The Rasmussen Reports daily Presidential Tracking Poll for Sunday shows that 32% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty-two percent (42%) Strongly Disapprove. That’s the highest level of Strong Disapproval yet recorded for this President and it gives Obama a Presidential Approval Index rating of -10.

If Americans could vote to keep or replace the entire Congress, 57% would throw out all the legislators and start over again. Just 25% would vote to keep the Congress.

The Presidential Approval Index is calculated by subtracting the number who Strongly Disapprove from the number who Strongly Approve. It is updated daily at 9:30 a.m. Eastern.

Overall, 47% of voters say they at least somewhat approve of the President's performance. That matches the lowest total approval yet measured for Obama. Fifty-two percent (52%) now disapprove.

Thanks for your faithful posting. May I suggest that a graph of these ratings would be very useful for seeing how quickly the ratings are deteriorating or improving. I don't know how much work that would involve but it sure would be nice if it were doable.

The Rasmussen Reports daily Presidential Tracking Poll for Monday shows that 30% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty-one percent (41%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -11.

Twenty-nine percent (29%) are confident that Congress knows what it’s doing when it comes to the economy. If Americans could vote to keep or replace the entire Congress, 57% would throw out all the legislators and start over again. Just 25% would vote to keep the Congress.

The Presidential Approval Index is calculated by subtracting the number who Strongly Disapprove from the number who Strongly Approve. It is updated daily at 9:30 a.m. Eastern.

Overall, 46% of voters say they at least somewhat approve of the President's performance. That’s the lowest level of total approval yet measured for Obama. Fifty-three percent (53%) now disapprove. Eighty-one percent (81%) of Democrats approve while 83% of Republicans disapprove. As for those not affiliated with either major party, 66% disapprove. It is important to remember that the Rasmussen Reports job approval ratings are based upon a sample of likely voters. Some other firms base their approval ratings on samples of all adults. President Obama's numbers are always several points higher in a poll of adults rather than likely voters. That's because some of the President's most enthusiastic supporters, such as young adults, are less likely to turn out to vote. Other factors are also important to consider when comparing Job Approval ratings from different polling firms.

Thanks for your faithful posting. May I suggest that a graph of these ratings would be very useful for seeing how quickly the ratings are deteriorating or improving. I don't know how much work that would involve but it sure would be nice if it were doable.

If you click on the link at the top of each posting, it will take you to the Rasmussen website where there is a graph published each day with the Daily Presidential Tracking Poll. I would include it in every message, if I could figure out how to link to the graph directly and not have to reduce it in size and upload it.

Glad you enjoy the daily report. It is pretty interesting to see how Obama's numbers are fluctuating.

Most voters now expect that the situation in Afghanistan will get worse over the next six months. That’s up fourteen points over the past month. At the same time, the number worried about a terrorist attack in the United States has declined.

The climate change legislation passed by the House of Representatives earlier this summer receives mixed reviews from the public.

The Presidential Approval Index is calculated by subtracting the number who Strongly Disapprove from the number who Strongly Approve. It is updated daily at 9:30 a.m. Eastern.

Overall, 45% of voters say they at least somewhat approve of the President's performance. That’s down a point from yesterday and the lowest level of total approval yet measured for Obama. Fifty-three percent (53%) now disapprove.

In addition to our daily tracking, Rasmussen Reports has released a month-by-month review of the President’s Approval ratings. This allows a longer-term look at trends. In August, President Obama’s full-month ratings fell below 50% for the first time.

It is important to remember that the Rasmussen Reports job approval ratings are based upon a sample of likely voters. Some other firms base their approval ratings on samples of all adults. President Obama's numbers are always several points higher in a poll of adults rather than likely voters. That's because some of the President's most enthusiastic supporters, such as young adults, are less likely to turn out to vote. The Rasmussen Reports daily Presidential Tracking Poll for Wednesday shows that 28% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty percent (40%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -12. Republicans have opened their largest lead yet over Democrats on the Generic Congressional Ballot.

However, Republican voters say that GOP representatives in Congress are still out of touch with the party base. Most say that the average Republican in Congress is more liberal than the average Republican voter. Unlike Republicans, Democratic voters say that their party’s Congressmen and voters hold similar views. Forty-two percent (42%) say people randomly selected from the phone book could do a better job than the current Congress.

The President’s Job Approval ratings fell more sharply in July than August. Additionally, the number of people who consider themselves Democrats fell to a two-year low in July before inching up slightly in August. Overall, 37.3% of Americans now consider themselves Democrats while 32.6% are Republicans.

The Rasmussen Reports daily Presidential Tracking Poll for Thursday shows that 28% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Thirty-nine percent (39%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -11. Thirty-four percent (34%) say the country is generally heading in the right direction.

