Mexican President Enrique Pena Nieto on Monday called for greater integration with Canada and the United States in the wake of Britain's vote to split with the European Union.

Nieto, who spoke during a stopover in Quebec City, is scheduled to attend a North American leaders summit in Ottawa on Wednesday with his US and Canadian counterparts.

The three countries are economic partners in the North American Free Trade Agreement (NAFTA), and work closely on security matters.

At Wednesday's summit, the leaders are expected to announce joint energy and environmental strategies, including matching renewable energy targets.

"The purpose of this visit is to renew our bilateral relationship, to give it new life, to find ways to advance the prosperity and competitiveness of North America," Pena Nieto said.

"I think what is happening elsewhere in the world invites us to strengthen our strategic alliance and especially to be much more inclusive," he said in response to questions about the so-called Brexit decision.

Britain's shocking vote to quit the European Union has abruptly shoved itself onto the summit agenda.

Canadian Prime Minister Justin Trudeau and US President Barack Obama had both called on Britain to stay in the EU.

The Brexit decision has roiled financial markets and triggered deep uncertainty over how the divorce will play out, in Europe and elsewhere.

Pena Nieto is scheduled to dine with Trudeau in Toronto in the evening before the pair head to Ottawa to meet with Obama on Wednesday.

On the first day of his state visit, Pena Nieto also signaled Mexico's intention to join a fledgling continental carbon market with Quebec, Ontario and the US state of California.

He is also expected to announce matching cuts to US methane emissions, which Canada agreed to in March.

OTTAWA: Canada, Mexico and the United States will look to dovetail their climate and other policies into a continental strategy when Prime Minister Justin Trudeau hosts Barack Obama and Enrique Pena Nieto on Wednesday.

But Britain’s shocking vote to quit the European Union has also abruptly shoved itself onto the agenda of the summit, which the countries tend to hold once a year. Trudeau and Obama had both called on Britain to stay in the EU.

The so-called Brexit decision has shocked the world, roiled financial markets and triggered deep uncertainty over how the divorce will play out, in Europe and elsewhere.

The three countries are economic partners in the North American Free Trade Agreement (NAFTA), and work closely on security matters.

But until recently, both Mexico and Canada have focused on their respective relationship with the United States while largely neglecting each other.

Canada-US ties, meanwhile, soured under the previous Canadian administration over divergent climate goals.

On Wednesday, Trudeau said it was “essential to restore relations with our largest trading partner (the United States) and to fold in Mexico as part of the opportunities for growth and… on climate change.”

“We need to make sure that we are engaging in a constructive and productive way with our NAFTA partners,” he told a press conference.

Obama and Trudeau have kindled a “bromance” since their first encounter as their country’s leaders at an Asia Pacific Economic Cooperation summit in Manila in November, a month after the Canadian won a general election.

It blossomed during a White House dinner in March, when Trudeau agreed to match an existing US target of reducing methane emissions by 40-45 percent below 2012 levels by 2025 from the oil and gas sector.

Trudeau said he would like to see Mexico also match these cuts.

“Climate change and clean growth initiatives are going to be at the heart of many of the discussions will be having… with our continental partners,” Trudeau said.

“These and other issues will be things that we are looking to align ourselves, the three partners in NAFTA, as closely as possible,” he said.

Six organizations in the three countries said in a report last week the summit provides a rare opportunity to cooperate on climate.

“More than ever before, the United States, Mexico, and Canada are politically aligned on the topic of climate change,” said the group, led by the Washington-based Center for American Progress.

“This alignment creates a unique opportunity for the three countries to launch a coordinated climate strategy to propel the shift to clean energy across the continent.”

This will be Obama’s last North American leaders summit before his presidency ends in January.

The last “Three Amigos” summit was hosted by Pena Nieto in 2014 in Toluca, Mexico.

Obama is scheduled to address a joint session of parliament while in the Canadian capital for the June 29 summit.

“I look forward to the opportunity to speak directly to the Canadian people about the extraordinary future that we can build together,” Obama said when the visit was announced in May.

Officials said to also expect investment announcements and a discussion on drug policies, after Trudeau promised to legalize marijuana and the US Drug Enforcement Administration warned of increased overdose deaths linked to Mexican heroin.

