15th Amendment governs voting. I don't see non-citizens listed and this is not "appropriate legislation".

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, (two-thirds of both Houses concurring) that the following article be proposed to the legislature of the several States as an amendment to the Constitution of the United States which, when ratified by three-fourths of said legislatures shall be valid as part of the Constitution, namely:
Article XV.

He has refused his Assent to Laws, the most wholesome and necessary for the public good.
He has forbidden his Governors to pass Laws of immediate and pressing importance, unless suspended in their operation till his Assent should be obtained; and when so suspended, he has utterly neglected to attend to them.
He has refused to pass other Laws for the accommodation of large districts of people, unless those people would relinquish the right of Representation in the Legislature, a right inestimable to them and formidable to tyrants only.
He has called together legislative bodies at places unusual, uncomfortable, and distant from the depository of their public Records, for the sole purpose of fatiguing them into compliance with his measures.

Since no amendment has passed to allow a NON-CITIZEN to vote, I can see this ending up in the SC for a ruling. Our founding documents are pretty clear that voters must be citizens. However, since the rule of law has been ignored for the last two plus years and voting law for the last fifty years, I have no confidence in our elected reps or the Supreme Court to do what is right.

Committees report to the House in its entirety even if they vote recommendation to pass (this is likely) it still has to pass the assembled House. (Harder)

And Biden's signature (Easy peasy)
And a Judicial Law Contest on its validity under the Constitution. It may be deemed as requiring a Constitutional Amendment.
I think given the hurdles in this steeplechase, this one is simply one put out there for the Marxist Base - proving out to the committed Marxists that one is truly "with them." And "testing the waters." There is no expectation of passage.
And all the expectation of a "fail."

Don't kid yourself. Even if it goes to court, that is a rigged game. The traitors have control of the courts, and the courts will always side with the tyrants. They only let it get to that to give the patriots a false sense of hope !
If you’re talking about American Indians (and please endeavor to be more specific), what you said is both true and not true. Indian reservations (which is what you must mean) are under the jurisdiction of the BLM (not the nigra one). If necessary federal officials can go onto those reservations without invitation. Further, those reservations are part of the land mass that is the United States.
When you put all that together, they have the right to vote. Venezuelan citizens do not.