Sixty-eight percent (68%) believe that the passage of the Congressional health care reform plan will increase the deficit. A Rasmussen video report shows that 47% now expect their own taxes to go up during the Obama years. That’s the highest total yet.

Fifty-one percent (51%) say that Congress is too liberal while 22% say it’s too conservative.

State polling in Virginia shows that Republican hopeful Robert McDonnell still leads in the Governor’s race.

The Rasmussen Reports daily Presidential Tracking Poll for Friday shows that 27% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Thirty-eight percent (38%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -11.

Over the past month, public opinion of the town hall protesters improved. Most voters believe that the primary purpose of the town hall meetings should be for Members of Congress to listen rather than speak. Sixty percent (60%) of voters believe tax hikes are bad for the economy.

Of the Kennedy brothers, 61% believe that former President John F. Kennedy had the most positive lasting impact on the nation.

IBD/TIPP Presidential Leadership Index: August 2009

The IBD/TIPP Presidential Leadership Index showed little change this month, easing less than 1% to 57.6 after dropping nearly 10% the month before. President Obama fell another 6% to 54.2 with independents and 4% to another new low of 23.0 with Republicans. But Democrats stood firm at 84.4. Job-approval ratings in other polls taken so far this month have ranged from 49 (Rasmussen) to 58 (Ipsos/McClatchy), according to RealClearPolitics. Obama has come 19% off his beginning high of 71 in IBD/TIPP. George W. Bush slid 15% in his first seven months.

The Rasmussen Reports daily Presidential Tracking Poll for Wednesday shows that 31% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Thirty-nine percent (39%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -8. Republicans continue to lead on the Generic Congressional Ballot.

As the President prepares for his joint address to Congress, most of those with insurance continue to believe they could be forced to change coverage if health care reform passes. The figures are essentially unchanged since the public debate began in June. Most voters believe that limiting medical malpractice awards would significantly reduce the cost of health care in the United States. As for the currently proposed legislation, 68% believe it would lead to higher deficits. Eighty-three percent (83%) say that proof of citizenship should be required before anyone can receive government subsidies.

Last night (Tuesday), Rasmussen Reports began nightly tracking of support for the Congressional health care legislation. This will provide one measure of response to the President’s speech. The first night of tracking results showed very little change from earlier surveys. First full results from the tracking will be released tomorrow morning.

Voters now trust Republicans more than Democrats on seven of ten key issues tracked monthly by Rasmussen Reports. The GOP has the edge on the economy and the parties are even when it comes to health care. Still, most Republicans believe their party’s representatives in Congress are out of touch with the party’s base.

Overall, 50% of voters say they at least somewhat approve of the President's performance. Fifty percent (50%) disapprove. Sixty percent (60%) now believe the President is at least as ethical as most politicians.

In the foreign policy arena, a majority of Americans are willing to militarily defend only five nations around the globe—Canada, Great Britain, Mexico, Israel, and Germany.

The Rasmussen Reports daily Presidential Tracking Poll for Wednesday shows that 33% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty-one percent (41%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -8. Thirty-three percent (33%) say the United States is generally heading in the right direction.

Data for this daily update is collected via nightly telephone surveys and reported on a three-day rolling average basis. As a result, the overwhelmingly majority of interviews for today's update were completed
before the President delivered his speech to Congress last night.

Polling conducted over the past two nights shows that 44% of voters currently favor the health care reform proposed by the President and Congressional Democrats. Fifty-three percent (53%) are opposed. Rasmussen Reports will be tracking this measure of support daily for the next several days as an additional measure of the speech impact. A Rasmussen video report notes that 74% believe all out-of-pocket medical expenses should be tax deductible. Voters nationwide overwhelmingly believe that every American should be allowed to buy the same insurance coverage provided for Members of Congress.

Thirty-eight percent (38%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -5. That matches the best Approval Index rating for the President in over a month.

Data for this daily update is collected via nightly telephone surveys and reported on a three-day rolling average basis. As a result, nearly two-thirds of interviews for today's update were completed after the President’s speech to Congress Wednesday night. Tomorrow (Sunday) morning’s update will be the first based entirely upon interviews conducted following the speech.

The President’s speech also provided a modest bounce in support for his health care plans. Polling conducted after the speech shows that 47% of voters favor the reform proposed by the President and Congressional Democrats and opposition is down to 49%. Those figures are up a few points since the speech was given and match the lowest level of public opposition since June.

In response to questions raised about coverage of undocumented workers in the proposed health care reform, the White House issued a clarification of its position. Eighty-three percent (83%) of voters say proof of citizenship should be required to get government health care benefits.