Canada apologises for century-old snub of Indian migrants

Canada is also expected to move to rescind travel restrictions imposed on Mexican travelers nearly a decade ago following a spike in bogus refugee claims.

Mexican Foreign Minister Claudia Ruiz Massieu noted that Trudeau promised in the 2015 election and since forming a government to eliminate the visa requirement.

Trudeau said he looked forward to “fixing some of the challenges that have been going on for too long, like the visa issue.”

According to Canadian government figures, Mexican asylum bids have fallen from a peak in 2008 when Mexicans accounted for one in four refugee claims made in Canada, to below one percent.

WASHINGTON/OTTAWA, June 27 (Reuters) - President Barack Obama will meet with the leaders of Canada and Mexico on Wednesday for his final "Three Amigos" summit, a meeting that may signal how keen the North American partners are to tout trade at a time of rising protectionist sentiment.

The Ottawa summit comes on the heels of Britain voting to leave the European Union after more than 40 years. It also falls ahead of a U.S. presidential election on Nov. 8 where presumptive Republican nominee Donald Trump has made stagnant wages and U.S. manufacturing job losses focal points of his insurgent campaign.

The so-called Brexit vote is bound to be an important theme for Obama's meetings with Mexican President Enrique Pena Nieto and Canada's Prime Minister Justin Trudeau.

Canada had negotiated a trade deal with the EU that is slated to take effect next year. The Brexit may delay its ratification and hurt Canada's commodity-driven economy.

The referendum results are also seen as a setback to talks on a U.S.-EU trade deal. Mexico, which already has a trade deal with the EU, has prepared a draft proposal for a pact with the United Kingdom.

At the summit, leaders will also look at how best to foster trade with each other, said Mexico's Finance Minister Luis Videgaray.

"One of the important issues, without doubt, is how to give a fresh impulse and greater value to North American integration," Videgaray said.

All three are part of the Trans-Pacific Partnership, the 12-nation trade deal that Obama had cast as an update of the North American Free Trade Agreement. He wants to finalize the TPP as part of his economic legacy in Asia.

The TPP has become a target of both the left and the right in the U.S. election, and Congress has so far been unenthusiastic about ratifying the deal.

CLEAN POWER OVER TRADE

The United States is the top export market for both Canada and Mexico. In 2015, U.S. trade with Canada and Mexico totaled $663 billion and $584 billion, respectively.

But in Canada, only one in four people say the 22-year-old North American Free Trade Agreement (NAFTA) is good for the country, a poll released on Monday showed.

The long-running Canada-U.S. battle over softwood lumber seems more likely than not to resume as early as October.

Given all the controversy over trade, the leaders may decide to try to focus their summit talking points on other topics.

"I expect them to try and stay away from it," said Carlo Dade, director of the Canada West Foundation's Center for Trade and Investment Policy.

Ahead of the summit, the White House revealed that the leaders would commit to a new regional goal of 50 percent of power coming from clean energy by 2025, up from about 37 percent in 2015.

The three countries also plan to unveil a plan to fight heroin production.

TRUMP QUESTION INEVITABLE

At a joint press conference, the leaders are likely to field questions about the upcoming U.S. election and its implications for both Canada and Mexico.

It will also be Obama's first chance on an international stage to promote his recent endorsement of presumptive Democratic presidential nominee Hillary Clinton, his former secretary of state.

In March, Pena Nieto roundly condemned Trump, who has promised to build a wall on the U.S. border with Mexico to keep out illegal immigrants and drugs, and has complained about what he calls unfair trade. Mexico also named a new ambassador to aggressively promote its contributions to the U.S. economy.

On Canada, Trump has so far been mostly silent.

"That doesn't mean Canadians don't feel the sting" of his protectionist ideas, said Chris Sands, director of the Center for Canadian Studies at Johns Hopkins University's School of Advanced International Studies.

Trudeau is likely to tread carefully so as to not endanger relations with a potential president.

"It's unlikely there will be any formal discussion of Trump, who of course is the elephant in the room. In some ways, it's better if there isn't," said one official involved in the summit.

