14 killed in Mexico murder capital

CIUDAD JUAREZ, Mexico (AFP) – Fourteen people were killed in Ciudad Juarez, Mexico's drug-infested murder capital on the US border, including swim-suited revellers attending a pool party, authorities said.

Ciudad Juarez is Mexico's most violent city, where narcotics cartels fight daily over drug-smuggling routes into the United States.

Gunmen opened fire on the pool party in central Ciudad Juarez, "killing three women and a man and wounding five other women, all of whom were wearing swimsuits," the chief prosecutor's office said in a statement.

Two suspects were arrested later, it said.

In another pre-dawn attack at a private house, gunmen riddled party-goers with bullets. Three victims died at the scene, and another three in hospital, the statement said.

The bodies of four other men, "showing signs of torture with several shots through their heads," were found in other parts of the city across the border from El Paso, Texas.

One of the murder victims was Jimenez town official Jose Luis Amaya, the office added.

Ciudad Juarez has seen 1,853 murders so far this year, nearly half up on than the first eight months of last year (1,285), according to an AFP tally based on official reports.

For all of 2009, Ciudad Juarez's murder rate reached 2,660, the highest in the country.

The American Dream is a Mexican nightmare

Mexico, D. F. In addressing the nightmare that confronts Mexican immigrants in pursuing the American dream that the undocumented are having going to the United States, the Mexican Human Rights Commission (CODHEM) has launched a program in cooperation with the organization “Apoyo al Migrante” (Help the Migrant), which is a campaign to prevent migration to the United States.

The program named “Sueno Americano, Pesadilla Mexicana,” (American Dream, Mexican Nightmare) will take place in public areas of Tejupilco, Luvianos, Amatepec, Tlatlaya, Sultepec, Zacualpan, Texcalititlan, Valle de Bravo, Otzoloapan, Zacazonapan, Ixtapan del Oro, Santo Tomas de los Platanos, Villa de Allende, Donato Guerra, and Amanalco de Becerra (All in the State of Guanajuato).

In respect to the program, the Chief of the Department of Migrant Affairs, Jeromino Garcia, explained that photographs showing the problems and risks taken by Central-American migrants on their route to our northern neighbor (USA) with the objective that people think twice before making the decision to cross the border.

The risks of kidnapping, mistreatment, extortion, beatings and discrimination, are just a few of the risks confronting anyone who intends to cross our national territory in order to illegally enter the United States, not to mention the conditions that endanger their very lives.

Finally, the government official exhorted young people to think twice before they make the decision to go to the United States seeking jobs and leaving their homes and security believing that there will be opportunities to better themselves.

Racist laws in effect in 494 jurisdictions in the USA

New York, USA – At least 494 jurisdictions in the United States have laws, similar to SB-1070 in Arizona, which violate civil rights and provide for the detention of people based solely on their race.

The program called “Secure Communities” created by Immigration and Customs Enforcement (ICE) escapes public scrutiny and allows local officials to detain anyone based on their appearance.

Official documents obtained by non-governmental entities in the United States were made public this week suggesting that the program (Secure Communities) facilitates racial profiling.

The objective (of the program) is to identify immigrants who represent a threat to national security and to deport them.

This program requires authorities to enter the fingerprints of detained individuals to ICE to verify migratory status and if they have committed a crime, to deport them.

Nonetheless, a series of official ICE documents suggest that many of the deported (persons) have no criminal history and were detained based solely on their racial profile.

Despite having violated its own purpose, ICE has expanded the Secure Communities Program in a meteoric manner. At the start of this year, 116 jurisdictions in 16 states participated in the program. Now, 494 jurisdictions in 27 states participate in the Secure Communities Program according to official figures.

It is the intention of the Barack Obama Administration to deport more immigrants every month than the Bush Administration deported and to cover the entire United States with the Secure Communities Program by 2013.

