Today President Trump announced he will sign an EO to overhaul FEMA-this was a longtime coming. Here’s a link to the Reuters News article, my thoughts follow.
The Department of Civil Defense was abolished on July 20, 1979, pursuant to President Jimmy Carter’s Executive Order 12148, and Its duties were given to FEMA.
In 2024, FEMA administered over $3 billion across the suite of homeland security grants. The Homeland Security Grant Program (HSGP) provides funding to: State Homeland Security Grant Program (SHSP), Urban Area Security Initiative (UASI), and Operation Stonegarden (OPSG).
Under Congressional oversight FEMA funds for the Nonprofit Security Grant Program (NSGP) that invest in target hardening against terrorist actions and domestic violence extremism, was diverted to the CBP ONE border crossing APP for entry into America. This used by cartels for human smuggling.
@realdonaldtrump and the American people are outraged by this atrocity that led to: gangs, missing children, rapes and murders in our nation. Yet Congress authorized the “re-appropriation” of this money, which is why there wasn’t any when a catastrophe struck. It goes further, a quick shuffling of the other department finances allowed FEMA to slowly and ineffectually respond in North Carolina.
Citizens who were isolated by Hurricane Helene were told to come into town to file with FEMA and receive $700; yet they had no access. IF FEMA was prepared they would have had “large car size” delivery drones that could drop off star link comms, food, medicine, and solar panel generators.
IMHO the derogation of FEMA (besides other government agencies) is inexcusable & unacceptable seeing that FEMA purposely skipped houses that had Trump election signs. We’re all Americans and Constitutionally assured equality in services.
Rather than tear the system down; it needs to split. President Carter made a mistake putting too many responsibilities under one umbrella. Also FEMA should be its own entity for responding PROPERLY to disasters, working with civilian organizations like HAM Radio, ARC, hospitals, NG, etc. FEMA shouldn’t be under the DHS purview.
The old 1970’s Civilian Defense Agency should be reinstated for DRONE observance, tracking, and inception of rouge flights. This would bring Civil Defense current, and FEMA could purchase delivery drones. The FAA should work together with @BrendanCarrFCC and reassign the AWS-3 spectrum Chinese forfeiture to Remote ID transmitters for drones on a national security bases in Auction 97. The current 2.4 & 5 GHz spectrum is ineffective for long range, low power, drone identification. The same protocol should be used, but encrypted.