"The message the leaders will be sending is eloquent enough - the three nations are closely integrated and cooperate well and that's how the relationship should work," the official said, speaking on condition of anonymity.

On trade, Pena Nieto and Trudeau are also cognizant that talk is cheap on the campaign trail.

"I have to tell my Canadian friends this often - it doesn't mean it will be the agenda once you get to the White House," said David Wilkins, the U.S. ambassador to Canada from 2005-09 during the George W. Bush administration.

Obama provides a good case in point.

In his 2008 presidential campaign, he demonized NAFTA, but once in office, he began working on the TPP, a deal he has said would fix his concerns about NAFTA.

"There's very much a 'Keep calm and carry on' approach and we're going to ignore some of the domestic politicking and see what happens when it happens," said a Canadian source familiar with the summit talks. U.S., Mexico to source 50% of electricity from clean energy by 2025

3 North American leaders to focus on climate action at this week's summit in Ottawa

The United States, Mexico and Canada are set to announce that 50 per cent of North America's electricity will come from clean power sources by 2025 at the Three Amigos summit in Ottawa this week.

The U.S. State Department and the Prime Minister's Office said the agreement will underscore the emphasis the three North American leaders will place on using the already integrated economic relationship to harmonize environmental policies.

Currently 37 per cent of all of North America's power comes from non emitting sources according to the State Department.

The 2025 targets are ambitious for the U.S. and Mexico. Currently only about 13 per cent of U.S. electricity comes from hydroelectricity or renewable energy sources like wind and solar, with another 19 per cent from nuclear. About 25 per cent of Mexico's electricity is from non-fossil fuel producing sources, including nuclear.

The commitment is a big trade opportunity for Canada, which has a lot more clean power to spare, as 60 per cent of the country's electricity comes from hydro and another 3 per cent from solar and wind. The amount of non-emitting power climbs to 81 per cent if nuclear-generated power is included. There will be a renewed emphasis on integrating the electricity grid between the three countries to allow this clean power to be moved easily across borders.

The PMO and State Department confirmed Mexico will also sign on to the same targets as the U.S. and Canada — reached during Prime Minister Justin Trudeau's visit to Washington in March — to reduce methane and short lived climate pollutants like black carbon and hydrofluorocarbon (HFC), a material used primarily in refrigeration.


Canada, U.S. agree to cut methane emissions


The target commits all three countries to cut those emissions by 40 to 45 per cent by 2025, although negotiations continued over the weekend to hammer out the final details of the announcement.

North America produces about 20 per cent of the world's methane emissions, which mostly leak out of oil and gas installations and pipelines. Methane is considered 25 times more potent than CO2 because it traps heat more readily.

Movement by the U.S. and Mexico on the clean energy front is a sign that "progress is possible," a source with knowledge of the discussions told CBC News on background, adding further energy integration will be crucial to meeting ambitious targets for GHG emission cuts.

"The environment and energy will definitely be the major topic of the summit. It's important that we make progress on collective action, it's at the top of the list," the source said.

Protecting biodiversity

The final text of the deal reached at the summit will also include a commitment to protect biodiversity in North America.

Millions of birds fly between the three countries every year, but annual numbers show many are declining because of environmental degradation.

The monarch butterfly, a species that migrates between Canada, the U.S., and Mexico, is facing threats to its habitant in all three countries, something the leaders are expected to address.

First summit in more than 2 years

Mexican President Enrique Peña Nieto is in Canada this week for a state visit.

He will spend part of the day Tuesday on Parliament Hill, where he will have a bilateral meeting with Trudeau and take part in a joint media availability at 11:30 a.m. ET. Later, Gov.-Gen. David Johnston will host the Mexican leader for a state dinner at Rideau Hall.

The pair will then attend the North American leaders summit with U.S. President Barack Obama on Wednesday. Obama will address both houses of Parliament that evening.

Last year's trilateral summit was postponed by former prime minister Stephen Harper amid the Canada-U.S. dispute over the Keystone XL oil pipeline, and an ongoing Canada-Mexico fight over visa requirements. The meeting will be the first between Canada, the U.S. and Mexico in more than 2½ years.

