The really great planner always benefits from unexpected opportunity.
It is difficult to tell if this was a plot, but it is obvious that it was the perfect opportunity for the planners

Necessity or plot? At this point does it really matter? The damage is done and the bell has been rung and you can’t unring the bell. Focus has to be surviving it and coming out as intact as possible. Too much energy spent in naval gazing doesn’t pay bills or put food on the table.

I don't agree. He had so much support from voters and "they" knew it.

It might matter, if:

1) Team 'A' wishes to call attention to what Team 'B' is up to, or otherwise give them an incurable black eye in the court of (world) public opinion.

2) Or, Team 'X' needs world-class cover for something else that is happening, which is completely different and unrelated.

When all else (economically) fails, start a war by OTHER means.
