The Rasmussen Reports daily Presidential Tracking Poll for Thursday shows that 30% of the nation's voters now Strongly Approve of the way that Barack Obama is performing his role as President. Thirty-eight percent (38%) Strongly Disapprove giving Obama a Presidential Approval Index rating of –8. The President’s Approval Index rating has fallen six points since release of a disappointing jobs report last week (see trends).

Thirty-nine percent (39%) now give the President good or excellent marks for handling the economy while 43% say he is doing a poor job. Those are by far his lowest ratings yet on the economy Premium Members can see crosstabs, trends, and Scott Rasmussen’s Daily Briefing.

There is a gender gap when it comes to perceptions of Obama’s performance. By a 46% to 27% margin, men Strongly Disapprove. Women are more evenly divided—33% Strongly Approve and 30% Strongly Disapprove.

Thirty-four percent (34%) of voters nationwide say the U.S. is heading in the right direction, the lowest level of optimism since mid-March. The Rasmussen Index shows consumer and investor confidence are down again today reaching the lowest level in three months. The Discover U.S. Spending Monitor fell for the first time in three months. A Rasmussen video report notes that 46% want the government to stay out of the housing market.

The Rasmussen Reports daily Presidential Tracking Poll for Friday shows that 30% of the nation's voters now Strongly Approve of the way that Barack Obama is performing his role as President. Thirty-seven percent (37%) Strongly Disapprove giving Obama a Presidential Approval Index rating of –7 (see trends).

The Rasmussen Consumer Index shows that consumer confidence is down again on Friday. That’s the sixth straight daily decline and confidence is now at the lowest level since mid-March. Just 8% rate the economy as good or excellent while 62% say it’s in poor shape.

For the second straight month, voters are more likely to trust Republicans than Democrats on the economy. A Rasmussen video report notes that most Americans say the efforts of the G-8 leaders are not likely to help the economy. And, 59% reject the Pope’s call for more international regulation of the economy.

As confirmation hearings begin today, Americans overwhelmingly expect Judge Sonia Sotomayor to be confirmed as the nation’s next Supreme Court Justice. But, they are evenly divided as to whether or not she should be confirmed.

Later today, Rasmussen Reports will release new data on support for the health care reform package working its way through Congress. Our previous polling found 50% in favor and 45% opposed to the plan working its way through Congress. Forty-five percent (45%) believe the economy will be stronger in a year while 36% believe it will be weaker. Republicans continue to hold a very modest edge on the Generic Congressional Ballot.

Seventy-eight percent (78%) believe that health care reform is likely to lead to middle class tax hikes.

Republicans continue to enjoy a slight edge on the Generic Congressional Ballot.

At 10:30 a.m. Eastern, Rasmussen Reports will release new data measuring support for the health care reform proposal working its way through Congress. In late June, 50% were in favor and 45% were opposed.

The Rasmussen Reports daily Presidential Tracking Poll for Friday shows that 30% of the nation's voters now Strongly Approve of the way that Barack Obama is performing his role as President. Thirty-eight percent (38%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -8.

Just 25% believe that the economic stimulus package has helped the economy.

The Presidential Approval Index is calculated by subtracting the number who Strongly Disapprove from the number who Strongly Approve. It is updated daily at 9:30 a.m. Eastern.

Overall, 49% of voters say they at least somewhat approve of the President's performance. Today marks the first time his overall approval rating has ever fallen below 50% among Likely Voters nationwide. Fifty-one percent (51%) disapprove.

Eighty-three percent (83%) of Democrats continue to approve of the President’s performance while 80% of Republicans disapprove. Among those not affiliated with either major party, 37% offer a positive assessment. The President earns approval from 51% of women and 47% of men.

These updates are based upon nightly telephone interviews and reported on a three-day rolling average basis. Most of the interviews for today’s update were completed before the President’s nationally televised press conference on Wednesday night. The first update based entirely upon interviews conducted after the press conference will be released on Sunday.

It is important to remember that the Rasmussen Reports job approval ratings are based upon a sample of likely voters. Some other firms base their approval ratings on samples of all adults. President Obama’s numbers are always several points higher in a poll of adults rather than likely voters. That’s because some of the President’s most enthusiastic supporters, such as young adults, are less likely to turn out to vote.

