he's looking down at his notes and is definitely fading up there. I was listening on the radio on the way home from work and am looking at it now that I am home. As for Ukraine I heard him say something along the lines of "well if it is just a LITTLE incursion we'll do this but if it's the full power of the russians we'll do something else" I think he just gave vlad the green light
