National Guard requested by Sacramento sheriff after protest violence

SACRAMENTO, Calif. (AP) — The sheriff of Sacramento County said Friday that he has asked for the deployment of National Guard troops in the state capital after some people protesting the shooting of Jacob Blake in Wisconsin smashed windows and vandalized government buildings.

Sheriff Scott Jones referred to the scattered violence in downtown Sacramento late Thursday night as an “attempted insurrection” during a news conference held outside the Sacramento County Main Jail. All available personnel would respond to planned Friday protests, he said.

“We will end this ... We have plenty of room in this building behind me,” he said.
Sacramento Mayor Darrell Steinberg said he doesn’t want the National Guard.

”I’m confident that we can handle our own business here,” Steinberg said. “Just as with all these strategies, you have to ask the only question that matters: will it reduce the chance for great damage or injury? The National Guard can also be a provocation.”

Gov. Gavin Newsom, who must authorize the use of National Guard troops, hasn’t any plans to do so at the moment, Brian Ferguson, a spokesman for the governor’s office, told the Sacramento Bee.

Newsom declined to comment on the Sacramento situation Friday at a news conference. But he said he condemned people who express their point of view “in a way that puts other people’s lives at risk or destroys other people’s livelihoods or property.”

Some demonstrators, wearing helmets and black clothing, smashed windows of businesses, sprayed graffiti on City Hall and tried to start a fire in the district attorney’s office.

After the downtown vandalism, the crowd of around 200 marched to the state Capitol, where they were met by a huge force of California Highway Patrol officers, chanted anti-police slogans for a half hour and left, the Bee said.

No arrests were immediately made. But detectives were still investigating.

The march happened after separate peaceful protests had ended. The second rally was promoted on Facebook by a group called Antifa Sacramento, the Bee reported.

The Sacramento district attorney’s office termed the group “a domestic terrorist and anarchist organization” that has staged attacks in other cities, including Portland, Oregon, and said those identified as having taken part in the violence will be prosecuted.

In Los Angeles Thursday night, protesters showed up at Police Chief Michel Moore’s home in a gated community and plastered the house with anti-police posters, KABC-TV reported.

The protests were expected to be followed Friday with rallies in the San Francisco Bay Area and again in Los Angeles, where a car caravan was planned.

Blake is the 29-year-old Black man who was shot in the back seven times on Sunday by police in Kenosha, Wisconsin, as he pulled away from an officer and leaned into his SUV, in which three of his children were seated. A family attorney on Tuesday said Blake was paralyzed, and it would “take a miracle” for him to walk again.



Protesters in Oakland Wednesday night demonstrating against Blake’s shooting set fires, broke windows and vandalized businesses.

The city of Oakland said that a rally planned for Friday night was being promoted by the same group that “'came to Oakland on Wednesday night, which resulted in broken windows at 21 businesses,” including an affordable housing complex and a restaurant “that has been serving meals to vulnerable seniors during the COVID-19 pandemic."

The statement by City Administrator Ed Reiskin said the city supports peaceful demonstrations. But he also said police staffing had been increased, and he appeared to be warning peaceful demonstrators to leave by nightfall.

“We remind Oaklanders that when they march after dark, they may be providing cover for these groups, who seem more intent on vandalism and stoking civil unrest than advancing social justice," the statement said.

No mutual aid by Bay Area law enforcement agencies during Oakland protest

OAKLAND, Calif. (KRON) – Oakland police officers were on their own during Wednesday night’s protest.

A federal order played a key role in why law neighboring police agencies did not back up OPD on this one.

There was no mutual aid by Bay Area law enforcement agencies in Oakland when the vandalism started during the Jacob Blake shooting protest.

“And that’s the second time in a number of weeks that we have not responded to those vandalism related anarchist protests,” Alameda County Sheriff’s Sgt. Ray Kelly said.
Oakland police released a statement that reads in part:

“The intentions of the protesters were not peaceful but deliberate; through their words and actions they demonstrated their focused and targeted intentions to destroy and damage our already vulnerable business community.”

It is typically a situation that calls for the Alameda County Sheriff’s Office to coordinate a mutual aid response but Deputy Sgt. Ray Kelly explains why a federal court injunction is now getting in the way.

“As a result of responding to mutual aid in Oakland, we fall under the guideline of that federal court order and we are not able to use the tools that we are trained to use and it greatly restricts us in our ability to do crowd management and to stop vandalism,” Kelly said.

According to this preliminary injunction, OPD officers are prohibited from using stinger grenades, wooden bullets, rubber or rubber coated bullets, pepper balls or similar munitions.

“Good! I am glad that they are not coming to Oakland,” Cat Brooks said.

However, Cat Brooks of the Anti Police-Terror Project says the court order does not prohibit mutual aid.

“I want to be very clear that the injunction that is based on an ATPT lawsuit does not say that they are not allowed to come. It says they’re not allowed to come and bring their toys and use Oakland as a playground for violence,” Brooks said.

But Sgt. Kelly says removing less lethal tactical options is a safety issue for police and protestors.

“When they have to put officers in harm’s way. I don’t think we’re going to put anyone in harm’s way over property. That includes protests too, but we’ve assured Oakland. That should there be any need to protect life within that city we will absolutely respond,” Kelly said.

It could be a speech by someone, a rally, etc., and it could be for any party or candidate. I wonder if there is a connection to the upswing in protests now that school is back in session????

A local university had a march tonight. I haven't heard how that went but your reply reminded me of it. The march was over removing a confederate statue of Robert E. Lee.

OAKLAND

Hundreds of protesters are marching through the downtown streets of two of the Bay Area's three largest cities Friday evening.

Social justice demonstrations are taking place in downtown Oakland. A march started just after 7 p.m. Friday in the area of 14th Street and Broadway.

Oakland police say protesters blocked streets near Telegraph Avenue and MacArthur Boulevard, and are blocking most of the southbound lanes of Telegraph Avenue.



Police ask motorists to avoid the area.

In downtown San Jose, protesters are demonstrating near San Pedro Square.

Organizers say the marches are being held to draw attention to the police shootings of Breonna Taylor and Jacob Blake.



Police in San Jose and Oakland are asking motorists to avoid the downtown areas in each city due to traffic congestion.

OAKLAND (CBS SF) — Hundreds of peaceful protesters marched through the downtown streets of two of the Bay Area’s three largest cities Friday evening.

Oakland police said late Friday night that social justice protesters were blocking streets near Telegraph Avenue and MacArthur Boulevard. The protesters were blocking most of the southbound lanes of Telegraph Avenue.

One person was arrested for allegedly pointing a laser at officers, police said.

Police ask motorists to avoid the area.

In downtown San Jose, protesters demonstrated near San Pedro Square.

UPDATE: During an interview with Fox and Friends Friday morning, Senator Rand Paul described the "horrific scene," said they would have been killed or very seriously injured without the police and called for the coordinated, organized mob violence to stop.

"It was horrific....right as we got to the policeman, fortunately or I don't we would have survived, we got to the policeman and I don't think the policeman recognized me and as I came closer the crowd was shouting my name and it doubled to 60 and it double again to 120," Paul described. "I can't tell you how I'm not sure we would have made it. They were attempting to push the police over to get to me...you've seen the pictures of what they do to you. If the police are not there, if you defund the police, if we become Portland, if America becomes Portland, what's going to happen is people are going to be pummeled and kicked in the head and left senseless on the curb. That would have happened to us I promise you, had we not had the D.C. police to support us...Thank God for the police. Had we not gotten to the police I truly believe that the police saved our lives and we would not be here today or we would be in a hospital today if the police had not been there."