The number who Strongly Disapprove of the President has increased slightly following the prime time press conference on Wednesday night. That figure—39%--is now at the highest level yet recorded. These updates are based upon nightly telephone interviews and reported on a three-day rolling average basis. Today is the first update based entirely upon interviews conducted after the President’s prime time televised press conference. The number who Strongly Approve of the President has remained unchanged since the press conference but the number who Strongly Disapprove has gone up by five percentage points (from 35% on Wednesday morning to 40% today).

The President received generally poor grades for his response to a question about a Cambridge police incident involving a black Harvard professor. However, the results show a huge divide between black Americans and white Americans on all questions.

The Rasmussen Reports daily Presidential Tracking Poll for Tuesday shows that 32% of the nation's voters now Strongly Approve of the way that Barack Obama is performing his role as President. Forty percent (40%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -8. Ratings for the Supreme Court have jumped over the past month and are the highest in over two years.

Forty-six percent (46%) of Americans say they’re more likely to buy a Ford because it did not take a federal bailout. Two-thirds of Americans (66%) have a favorable opinion of Ford. Ratings for GM and Chrysler are much lower.

Just 43% have confidence in the stability of the banking system. Fifty-one percent (51%) do not.

Just 23% believe health care costs will go down if health care reform is passed. Most (53%) expect prices would rise and 50% expect the quality of care would decline.

Republicans retain a slight edge on the Generic Congressional Ballot and most voters still have an unfavorable opinion of House Speaker Nancy Pelosi.

Fifty-four percent (54%) now say interest rates will be higher in a year. That’s a 20-point jump since April.

Yesterday, the President hosted Cambridge police Sgt. James Crowley and Harvard professor Henry Louis Gates Jr., for a beer on the White House lawn. Thirty percent (30%) of voters nationwide give the President good or excellent marks for his handling of the situation. A Rasmussen video report notes that 62% of Americans believe race relations in the nation are improving. This is one aspect of race relations where white and black voters generally agree.

Consumer and investor confidence have both improved dramatically over the past week. Consumer confidence is now at its highest level since mid-June and investor confidence is at the highest level since July 2.

The Rasmussen Reports daily Presidential Tracking Poll for Wednesday shows that 31% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Thirty-nine percent (39%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -8.

Fifty-eight percent (58%) of liberals Strongly Approve while 66% of conservatives Strongly Disapprove.

Forty-two percent (42%) say the President is doing a good or an excellent job on economic matters. Forty-three percent (43%) say he’s doing a poor job in that area. As for national security, the numbers are 43% good/excellent and 36% poor.

Most voters approve of the way that Hillary Clinton is handling her job as Secretary of State. Republicans retain a modest lead on the Generic Congressional Ballot.

When it comes to health care, 51% fear the federal government more than private insurance companies. Forty-one percent (41%) hold the opposite view. In the health care debate, 41% view the town hall protesters favorably while 35% have an unfavorable view.

Thirty-two percent (32%) favor a single-payer health care system for the U.S. while 57% are opposed.

The Rasmussen Reports daily Presidential Tracking Poll for Wednesday shows that 31% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Thirty-six percent (36%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -5.

So far in August, the President’s Approval Index rating has ranged from -4 to -9. That’s an improvement from the last week in July when his ratings ranged from -8 to -12.

In the Virginia Governor’s race, Republican Bob McDonnell has opened a nine-point advantage over Democrat R. Creigh Deeds. In New Jersey’s race for Governor, incumbent Democratic Governor Jon Corzine trails by double digits. Republicans maintains a modest lead over Democrats on the Generic Congressional Ballot.

Internationally, North Korea and Iran rank one and two on the U.S. enemies list. At the other extreme, Canada and Great Britain lead a list of seven countries that most Americans consider allies.

Pennsylvania Senator Arlen Specter is feeling the heat of the health care debate. He now trails Republican Pat Toomey by double digits in an early look at the potential 2010 race. Two months ago, Specter led by double digits. Most Pennsylvania voters oppose the Congressional health care reform effort. Also, Specter’s lead is shrinking in his Democratic Primary match-up with Congressman Joe Sestak.

Overall, 47% of voters say they at least somewhat approve of the President's performance. That’s the lowest level of total approval yet recorded. The President’s ratings first fell below 50% just a few weeks ago on July 25. Fifty-two percent (52%) now disapprove.

Seventy-seven percent (77%) of Republicans disapprove along with 65% of those not affiliated with either party. Seventy-eight percent (78%) of Democrats offer their approval. Most women (51%) offer their approval while most men (56%) disapprove.

