Russian regional budgets.

I have also instructed the Head of the Foreign Intelligence Service of Ukraine, Oleh Luhovskyi, to share, in a format that does not compromise our sources, the obtained information on Russia’s attempts to involve global companies in resolving its financial hardship and in sanction-evasion schemes. In particular, we have recorded attempts to organize the export of grain from the temporarily occupied territory of Crimea – and, regrettably, other forms of economic exploitation of the peninsula involving entities from the United States. We will inform our partners. We are also recording attempts to bring investment and technology from democratic countries into Russia’s Arctic oil and gas projects. We know how to counter this. Thank you to everyone who helps us. Thank you to all our Ukrainian intelligence officers.

Kremlin Blasts 'Borderline Crazy' Threat From Baltic NATO State

by Tyler Durden
Thursday, May 21, 2026 - 06:20 AM
Russia has express outrage and condemnation of what it has on Wednesday denounced as a "borderline crazy threat" from NATO member Lithuania.
Lithuanian Foreign Minister Kestutis Budrys in an interview this week with Neue Zurcher Zeitung provocatively stated that NATO is capable of destroying all Russian bases located in Kaliningrad if necessary.
via MSC
"We have to show the Russians that we're capable of penetrating the small fortress they've built in Kaliningrad," he said of the Russian exclave. "NATO has the capability, if necessary, to raze Russian air defenses and missile bases there to the ground."

Russia's RT has published the Kremlin response as follows:
Recent threats directed at Russia’s Kaliningrad Region by Lithuanian Foreign Minister Kestutis Budrys are “borderline crazy” and reflect a “maniacal” hostility toward Russia among Lithuania’s leadership, Kremlin spokesman Dmitry Peskov has said.
This anti-Russian sentiment makes them blind, prevents them from thinking about the future and from acting in the interests of their nations,” Peskov said, referring to political elites in all three Baltic states.
Later in the day, Russian Foreign Minister Sergey Lavrov echoed Peskov’s remarks, arguing that Western officials resort to such hostile rhetoric to assert their relevance. “But unlike the philosopher [Rene Descartes] who said ‘I think, therefore I am’ these people simply are,” the diplomat joked.
As for his other hawkish comments in the interview, the Lithuanian top diplomat strongly suggested the Ukraine war could spread deep into Europe, saying that should the frontline in Ukraine collapse, the consequences would be felt not only across NATO's eastern flank but throughout the entire European Union.

"The idea that a conflict with Moscow would only affect Russia's immediate neighbors is a dangerous misconception. It's part of Russian propaganda," Budrys said.

"If the frontline collapses, everything collapses - the EU, the economy, social order," he added. "There isn’t a single safe haven in Western Europe that would escape the consequences of war. We must finally quantify the cost of a lack of deterrence honestly."
Source: EuroNews
As a reminder, Kaliningrad is surrounded by Poland to the south and Lithuania to the north and east, which makes Moscow naturally alarmed whenever Polish or Lithuanian officials spew forth threats related to the exclave, which is Russian sovereign territory. However, Europe has also been fearful over the significant military assets and radar capability that Russia has stationed there.

US Signals NATO Pullback — Rutte Says It’s “Normal Business”

View: https://www.youtube.com/watch?v=4SUFl1aJJy0

Run Time 14 min
Marc Rutte has downplayed the fact that the US is reducing it’s commitments to NATO and he argued that this is expected given the fact that the US is now looking to pivot toward Asia. Yesterday, the news came out that the US plans to reduce it’s commitments to NATO including in wartime. German Chancellor Friedrich Merz struggles at home, as Germans are increasingly dissatisfied with the economy and the media is reporting that the Kremlin will seek to capitalise on this. Ursula von Der Leyen has stated that Russia and Belarus bear direct responsibility for the drone incidents which have been seen in Europe in recent weeks and months. In Latvia two Ukrainian drones have hit an empty oil storage site and an F-16 has shot down another Ukrainian drone in Estonia in recent weeks. Ukraine is asking the UN to find a way to strip Russia of it’s permanent member status in light of recent attacks.