The Secretary of Homeland Security, Janet Napolitano, denied that the $600 million approved last week for border security with Mexico is excessive and confirmed the support of Barack Obama for migratory reform.

Disappearance of mayor confirmed

Nuevo Leon – The Attorney General of the State of Nuevo Leon, Alejandro Garza Y Garza, confirmed the disappearance of the Mayor of Santiago, Edelmiro Cavazos, but did not mention anything concerning a kidnapping.

“We cannot talk of a kidnapping at this time. We have received no calls for a rescue,” said the state official.

In a news conference, the government official said that a person claiming to be an employee of Mayor Cavazos confirmed a kidnapping of the Mayor took place last Sunday night.

According to the allegation made by this person, commandos aboard at least 7 vehicles stopped the vehicle in which the Mayor was riding and put him into the trunk of one of the vehicles but did not know if the Mayor was beaten.

Garza Y Garza said that the resources of the state are dedicated to locating the vehicles involved.

The town of Santiago is located about 30 kilometers south of the metropolitan zone of Monterrey where in the last few months at least 5 policemen have been murdered by criminal bands.

Ten migrants from India detained in Northern Mexico

Chihuahua, Mexico - Ten people of Indian nationality were detained in the Mexican state of Chihuahua while traveling toward the border to cross into the US, according to the Federal Police. The ten were traveling in a passenger bus heading for the town of Agua Prieta in the neighboring state of Sonora on the Arizona border. From there, they were planning to attempt entering the US illegally. Some 500,000 foreigners enter Mexico each year to try crossing the US border illegally in search of employment, according to data from the Mexican National Commission of Human Rights.

The mayor of Santiago, Edelmiro Leal Cavazos, was deprived of his liberty by gunmen who came to their home address apocryphal uniform federal agents.

At a press conference headed by the governor, Rodrigo Medina de la Cruz, the owner of the Attorney General of the State (PGJE), Alejandro Garza y Garza, said the incident occurred at midnight on Sunday in this town south de Monterrey.

David Rojas Hoyos had gone 18 days and was commander in the town of destacamentazo Cosamaloapan.

Completely burned with a blow to the head and the plate as Federal Police was found 18 days after his disappearance, the remains of former commander of the Preventive Federal Police stationed in Cosamaloapan, David Rojas Hoyos.

The remains of the police chief was apparently thrown by his murderers in a country road near the community Ursulus Galván, in the municipality of Manlio Fabio Altamirano.

People who passed through the area reported to the police the presence of the body lying in the road so immediately rushed to the scene and police elementspersonalof the Attorney General to corroborate the fact.

The rampant bloodshed continued today in Juárez with nine homicides by this afternoon, Chihuahua state police said.

Fifty-one people were slain during the weekend from Friday to Sunday, including 24 on Sunday, making Sunday one of the deadliest days of the year, a police spokesman said. Victims included two members of the state Cipol police killed Friday when their patrol truck was fired upon.

Authorities said investigators were still trying to identify many of the victims and that were was a backlog of cases.

Juarez Cartel recruits pretty hitmen

Cd. Juarez, Chihuahua – They are young and pretty and pleasing to the eye, but they fool the competition.

The armed branch of the Juarez Cartel that operates on the U.S.-Mexican Border is recruiting dozens of young, pretty women as deadly hitmen, according to a captured gunman employed by the organization.

“They are young, pretty and pleasing to the eye and they are better able to fool the competition,” says member of “La Linea,” Rogelio Amaya, before a camera owned by the Secretary of Federal Public Security Police in a clip circulated today.

This criminal band, whose characteristics are shown against its rivals, has deployed between 20 and 30 “Little Prettys”, aged between 18 and 30 years, with orders to kill, said Amaya.

Amaya was arrested last week with four other members of “La Linea” who are accused of killing two policemen in Cd. Juarez, the most violent city in Mexico.

