Ahead of a march calling for reductions in the Austin police budget Saturday evening, downtown mid- and high-rise properties are warning residents to be on guard.

The rally to “amplify Black Austin voices and demand defunding of the Austin Police Department” is set to begin at 7:30 p.m. at the University of Texas and continue until 10:30 p.m., according to a Facebook post.

From UT, participants are expected to march to the Central Austin neighborhood of Council Member Kathie Tovo “with drums, chalk and speakers to let the city know our demands must be met,” the event notice said.

Organizers said they are particularly upset that Tovo has not called for deeper budget reductions for the department.

Austin police and Texas Department of Public Safety officials have said they bolstered the number of officers on the ground for the event.

A number of mid-rise residences in the downtown area warned tenants to call 911 if they see suspicious people or activity on upper floors or the roofs of buildings. In their warnings, managers cited unnamed police officials and mentioned the Tyndall at Robertson Hill, AMLI Eastside, Eleven and La Vista de Guadalupe.

The Police Department did not immediately respond to a request for comment Saturday afternoon.

Officials said earlier Saturday that they have no facts to support an online rumor that protesters were being bused in from Portland for the Austin rally.

Saturday’s protest is the resumption of a July 25 event that was interrupted by the fatal shooting of Garrett Foster by 33-year-old Army Sgt. Daniel Perry of Fort Worth.

Perry’s attorney has said his client was in the city driving for Uber on July 25 to earn extra money and had dropped off a fare near Congress Avenue the night of the protest. He drove toward a “hot spot” to wait for another fare or food order.

Once on Congress, he encountered the protest, and several people began hitting his vehicle. The statement from his attorney says Perry did not know a protest was happening that night.

Perry at first thought Foster was a law enforcement official when he approached the vehicle and motioned with an assault-style rifle for Perry to lower his window, the statement says. Perry realized after rolling down his window that Foster was not a member of law enforcement.

The statement says Foster began to raise his rifle at Perry. Witnesses have told the American-Statesman that Foster had his weapon pointed down.

Perry shot Foster in self defense with a handgun he kept in his vehicle for protection, the statement says. A third person then shot at Perry, who drove away and called police, the statement says.

Both shooters were detained and released by police without being charged in the incident.

Public Safety Department told CBS Austin they have “received multiple reports of individuals planning to disrupt peaceful protests scheduled for this weekend in Austin.”

“DPS supports the right of individuals to lawfully protest, and public safety is our top priority. Therefore, DPS will be increasing our presence this weekend, along with our local law enforcement partners, to ensure public safety needs are met and to combat any potential criminal activity,” DPS said in the statement. “While we do not discuss operational specifics, DPS will continue to work with local law enforcement, including the Austin Police Department, as well as the National Guard, to ensure the safety of our citizens and property, and to protect those individuals who are exercising their constitutional right to assembly and free speech.”

The American-Statesman will be covering the Saturday protest live. Check back here frequently for updates.

I don't do Face Spy, so that will tell you how important I think this is. Got this one from a neighbor the other day and feel like I need to pass it on.

They say there will be Oregon protestors coming in to set up a CHOP zone in Austin. WOrth looking at their site for intel at least. This group has decided not to go to Austin at this time. Perhaps a few of us can help change their mind? "Taking it back later" is not an option, IMHO.

That live stream in post 12 is perfect. I support the right of “peaceful assembly” 100%.

What’s going to happen later though? And if rioting happens, it’ll be a different group than we’re currently seeing in the livestream.

AUSTIN, Texas — Extra law enforcement was brought into Austin this weekend as protests on Saturday night followed the death of Garrett Foster, shot dead at a Black Lives Matter rally on July 25.

The Texas Department of Public Safety said it received reports of people planning to disrupt peaceful protests. While it supports people's right to lawfully protests, to prevent any violence, DPS troopers are teaming up with the Austin Police Department to increase their presence this weekend.

The law enforcement agencies are also working with the National Guard, though it's unknown at this time if the guard will be present at the protests.

On Saturday night, several armed protesters were spotted outside a memorial to Foster in Downtown Austin. They told KVUE they showed up to protect people and hope to see a peaceful protest.

These armed people are set up across the street from the Garrett Foster memorial. Their leader tells me they’re here to protect everyone and he would love to see a peaceful protest walk down the street. They’re here to make sure nobody disrupts peaceful protesting. @KVUE pic.twitter.com/sTsXsN3tN4

Pepper spray was used to detain a group of protesters who were blocking the sidewalk with their sign. Those protesters told KVUE the response by police was not justified and said pedestrians were able to walk around the signs if needed.

At one point, police blocked Congress Avenue.

Meanwhile, a "March to Amplify Black Voices and Defund the Police" also went ahead on Saturday night, starting on the University of Texas campus.

Protesters marched through central Austin on Saturday, chanting, "APD has got to go," calling on the Austin City Council to slash funding for the Austin Police Department in its upcoming budget.

The group took their message to Austin Councilmember Kathie Tovo's house after leaving the UT campus area. They don't believe Tovo has asked for enough cuts to the Austin Police Department's budget.

Protesters also called for the arrest of Daniel Perry, whose attorney on Friday identified him as the person who shot and killed Foster. Perry claims he was acting in self-defense and no charges have been filed in relation to the shooting.

On Friday, DPS announced that six more people had been arrested in relation to crimes committed during protests at the Texas State Capitol on May 30 and 31. The arrests range from felony criminal mischief to riot and follow several other arrests earlier this month related to incidents at the protests.

As Dennis points out, peaceful assembly and demonstration/protest should be supported and allowed. IMO, its protected behavior under the First Amendment. Note the peaceful part...

You lose all protection when you block roads, destroy property, assault people, etc... In fact, I believe that had these initial outbreaks been put down hard, with clear support for peaceful demonstrations, we would not be where we are today.