Vladimir Putin: The situation on the front for the Ukrainian Armed Forces is gradually turning from difficult and critical to catastrophic.

▪️The strike on the college in Starobilsk was not random; 16 drones attacked the same location in three waves.
▪️The drone hits could not have been the result of air defense or electronic warfare.
▪️The death toll has risen to 6, with 15 missing.
▪️The strike on Starobilsk is a manifestation of neo-Nazism. This confirms the terrorist nature of the Kiev regime.
▪️Putin called on the Ukrainian military not to carry out the criminal orders of the illegitimate, corrupt junta.
▪️Mere statements are impossible in such a situation. The President ordered the Ministry of Defense to submit its proposals for a response to the Ukrainian Armed Forces' strike on Starobilsk.

JUST IN: Russia has successfully launched a Yars intercontinental ballistic missile capable of reaching virtually any point in Europe

Its range exceeds 10,000 kilometers.

Russia is holding joint nuclear drills with Belarus and, for the first time during such exercises, has transferred nuclear munitions to military units in both countries.

Normally, such procedures are rehearsed using mock warheads rather than actual nuclear weapons.

Zelenskyy Bombs College Dormitory in Starobilsk, Luhansk with 16 Drones – Numerous Dead, Search and Recovery Efforts Continue for Missing Age 14 to 18

May 22, 2026 | Sundance | 104 Comments

When Russian Federation President Vladimir Putin uses the term “Nazi” he does so with a perspective that is not the same as western considerations. Ukraine is well known for their ideological blood lust, the events within this story are related to that definition.

Ukraine President Volodymyr Zelenskyy ordered the targeting of a college dormitory in Starobilsk, Luhansk, an occupied territory under the control of Russian forces.

This was not a military target. Yana Lantratova, Russia’s human rights commissioner, said that 86 teenagers aged 14 to 18 had been asleep inside the hostel belonging to Luhansk Pedagogical University’s Starobilsk college when Ukrainian drones had attacked it during the night.

Leonid Pasechnik, the top Russian-installed official in Luhansk, said two people had been pulled from the rubble. Maria Lvova-Belova, presidential commissioner for children’s rights, said up to ‌18 children could still be trapped.

Ukraine’s military denied the Russian accusations and said it had struck an elite drone command unit in the area. It said that Kyiv complied with international humanitarian law.

Putin said in his own statement, which was carried by state TV, that there were no military targets near the dorm.

“There are no military facilities, intelligence service facilities, or related services in the vicinity. Therefore, there is absolutely no basis for claiming that the munitions struck the building as a result of our air defense or electronic warfare systems. The strike was not accidental; it came in three waves, with 16 drones targeting the same location,” Putin told officials. (more)

Again, it does not go unnoticed that Zelenskyy feels the strongest empowerment when U.S. officials are meeting with NATO partners to discuss the conflict. As Secretary of State Marco Rubio meets with NATO allies in Sweden, Zelenskyy takes the opportunity of association to carry out a strike that carries severe retaliatory consequence.

The people who control Zelenskyy use him as a tool to bait Putin, and they do it every time the U.S. has a delegation discussing the regional issues. There is a direct pattern here that repeats itself. Western media pretend not to notice.

Speak to anyone in Eastern Europe about their opinion of Ukrainians’ and/or Volodymyr Zelenskyy and you will get the same response. It is a response disconnected from the opinion of European leaders. Eastern Europeans well understand the nature of the Ukraine mindset.

Putin Vows Heavy Revenge After Deadly Ukrainian Strikes On Luhansk School Dormitory

by Tyler Durden
Friday, May 22, 2026 - 09:20 PM
Russian President Vladimir Putin has accused Ukraine of intentionally targeting civilians after a "terrorist" overnight drone attack on a school that left six dead and scores of young people wounded.

At least 39 were injured and counting, amid ongoing rescue efforts after a school complex was torn apart on the multi-drone strike attack. It happened at a school dormitory in the Russian-controlled Luhansk region. Over a dozen victims are still missing, including children, reports say.
via Reuters
Putin blasted the mass casualty incident as a "terrorist attack by the neo-Nazi regime" while vowing swift revenge.