These women, according to Amaya, have joined “Los Comandos” of La Linea to bring death to the henchmen of the Sinaloa Cartel in order to control Cd. Juarez, an important route of drugs, arms and money.

“The majority of them (the female hitmen) are adolescents,” said Amaya, in his recorded statement before the camera, a practice used by the SSP to take important statements from narcotraffickers.

Amaya said he does not know who recruits the women.

The women are just as deadly as the other members of this criminal band and they accompany other hitmen as they accomplish their deadly missions, according to Amaya, who is 27 years old.

The pretty murderers have already done several jobs and their work is equal to that of a man and they carry pistols and long guns, according to Amaya.

Hispanic immigrants have a more idealistic view of the USA

Miami (Notimex) – Hispanic immigrants have a more idealistic view of the United States than those Hispanics born there, according to a study released today.

The poll taken by Neilsen, Stanford University, Univision and the Associated Press, found that 77% of foreign born parents believe that their children will find good jobs compared to 31% of Hispanic parents born in the United States.

More foreign born parents believe that their children will have an easier time buying homes and raising families compared to the same question posed to parents born in the USA.

The poll discovered that a majority of Hispanics live in two worlds and prefer to preserve their ethnic identity than to adapt to life in the United States.

The economic crisis has had profound impact on the Hispanic segment of the population with six of every ten living in fear of losing their jobs, and not being able to pay bills or save for education.

These economic pressures are a serious barrier for Latinos who place great importance on education. Some 90% hope to enroll their children into a university but only 13% go on to graduation, according to official statistics.

The study underlines the importance Hispanics place on assimilation into society in the debate of the immigration law in Arizona.

Before the approval of SB-1070 on April 23rd, a full 40% of Hispanics thought learning English is important to integrate into society and after approval of SB-1070 that figure rose to 55%.

The poll was taken from 1500 people from the 11th of March to the 3rd of June by the National Research Center in the University of Chicago. Participants were Hispanic families selected by Neilsen. The margin of error is + or – 3.5 percentage points.

Hermosillo, Sonora – Only 300 applications have been taken for positions in the State Security Police (PEI) when around 500 vacancies exist in the entire state. “For this reason we are recruiting agents from other states in the Republic,” says Abel Murrieta Gutierrez, the State Attorney General.

Due to the lack of interest of Sonora residents because of the violence that exists, people from other states are being recruited into the State Police.

“It is necessary to maintain standards and ideals but it is not important where the recruits are from,” said the state official. “If the recruits pass the exams and are able to meet the requirements, that is what is important.”

“We require around 550 positions, but right now there are about 300 applications and those applicants have yet to pass the exams,” said Murrieta.

Mexico City –OEM – The President of Grupo Multisistemas de Seguridad Industrial, Alejandro Desfassiaux, stated that in Mexico, there exist three principal crimes: Robbery with violence (assault), kidnapping and narcotics trafficking.

Upon conducting a study of the subject, he is sure that Mexico has the highest number in the world of assaults and kidnappings. He established that of all the methods of robbery, 50% of them are by violence. He recorded some 8,000 kidnappings this year committed by armed groups under the command of drug cartels.

The study revealed that the states having the most assaults are Sinaloa, Chihuahua, Distrito Federal, San Luis Potosi, Nuevo Leon and Veracruz. This is counting the assaults taking place between April and June of this year.

Mexicali – A disturbed individual who, in Los Angeles, kidnapped a 13 year old mentally handicapped girl and took her to a hotel where, over several days, he imposed his passions upon her, was arrested here in Baja California.

He tried unsuccessfully to blend into the population unnoticed despite being huge and ugly.

The pervert was identified as Robert James Ruiz, 46 years old, who has a long criminal history such as trafficking in narcotics and attempted murder.

United States authorities had asked for his location and capture.

Yesterday, Agents of the State Preventive Police spotted him walking around without a shirt near the International Border and due to his physical stature and having a body covered with tattoos, there was no doubt about his identity.