If you believe that the leaving the EU wasn't a setup for more integration than I have bridge to sell you. Look at all the threads on integrating world police, armies, economic ties and agendas just posted since the UK vote. They always (and I mean always) create a problem before they introduce a solution. We almost never like the solution, but that doesn't matter!

I remember reading something about him promoting a big new North American superstate with Mexico, not sure if Canada was in that plan. Interesting. Glad he didn't make the cut for the pres office. But looks like someone has his back -.-

I would urge the Mexican President to go and perform an anatomically impossible act upon himself. They've made a hell hole of corruption out of their country and we don't need any more of that here and neither does Canada. The more they push this crap after the Brexit the more it will draw people over to Trump's side this fall.

The author is a professor of Slavic studies at Brown University, Rhode Island, USA. He is an expert on 19th - 20th century Russian literature.

The world history knows plenty of rulers who wanted to conquer and united the world: Alexander the Great, Genghis Khan, Rome, Catholic Church, Napoleon, British Empire, World Communism. Yet, their efforts always come to naught. Like a coil of a spring, the conquered rebel and try to re-assert their will, precisely because the conquerors, despite their rhetoric of peace and prosperity imposed their will upon others; their visions of harmony came at the at the price of violence and exploitation.

It is easy to recognize the attempts to accomplish a similar task in the efforts of the American Empire. “The exceptional nation” and “world-pre-eminent power” has been rather explicit about its desire to end history and impose its enlightened and beneficial rule all over the world. This process began in earnest with the collapse of the Soviet Union and the end of Cold War. Similar to Marxists, the end of history was announced. The truth, in the form of liberal democracy and laissez faire capitalism was formulated, and the world was made to confirm to that truth. Anyone resisting was bombed, as the examples of Yugoslavia and various Middle Eastern countries revealed.

Well, it is clear, that Francis Fukuyama triumphant pronouncement was a bit premature, to say the least. The stubborn world balked immediately, yet, those who resisted it were located at the outskirts of the new empire. Their concerns were dismissed, while they themselves were demonized and destined to be conquered. Looked objectively, the amount of demons popping up all over the world was pushed beyond any credibility: Milosevic, Gaddafi, Saddam Hussein, Assad, Hugo Chavez, Putin. The presence of these demons did not challenge the narrative of the end of history in a meaningful way. Demons are viewed as historical aberration; their fate is to be exorcised.

The Brexit, on the other hand, announced the renewal of history loud and clear. The message was delivered from within. Not from the backward barbarians trying to resist the enlightened and beneficial rule, but from very heart of the new empire. This time, it is the populace of the empire that have resisted, and decided that the imposition of the will of some faceless bureaucrats in Brussels serving the interests of Washington and its misguided rulers was too getting too heavy and burdensome.

British citizens recognized that, which was long clear to the conquered barbarians. They saw that despite the rhetoric, the empire does not really serve them, that it serves the notorious 1% instead. With the collapse of the Soviet Union, and with the onslaught of the shock capitalism and globalism, all hell broke lose. It became fashionable to promote greed, unscrupulous careerism, and blatant disregard for others. Who cares? And if the workers complained, the ideological apparatus was ready to point to the sad example of the Soviets: do you want this drab, bleak socialism, without toilet paper and consumer goods? Is that what you want?

This dismissal of common men’s concerns, this peddling of naïve hope that the new rulers would somehow take care of the weak and the poor, rather than the rich and the powerful, has finally began to sink in the minds of the British voters, at least in the minds of “the weak and poor” part of it, which, thanks to the efforts of the elites has been multiplying exponentially.

People in England understood that the consumer driving economy needs consumers rather than the dole recipients, the slaves who are silenced by bread and circus. It is becoming clearer by the day that the taxes and profits should go for the development of science, technology, new jobs, rather than acquiring private islands, beating the drums of war and demonizing foreign countries. People sensed it. They might be not always sophisticated enough to understand the academic arguments about foreign policy or bond yields, but they know well enough that with the lack of competition, it is the incompetent, greedy and well-connected people who get on top, that this situation generates incompetence, that the new elite is becoming way too cozy with the equally incompetent bankers and equally incompetent military industrial complex.

