I sincerely hope the animal who perpetrated this shooting is quickly found and just as quickly ventilated. By every single officer participating in the arrest dumping full clips into this animal. Turn it into hamburger, save the taxpayer some money.

Looks like there is a witness. A 2nd person is stopped in the street as the shooting occurs. Then walks to the left as the shooter runs away.