Today’s update is the first based entirely upon interviews conducted following the President’s Wednesday night speech and shows a four point Approval Index bounce. The number who Strongly Approve of Obama’s performance has moved up three points while the number who Strongly Disapprove is down a point.

The Presidential Approval Index is calculated by subtracting the number who Strongly Disapprove from the number who Strongly Approve. It is updated daily at 9:30 a.m. Eastern.

Overall, 51% of voters say they at least somewhat approve of the President's performance. That represents a one point improvement since his Wednesday night speech and is the President’s best rating in three weeks. Forty-eight percent (48%) now disapprove.

The Rasmussen Reports daily Presidential Tracking Poll for Monday shows that 34% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Thirty-seven percent (37%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -3. That’s a five point improvement since last week’s speech and the President’s best Approval Index rating in more than two months.

The Presidential Approval Index is calculated by subtracting the number who Strongly Disapprove from the number who Strongly Approve. It is updated daily at 9:30 a.m. Eastern.

Overall, 52% of voters say they at least somewhat approve of the President's performance. That represents a two-point gain following the speech and is the highest rating for the President since July 17. Forty-eight percent (48%) now disapprove. Eighty-four percent (84%) of Democrats approve while 78% of Republican disapprove. As for those not affiliated with either major party, 43% offer a positive assessment and 56% give a negative review.

The President’s speech also provided a bounce in support for his health care plans. Fifty-one percent (51%) now favor passage of the plan while 46% are opposed. Those figures include 28% who Strongly Favor the plan and 38% who are Strongly Opposed. Fifty-five percent (55%) now say it’s at least somewhat likely the proposal will pass.

Last Wednesday’s speech provided a boost for the President and his plans. The remaining questions are how long the bounce will continue, how high it will go, and where the numbers will settle after the bounce fades.

Support for the President’s health care proposal has been increasing daily over the past week. However, today’s tracking results show support falling for the first time since the speech. Forty-five percent (45%) now favor passage of the Congressional health care reform plan, a figure that’s up just a single point since the speech. Fifty-two percent (52%) are now opposed. One week after the President’s address to Congress, opposition to his health care proposal has reached the highest level yet recorded.

Just 12% of voters nationwide believe most opponents of the President’s plan are racists. Republicans and unaffiliated voters overwhelmingly reject that notion but Democrats are more evenly divided.

The economy still tops the list of voter concerns but national security issues have become far less important. On the economy, a Rasmussen video report shows that 46% believe that the federal government is more interested in making Wall Street profitable rather than creating a financial system that works for all of us. Thirty-one percent (31%) hold the opposite view. Perhaps as a result of that perspective, 53% oppose more regulation of the U.S. Financial System.

Opposition to the President’s health care plan is up to 56%, the highest total to date. Republicans continue to hold a modest advantage on the Generic Congressional Ballot.

As projected by Rasmussen Reports polling, Republicans won the gubernatorial races in Virginia and New Jersey. In the Garden State, our polling showed support for third party candidate Chris Daggett collapsing to eight percent (8%) while many other firms suggested he might win a higher total (up to 15%). In the end, only six percent (6%) voted for Daggett while Christie won by four percentage points.

It’s also worth noting that automated polling firms, like Rasmussen Reports, generally projected a Christie victory while operator-assisted firms showed a closer race or a Corzine win. According to pollster.com, the average of all automated polls showed Christie winning by four, a total that matched the actual result. The final operator-assisted polls averaged out to a one-point Corzine victory.

While voters lack confidence in both parties, the partisan gap remains wide on health care reform as it heads for a House vote this weekend. A plurality of Democrats believe it would be good for workers to be forced off private health insurance coverage and shifted to a government option. Most Republicans and unaffiliated voters disagree.

Just 22% believe that Congress will have a good understanding of the health care legislation before voting on it. Overall, 42% favor the reform proposed by President Obama and Congressional Democrats.

The Rasmussen Reports daily Presidential Tracking Poll for Saturday shows that 31% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Thirty-eight percent (38%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -7. That's the President's best daily rating in just over three weeks (see trends).

Most favor the extension of unemployment benefits signed by the President yesterday. As for the first-time home buyers tax credit, most like that idea until they learn how much it costs.

As the health care reform legislation is heading for a vote in the House of Representatives today, just 42% of voters nationwide support the plan and54% are opposed.

As House Speaker Nancy Pelosi seeks a path to 218 votes in support of the legislation, reports indicate that divides among Democrats over abortion and immigration have emerged as key issues. On abortion, 48% want coverage banned in the legislation while 13% believe coverage of abortions should be required. On immigration, 83% say that proof of citizenship should be required to get government health aid.

From a broader perspective, Democratic voters view health care reform as the top legislative priority. However, among Republicans and unaffiliated voters, health care reform currently ranks fourth among the four priorities announced by President Obama.
