ROCHESTER, N.Y. (WROC) — After more than five months of investigating, Attorney General Letitia James’ Office of Special Investigations (OSI) released its report on the death of 35-year-old Janet Jordan early Wednesday afternoon, determining that she was murdered by an off-duty RPD sergeant.

Jordan, a dispatcher for 911 in Rochester, was found dead inside a Wetmore Park residence on Monday, March 14. Later that day, the body of Rochester police officer Melvin Williams was found in Henrietta.

Williams, an RPD sergeant with 14 years of experience, was identified by authorities within days of the incident as a person of interest.

“Following a thorough and comprehensive investigation, including review of physical evidence, forensic evidence, and video surveillance footage,” OSI confirmed Williams murdered Jordan in her home before taking his own life a few hours later,” representatives stated.

According to the report, Jordan got home from her job at the Monroe County Public Safety Communication Department at around midnight that evening.

At around 2 a.m. security video shows a person moving a front-door surveillance camera mounted on the front door to face the house. The person then used a key to enter the home.

An hour later, Williams is seen leaving Jordan’s house, walking to his car parked behind a nearby pizzeria, and driving away. He stopped at his sister’s home on Woodbine Avenue, about two miles away from Jordan’s home. Williams was at his sister’s home from 3:18 a.m. until around 4:05 a.m.

Phone records obtained by the AG’s office show that between 4 a.m. and 5:30 a.m., Williams sent messages saying he was going to take his life to his family members, his wife, and another RPD officer.

At 7:15 that morning, footage shows Jordan’s husband arriving at home from his job at the Monroe County Jail. Records show he called 911 moments after entering.

At 9:18 a.m., New York State Police located Williams by pinging his phone, and found him dead in his car at Veterans Memorial Park in Henrietta.

City of Rochester releases file on officer named as person of interest in recent homicide

“Evidence suggested he had shot himself in the head with his RPD service weapon,” representatives with the AG’s office said. Williams’ service weapon, a Glock 21 .45 caliber handgun, was recovered along with his body.

The weapon used to kill Jordan, which took .22 caliber ammunition, was never recovered, although several .22 caliber casings were found in Williams’ home and car.

Jordan’s DNA was found on the sleeve of the jacket Williams was wearing when police found his body. Additionally, Williams’ DNA was found on the .22 caliber cartridge casings in Jordan’s home.

The medical examiner determined that Jordan died of gunshot wounds to the head, and deemed the incident a homicide. Williams’ death was deemed a suicide.

The relationship between Williams and Jordan was not determined in the report. The Attorney General’s Office believes Williams was acting alone, so they will not be pressing charges in the incident.

“OSI uncovered no evidence indicating that any other person was involved in the homicide,” representatives stated. “Therefore, there is no basis on which OSI could seek charges against any living person in this case.”

Rochester is not a small town but a large city so 24/7 there is more than one person working in the command central (911) so there are coworkers that would know if there was some relation going on between the two.

He turned the camera then went in. With a key. Nothing good about that. I can't find one single thing so far to say she was in some kind of relationship with him. Why would you sneak into someone's house at that hour of the morning? If he knew her all he had to do was knock for her to let him in.

Sounds like a long running affair came to end and the black guy didn't like it.
It probably was not the first time he used his key to enter while the husband was stuck inside the prison for his shift.
Women are doing this garden apparatus crap all the time.

You don't know that. He might have been an obsessed stalker. If it was a familiar key to him, it should have been on his key ring. It wasn't.

"Additionally, a key to the door at Jordan’s house was found in Williams’ pants pocket."

You don't know either.
How did he get a key? She gave it to him. Obsessed stalkers don't magically acquire the keys to someones home.
Maybe they were doing a good job keeping their affair secret. After all, he was a cop.

Hmmm........... or maybe he stole it, like I said earlier. He went there to kill her. He was married and had the gall to leave a message for his wife and others that he was going to kill himself. Nut bag. Just another filthy beast slouching his way to hell because he was a raving psycho. Don't blame that poor woman.

Maybe it was a regular thing, that he let himself in, after midnight, after her shift ended, while her husband was locked in a prison guarding inmates. Is it too hard to think they were having an affair? It was a crime of passion, and he was a basket case about it. She dumped him. He killed her. Then he killed himself because this affair was his whole purpose. And he realized how bad he screwed up and killed himself.

Even if true, getting dumped is no reason to kill somebody.