The Rasmussen Reports daily Presidential Tracking Poll for Friday shows that 30% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Thirty-eight percent (38%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -8.

Forty-four percent (44%) of voters now trust Republicans more than Democrats on health care. Forty-one percent (41%) trust the Democrats more. While those numbers are essentially a toss-up, they represent a significant shift in opinion. It’s the first time Republicans have held any advantage on health care in years of tracking the issue. In June, the Democrats held a ten-point advantage on health care.

On another topic, voters don’t expect Congress to act on immigration reform over the next year. However, by a 70% to 22% margin, voters say that gaining control of the borders is more important than legalizing the status of undocumented workers already in the country.

Thirty-eight percent (38%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -6. Thirty-four percent (34%) say the nation is heading in the right direction.

Fifty-four percent (54%) now fear the government will try to do too much in responding to the nation’s economic woes. Just 37% fear it will do too little.

While 42% support the health care legislation working its way through Congress, support falls to 34% if the public option is removed from the plan. Removing the public option has little impact on perceptions of Republicans and unaffiliated voters. However, among Democrats, enthusiasm for health care reform collapses if the public option is not part of the plan. This is partially explained by the fact that most Democrats favor a single-payer health care system.

In terms of issues that voters now consider Very Important, health care ranks third behind only the economy and government corruption.

Of the priorities outlined by the President earlier this year, 40% of voters say cutting the deficit is most important. Twenty-one percent (21%) believe health care should be the top objective. While deficit reduction is seen as the most important, 67% say it is the least likely to be achieved.

Thirty-three percent (33%) of voters now believe the economic stimulus plan has helped the economy. That’s up from 25% a month ago.

Thirty-nine percent (39%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -10. This is the first time since July 31 that the President’s Approval Index has fallen to negative double digits.

Sixty percent (60%) of liberal voters Strongly Approve while 68% of conservatives Strongly Disapprove. This creates a challenge for the President since there are roughly twice as many conservative voters as liberals. Among those who consider themselves politically moderate, 37% Strongly Approve while 18% Strongly Disapprove.

Prior to today, the only time that Obama’s Approval Index rating had fallen to negative double digits was in the week following a nationally televised Presidential Press Conference on health care. Near the end of the conference, the President made controversial comments about the incident involving a Cambridge cop and a Harvard professor. Just 30% of voters gave the President good marks for handling that situation.

Forty-one percent (41%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -14. These figures mark the lowest Approval Index rating yet recorded for this President. The previous low of -12 was reached on July 30.

Prior to today, the number who Strongly Approved of the President’s performance had never fallen below 29%. Some of the decline has come from within the President’s own party. Just 49% of Democrats offer such a positive assessment of the President at this time.

At the other end of the spectrum, today’s total for Strongly Disapprove matches the highest level yet recorded. The 41% mark was reached just once before and that came one week ago today. Seventy percent (70%) of Republicans now Strongly Disapprove along with 49% of those not affiliated with either major party.

State polling shows that Massachusetts Governor Deval Patrick (D) has lost a little ground in his 2010 bid for re-election. In Michigan just 2% rate the economy as good or excellent while 79% say poor. The state’s voters are evenly divided on the President’s health care plan. Like voters everywhere, those who oppose the plan feel more strongly about it.

Seventy-one percent (71%) of voters believe President Obama’s policies have driven up the deficit.

It is important to remember that the Rasmussen Reports job approval ratings are based upon a sample of likely voters. Some other firms base their approval ratings on samples of all adults. President Obama's numbers are always several points higher in a poll of adults rather than likely voters. That's because some of the President's most enthusiastic supporters, such as young adults, are less likely to turn out to vote. Other factors are also important to consider when comparing Job Approval ratings from different polling firms.

Just 22% of voters nationwide believe Congress has a good or excellent understanding of the legislative proposals to reform the nation’s health care system. Voters tend to believe that they personally understand the proposals better than Congress. Forty-seven percent (47%) say President Obama’s understanding of the plan is good or excellent.

If Democrats can agree on a health care bill that would attract no Republican votes in Congress, just 24% say the President’s party should pass that bill. Most say the legislation should be changed to attract a “reasonable number” of Republican votes.

Only 32% now support the Administration’s plan to close the Guantanamo prison camp. That’s down from 38% a month ago and 44% in January. Most Americans worry that dangerous terrorists will be set free if they are transferred to other countries.