"The Russian Foreign Ministry has been instructed to inform international organizations and the international community about this crime," Putin said. "In such cases, statements from the Foreign Ministry alone would not suffice. Therefore, the Russian Defense Ministry has been ordered to submit its proposals."

Large-scale destruction was observed at the academic building and dormitory of the Starobelsk Professional College, which teaches students aged 14 to 18. Over 80 students were at the complex at the time of the attack.

Additionally, Kremlin spokesman Dmitry Peskov said those responsible needed to be brought to justice, calling it "a monstrous crime" - given the "attack on an educational institution where children and young people are present."

"The most important thing now is to take measures to clear the rubble and provide assistance to those who are still trapped beneath it," Peskov added.

Britain's Sky News has noted that the Ukrainian government has yet to acknowledge the attack:

Severely damaged buildings could also be seen, one of which appeared to have partially collapsed, as well as fires still burning.
Ukraine has yet to comment. Its forces are fighting to try to recapture Luhansk, one of four regions Russia unilaterally claimed as its own in 2022, in what Kyiv considers an illegal land grab.
Russia's human rights commissioner, Yana Lantratova, said 86 teenagers between the ages of 14 and 18 had been asleep inside the hostel belonging to Luhansk Pedagogical University's Starobilsk school when Ukrainian drones attacked during the night.

Earlier this month, Russia and Ukraine observed a 3-day US-backed ceasefire for Russia's V-Day; however, after that Russia unleashed several consecutive days of heavy aerial attacks on Ukrainian cities, especially the capital.

Last week, Ukraine 'answered' with a large-scale, long range drone attack on the Moscow area. Currently, these tit-for-tack strikes are ramping up, with increasingly deadly consequences for innocent bystanders on both sides.

Belarus has become Russia’s nuclear staging ground.

Belarus has not been annexed. But functionally, it has already become part of Russia. Lukashenko has long existed only with the Kremlin’s permission.

When Russia invaded Ukraine in February 2022, Lukashenko officially appeared to be a bystander - yet missiles and columns of tanks moved through Belarusian territory. Russia used it as its own operational zone.

In March 2023, Putin announced the deployment of tactical nuclear weapons. In December 2024, Russia and Belarus signed the Treaty on Security Guarantees that legalized permanent Russian bases and legally included Belarus in Russia’s nuclear strategy. Since mid-2025, around 2,000 Russian troops have been permanently stationed in Belarus, including air defense and aerospace units.

In December 2025, the Oreshnik ballistic missile entered combat duty near Krychaw. In May 2026, large-scale joint nuclear exercises were held: 64,000 troops, 200 missile launchers, 73 surface ships, and 13 submarines.

The nuclear sharing agreement marks a departure from Russia’s long-standing position, as Moscow spent decades criticizing NATO’s nuclear-sharing arrangements. Now it is reproducing the same model it once condemned.

The 2024 nuclear doctrine explicitly equated a conventional attack on Belarus with an attack on Russia - automatically creating conditions for a nuclear response.

Control over the warheads officially remains with Moscow. But Putin stated that Lukashenko himself would select targets for Oreshnik deployed in Belarus. In other words, the Belarusian president would bear public responsibility for missiles launched by Putin.

Now to the arsenal and the numbers.

As of March 2026, Russia possesses around 4,400 nuclear warheads in total, of which up to 2,000 are assigned to non-strategic tactical forces.

Belarus hosts Iskander-M - the 465th missile brigade in Asipovichy. Range: up to 500 km. Accuracy: 5-7 meters. Nuclear warhead: 10-50 kilotons. Vilnius is just 340 km away. Flight time: 3-4 minutes. NATO would have virtually no warning time.

Oreshnik belongs to another category. Speed exceeds 14,000 km/h. Up to six independent MIRV blocks, each capable of deploying up to six sub-warheads. Range exceeds 5,500 km. Interception by modern air defense systems is almost impossible.