The missing murder weapon is odd. He turned the camera, he ditched the weapon, and then he owned up and killed himself. Sounds like he had a completely different plan when he went in there, and something derailed it.

You guys don't understand about obsessed stalkers. I do.

This guy was not just a sergeant, he was acting lieutenant, so he had lots of power. There was her DNA on his jacket sleeves, which means she was trying to get him off of her. She might have been asleep when he got in. He probably raped her, I don't know. But his DNA was on her too, somewhere..... they don't say.

I have some obsessed guy here in my new building. I had to report him. I'll let you know what happens.

Sorry, BS. Even flawed imperfect people can point out a psychopath when needed.
You are a rather disturbed person are you not??So you are saying that not only the Bible, but JESUS Himself is BS??

I know. He lives with his mother, and the people in the office told me they told her she could get booted along with him. He is supposed to come to a meeting. The mother wants him to leave; I'm sure the office people do too. I don't go out alone and I don't think he knows which apt I live in.

Now your framing of the crime and reactions to the legitimate possibilities I proposed make sense.

I'm sorry you have an obsessed guy, I hope you reported him to the police and not just your building people.

There's all kinds of rules forbidding any kind of sexual harassment; in fact they give you several sheets about it along with your lease. It's a NYS subsidized community and they won't stand for it. It's the law. They are following procedure.

You mean someone must be perfect before criticizing someone else? That's a high bar.
CHRIST was simply stating that we are ALL imperfect and SINNERS. In GOD'S eyes, sin of ANY kind is abhorrent. The sin of murder will send you to eternal damnation as well as the sin of stealing penny candy or taking GOD'S name in vain.

Accusing someone of adultery is a pretty broad brush application with the limited information we have. In JESUS' time in history, the sin of adultery, by a woman (but NOT by a man) was punished by stoning the woman in public. There was no penalty for a man.

But overall, the point is that the sin of adultery, is, in GOD'S eyes, the same as lying, stealing or any other sin. The point CHRIST was making is that we can be forgiven for ANYTHING.....
IF we ask GOD'S forgiveness and are truly sorry for what we have done and intend to not do that sin any more.....note what CHRIST says to the woman....."Go then, and sin no more."

But in post #16 you said,"I have some obsessed guy here in my new building. I had to report him. I'll let you know what happens."

Puzzling...

It's not puzzling. I reported him to the people in charge here first. If I have to get an order of protection or something I will, but that's just a piece of paper that in general isn't much good. As I said, I will see what happens after they meet with him.

Why are you not admonishing mzkitty for her accusation of the sergeant raping the deceased woman with the limited information available?

No one is giving a murderer the benefit of the doubt on this thread. Stop projecting your personal stuff.

I was not even paying attention to that, BUT if you MUST know......I hadn't gotten to that.

Some incidental info for you .....
relating to the times of CHRIST, if a man was accused of rape by a woman, her word was not considered valid in court. For a man who had raped a woman, say even a 12 girl, the woman's statements had to be validated by two MEN to be considered truthful. This is STILL true in parts of the Middle East.

I think when most women hear another woman called an adulteress, their basic response is visceral as a psychological memory of the treatment of women who are accused of adultery, even in our current world view. "Those women" are considered worthless, scum and not valued at all by society. Yet a man, "who gets around" is considered "cool" or "a charmer."

A man accused of rape has recently become considered by society as a "wrong-doer" and is addressed by CHRIST by His statement: "He who has looked at a woman with lust has done the same as having committed adultery" and advised "if thine eye causes you to sin (referring to lust) then pluck it out.....better to enter the kingdom of GOD, with one eye than having two eyes and being cast into hell fire.

Sorry, I can't type very fast on this silly little phone, much less type quotes from the Bible as fast as you can type out comments and be nasty......I am trying to be correct in my Bible quotes. I am NOT projecting my own issues, I was simply trying to help others understand Bible theology.......BW's remark that my quote from CHRIST JESUS was BS, struck a nerve and I was FAR more concerned with helping him understand that concept than ANY concern about who was "right" or "wrong" in this particular instance. What BW was saying was very serious; saying the Bible and JESUS were BS????? To be honest, my concern was for BW!!

Yes, you were. He was in there for an hour. What do you think he was doing, having a nice chat and a cup of tea?

Maybe he was begging her not to end the affair? Maybe she was begging and fighting with him to leave her alone and the affair was over?