What makes significant and meaningful progress is the competition. Competition does not just improve products and productivity. It is the competition of systems, parties, corporations that enable little man, developing company or developing nation to survive and to find its niche. All the traditional engines of development – like rivalry and competition has been thrown out of the window with the collapse of the Soviet Union. The history has ended. The rest became technicality. What anyone with the ability to see clearly has witnessed during the last quarter of the century is the slow merging of politicians, industrialists, media –into one giant “end of the history elite.” The world first responded with the explosion of various conspiracy theories that have been laid to rest long time ago. Where is all the talk of NOW, Zionists, ZOG, Bilderberg group, or reptilians coming from? These are simply wrong-headed labels attached to a well-recognized and clear tendency: the rise of the global elite.

This emergence of the global elite spreading its rule from Washington to Brussels is the most significant phenomenon of the recent history. What the common people, that is, the people without any hope of entering the ranks of the elite, found disturbing is in your face merging of the traditional competitors and rivals. It is clear for any common man that while The Labor is fighting Tories, while British bureaucrats are challenging European ones, France challenges Germany, Europe challenges America, Soviet System challenges the Western one, while press is challenging business, Pepsi is challenging Coke, rock stars are challenging the establishment –in other words, while these rich and powerful are fighting each other, the common man has a chance to fend for his own, mind his business and find some useful employment with one of the rivaling competitors.

But what nobody really wants to see, is the dreaded merging of all these rivals into one scary elite, united by their greed, by their contempt of common man, and by their calculators that tells them how to maximize the prophet and squeeze the workers, natural, resources, or countries, in the most efficient and ruthless way. If finally sank it to the people of England that Tony Blair and David Cameron are the different face donned by same corrupt and incompetent elite. One hopes that their American cousins across the ocean would recognize in their turn interchangeability of Clintons and Bushes, and that it is the high time to restart the history in earnest.

So all glory to the British people, who, inspired by their great sense of history and tradition, have decided to get the engine of history going again. Common men want their bureaucrats serve them and challenge the bureaucrats of other parties. They want their businessmen and politicians challenge other countries on behalf of them. They want their press challenge the elites on behalf of them. And if the current leaders are not capable to do so, if their minds are too befogged by the fake harmony, fake unity, and fake globalism, it is clear, that the new leaders would replace them soon, the leaders who wouldn’t be afraid to introduce separation and divisions. Because it is becoming more and more clear that those who argue for accord and harmony and unity, are being disingenuous. Theirs is the unity of the one percent. Can we blame 99% of the population for not wanting this unity?

Napoleon’s efforts to impose his will upon the whole world and bring the end the history by ushering his thousand-year rule were brilliantly summarized by the visionary American, Ralph Waldo Emerson. This great writer pronounced his verdict on the fate of such efforts. It now fell on the British citizens to redeliver this point to the myopic Napoleons of Washington, since they, obviously don’t read their own classics, preferring ridiculous policy papers, delivered by their agenda-driven think tanks and its subservient intellectuals:


Here was an experiment, under the most favorable conditions, of the powers of intellect without conscience. Never was such a leader so endowed and so weaponed; never leader found such aids and followers. And what was the result of this vast talent and power, of these immense armies, burned cities, squandered treasures, immolated millions of men, of this demoralized Europe? It came to no result. All passed away like the smoke of his artillery, and left no trace. He left France smaller, poorer, feebler, than he found it; and the whole contest for freedom was to be begun again. … When men saw that after victory was another war; after the destruction of armies, new conscriptions; and they who had toiled so desperately were never nearer to the reward,- they could not spend what they had earned, nor repose on their down-beds, nor strut in their chateaux,- they deserted him. Men found that his absorbing egotism was deadly to all other men…

It was not Bonaparte's fault. He did all that in him lay to live and thrive without moral principle. On TB every waking moment
Well just think on it a bit...NAFTA has helped to drag our economy down to third world status. (Without reserve currency status, face it, that's where we would be.) Our politicians are just about as corrupt as Mexico's. Areas like the Southwest have large numbers of hispanics. The drug cartel operates in both places. We are most of the way to harmonization already.