From Belarusian positions, Oreshnik can reach an airbase in Poland in 11 minutes and NATO headquarters in Brussels in 17 minutes. Berlin, Ramstein, and Warsaw all fall within range.

According to Ukraine’s Defense Intelligence, only three missiles had been produced at the time of deployment. One was used against Dnipro in November 2024. One was destroyed in Kapustin Yar during a joint operation involving Ukraine’s Security Service, Defense Intelligence, and Foreign Intelligence Service. The Kremlin plans to produce up to six missiles per year.

There is also Lida airbase - just 40 km from the Lithuanian border. Modified Su-25 aircraft are capable of carrying nuclear bombs.

The most dangerous problem is neither range nor speed. It is the impossibility of identification. Until the moment of impact, it is impossible to determine whether Oreshnik carries a nuclear or conventional warhead.

Every launch is an automatic nuclear alarm regardless of the actual payload. This ambiguity is a strategic weapon no less important than the warhead itself.

Now to the likely scenarios.

◾️ The most likely scenario is not total nuclear war. It is a "demonstration strike": a single low-yield tactical strike against a peripheral military base - for example, an airfield in Poland or the Baltics. The goal is not destruction but testing Article 5. The Kremlin’s logic: "You will not launch a nuclear response over a single tactical strike."

◾️ The second scenario is an Oreshnik strike against a NATO logistics hub: Rzeszów, Ramstein, Warsaw. Most likely with conventional warheads. But this cannot be confirmed before impact. Even a conventional strike under the carrier’s nuclear ambiguity could freeze weapons transit to Ukraine.
Shock and fear of escalation alone would be a sufficient outcome for the Kremlin.

◾️ The third scenario is a strike on a nuclear power plant with a conventional warhead. A radiological effect without the formal use of weapons of mass destruction. Maximum psychological pressure on Europe.

◾️ The fourth: a new ground offensive against Ukraine launched from Belarusian territory under nuclear blackmail.

NATO freezes, Ukraine becomes isolated, and the frontline shrinks by 400 kilometers.

Finally, let’s turn to the West’s response - or the absence of one.

No symmetrical nuclear response followed. NATO did not deploy nuclear weapons in the Baltics or Poland. The response remained conventional: additional brigades and expanded air defense.

New START expired in February 2026. No new treaty exists. Verification of nuclear arsenals is effectively absent. The United States abandoned the "voluntary compliance with limits" proposed by Russia. Patriot and THAAD were not designed to intercept targets at Mach 10 with maneuvering flight trajectories.

Kyiv directly called Belarus’s transformation into a "nuclear outpost" near NATO borders an unprecedented challenge to the global security architecture and a dangerous precedent that de facto legitimizes nuclear proliferation among authoritarian regimes.

Our intelligence services reported receiving data, including from American and European partners, about Russia preparing a strike with the Oreshnik missile. We are verifying this information.

We are seeing signs of preparation for a combined strike on Ukrainian territory, including Kyiv, involving various types of weaponry. The specified intermediate-range weapons could be used in such a strike. It is important to act responsibly on air-raid alerts, starting this evening. Russian madness truly knows no bounds, so please protect your lives – use shelters.

Second, we are drawing the attention of our partners in the United States and in Europe to the fact that the use of such weapons and the prolongation of this war also sets a global precedent for other potential aggressors. If Russia is allowed to destroy lives on such a scale, then no agreement will restrain other similar hatred-based regimes from aggression and strikes. We count on a response from the world – and on a response that is not post factum, but preventive. Pressure must be put on Moscow so that it does not expand the war.

Third, we are preparing our air defense as much as possible, and we will respond fully justly to every Russian strike. We have given permission for a parade, but Russia has no permission for madness. This war must be ended – we need peace, not some missiles satisfying the sick ambitions of one individual. I thank everyone helping to protect lives. Once again, please take care of yourselves and use shelters tonight.

There have been reports that Ukrainian operators / teams are incentivized (paid) on how many targets they hit - military pays best - but any hit counts. If there are no easy military targets going after civilian ones are allowed - this could well be an example of that.
