Perhaps you are either thinking of 'Deep Winter' by T. C. Sherry or one of the stories by Jerry Young?

I think both of those revolve around a Yellowstone type of eruption...

Can't remember the name of the Jerry D Young one though...

The one I'm thinking of was centered on the east coast or at least in the eastern part of the US. Seem's like there were Quonset huts involved. Jerry always finishes his stories and this story wasn't finished.