International Co-coordinator, Alfredo Arenas Moreno, said that U.S. Marshalls had put out an attempt to locate on “Roberto James” and said it is known that he had fled to “La Baja”.

Arenas said that Ruiz had raped a minor in a depraved manner in a hotel room in an unspecified location in California.

Who will secure our families?

An editorial by Luz del Carmen Sosa of El Diario de Juarez.

A black bag contains the body of little Fernando. He is dead. He was strangled. In another part of the city, his brother Miguel Angel, 19, teeters between life and death. They were attacked in their own home while their mother was shopping.

Fernando and Miguel Angel are brothers of an Agent of the Investigative Police who had received threats and who rushed to give comfort to his wounded family.

“It is not just us; our families are at great risk because of our work. We cannot protect them. Who then protects them?” was the angry comment of a companion of the officer whose family was the object of the violent attack in Colonia Praderas del Sur.

So far this year, 10 state Policemen have been murdered in different parts of this city. The last one occurred this past Friday in the southern part of the city when agents responded to a car hijacking report.

“He was a child who couldn’t defend himself and they brutally murdered him,” said a nurse from Cruz Roja Salvacar to where the little four-year-old boy, Fernando, was transported. He was dead on arrival.

As of this writing, nobody knows the motive behind the murder of little Fernando and the wounding of his brother Miguel.

Editorial: Saving Monterrey

The second most important city in this country, the nerve center of national industry, is at the breaking point on the edge between civility and barbarism. If Monterrey falls, like Ciudad Juarez and Reynosa, the country will be on a path to doing so as well. What other diagnosis can be made when the jewel of the country's economy finds itself trapped between bullets; when it is so simple to kidnap officials like Edelmiro Cavasos, mayor of Santiago - a suburb of Monterrey - who was found dead yesterday? In less than two years, Monterrey went from occasional violence in the poor neighborhoods to narco-blockades throughout the city, grenades against the local media and kidnapping of public officials from their own homes.

Monterrey has been the principal point of exchange between Mexico and the United States, the pioneer of the country's industrialization, area of the largest businesses, focal point of political influence and pride for the wealth produced through its efforts. It is for this reason that the capital of Nueva Leon is for Mexico what New York is for the United States; Barcelona, for Spain; Milan, for Italy; Shanghai, for China. None of those countries could even consider the possibility of seeing those cities in the hands of organized crime, as much for the economic impact such a tragedy would represent as the symbolism it would generate: a virtual definitive defeat of the State.

Mexico City - President Felipe Calderón stated that the US has not made an important effort in reducing drug consumption and calls the US "irresponsible" for selling arms that end up in the hands of drug cartels. He urged that opinions, not only from Mexico but international, be aimed against US arms traffic. He considers that US arms traffic provokes conflicts in poor countries.

"Arizona law will continue to cause problems for migrants"

Morelia, Michoacán - “The famous SB 1070 law that was enacted in Arizona will continue causing problems for our migrants because there are police authorities that are not going to respect the restrictions that were made.

In fact, we hope that in other states they will not try to imitate such a law," said Zaira Mandujano Fernandez, the state's secretary of migrants.

She explained that, rather than returning home to Michoacan, the migrants made use of family ties and moved to other cities in the US to evade deportation.

She said that in Arizona there were around 15,000 migrants from Michoacán who "lived difficult times" when US police began to enforce the law. She continued, "But as I said before, they will continue to have problems because the police of that country are famous for violating the laws and the human rights of immigrants and there are many proofs of that."

Texas, US - Federal agents carried out a raid that led them to discover 39 presumed undocumenteds in a house in the city of Laredo, on the border with Mexico. The agents detained 24 men, 10 women and 5 minors, according to Nina Pruneda, spokesperson for the Immigration and Customs agency. Among those arrested were people from Mexico, Brazil, El Salvador, Honduras, Guatemala and India.
