Biden Signs Executive Order To Begin Testing COVID-19 Vaccine Passports

Newly installed American President Joe Biden signed an executive order on Thursday imposing new travel restrictions and also begin testing the feasibility of COVID-19 vaccine passports.
In remarks delivered by President Biden on his administration’s COVID-19 response and other presidential actions, he said:

“In addition to wearing a mask, everyone flying to the United States from another country will need to test before they get on that plane, before they depart. And quarantine when they arrive in America.”
The executive order mandates masks in airports, and on most forms of public transportation, including commercial aircraft, trains, ferries, and intercity bus services.

The order states that international travelers shall be “required to produce proof of a recent negative COVID-19 test prior to entry,” and comply with recommendations from the Centers for Disease Control (CDC), including “periods of self-quarantine or self-isolation after entry into the United States.”
The directive orders his administration to work with foreign governments, the World Health Organization, and other international “stakeholders” to impose consistent international restrictions in several aspects, including “quarantine, testing, COVID-19 vaccination, follow-up testing and symptom-monitoring, environmental decontamination standards … and contact tracing.”
The Executive Order on Promoting COVID-19 Safety in Domestic and International Travel directs his administration to evaluate the possibility of including COVID-19 vaccinations as requirements for international travel, that is, developing vaccine passports without which you won’t be able to travel.
International Certificates of Vaccination or Prophylaxis. Consistent with applicable law, the Secretary of State, the Secretary of HHS, and the Secretary of Homeland Security (including through the Administrator of the TSA), in coordination with any relevant international organizations, shall assess the feasibility of linking COVID-19 vaccination to International Certificates of Vaccination or Prophylaxis (ICVP) and producing electronic versions of ICVPs.
Such vaccine passports and apps are being funded and developed by the same Pharma companies manufacturing the vaccines.

It's only a matter of time here in US. We may be protected by HIPAA laws right now, but we have an illegitimate government that's actively working to take away our right to bear arms (only took them 2 months!). Before long we'll hear "I have a right to know your health info because you don't have a right to make me sick!" and "Europe does it and looks down on us!" as the talking points to repeal HIPAA laws and make all our PHI public.

The first step is the 2nd amendment. Once that's gone, it's all over.

Starting Friday, New Yorkers will be able to pull up a code on their cell phone or a printout to prove they've been vaccinated against COVID-19 or recently tested negative for the virus that causes it.

The first-in-the-nation certification, called the Excelsior Pass, will be useful first at large-scale venues like Madison Square Garden, but next week will be accepted at dozens of event, arts and entertainment venues statewide. It already enables people to increase the size of a wedding party, or other catered event.

The app, championed by Gov. Andrew Cuomo to support the recovery of industries most affected by the pandemic, is funded by the state and available for free to businesses and anyone with vaccination records or test results in New York.

Like an airline boarding pass, people will be able to prove their health status with a digital QR code – or "quick response" machine-readable label. They'll need to download the Excelsior Pass app, enter their name, date of birth, zip code and answer a series of personal questions to confirm their identity. The data will come from the state's vaccine registry and also will be linked to testing data from a number of pre-approved testing companies.

The New York system, built on IBM's digital health pass platform, is provided via blockchain technology, so neither IBM nor any business will have access to private medical information. An entertainment venue will simply scan the QR codeand get a green check or a red X.

The new pass is part of a growing but disjointed effort to provide vaccine "passports" or certifications, so people won't have to hang onto a dog-eared piece of paper, worry about privacy issues or forgeries, or fork over extra cash to prove they're not contagious.

In addition to IBM, open-source computer experts, who provide code anyone can use for free, have been developing such systems, as have retailers like Walmart, which is also offering digital proof of vaccination to anyone who gets a shot in one of its pharmacies.

The biggest challenge will be linking these systems together, so people won't need different apps for every venue or use.

Open-source computer advocates already have been collaborating to "figure out how to piece together the different pieces of the puzzle," said Brian Behlendorf, executive director of Linux Foundation of Public Health, an industry-driven consortium that builds open-source software.

"It's really the nerds getting together in kind of a nerd U.N. to piece this all together," he said.

New York hasn't worked out those connectivity issues yet, but hopes to eventually, as well as linking tickets to the Excelsior Pass, so people going to an event at Madison Square Garden, for example, will be able to link their admission and health passes, rather than fumbling with multiple apps.

Another hurdle will be finding a consistent set of standards, so what counts as an acceptable test or vaccine in one state or country will count in another.

There are at least two competing sets of standards being developed globally to allow secure access to information about vaccination status, particularly for international travel.

Hawaii could soon reveal its vaccination passport travel plan while the U.S. may also decide on a national vaccine passport. That according to multiple sources. The federal government has been tasked to “assess the feasibility” of doing so. Challenges still exist that make this complicated for Hawaii travel due to security issues at various levels and accessibility.


In today’s update, there are many changes. These include progress and issues that have arisen with both the proposed digital passports and with the paper vaccination certificates, the federal government’s role in vaccination travel, and the state’s contingency planning with and without passports.


What is holding up vaccination passport travel now?


On the one hand, Lt. Governor Josh Green still wants to see a Hawaii vaccination passport no later than May. Others, including the head of the Hawaii Emergency Management Agency, are concerned about successfully bringing this to fruition by that time. Green was quoted as saying he also believes that the program “will be nationwide.”


This remains a most requested component of Hawaii travel planning now. Visitors and residents are anxious to travel more freely and without all of the current encumbrances, including strict testing and vaccines, hold the hope of that happening. We believe that the current COVID travel rules will remain in effect for those who choose not to be vaccinated.


Hawaii officials haven’t yet fully agreed on all the details, but the state has said that vaccinations will only be an option, not a requirement. That means that testing and quarantine are likely to remain the other options for the foreseeable future.


Sticking points include vaccination verification with the VAMS system.


Hawaii uploads the vaccination details, name, and birthdate for each person into the national Vaccine Administration Management System (VAMS). Green said, however, that the system “will be helpful nationally.” What isn’t clear is whether every state will use it and what happens for Hawaii visitors arriving from states that may not participate. Hawaii Emergency Management Head Kenneth Hara said this might not be bulletproof, and names may be inconsistent with identification, for example.


How handwritten vaccination cards get into this system is also not clear. But Lt. Gov. Green, who admits there are issues still to address, still believes this will work.


As a fallback, Green said that if the technology associated with vaccination passports isn’t ready for primetime, the physical vaccination cards may still be what is required for Hawaii. On the other hand, Hara is concerned that it may be possible to create counterfeit physical immunization cards.

1. Essential workers who have been vaccinated will be allowed to travel without other conditions first. That could be announced at any time, and his suggestion is it will be quite soon.


2. Interisland travel will follow, and here too, it is expected soon if the Lt. Governor gets what he wants from the Governor. He said that should happen by April, which is just next week.


3. Mainland travel will be last, and on that front, Green now says he would like to see that come to fruition in May.


Green and Governor Ige have both stated that Hawaii is awaiting CDC guidance to confirm that those who have been vaccinated are not potential carriers.

Hawaii has been working with companies in the vaccination passport marketplace for whenever vaccine passport travel becomes feasible. Hawaii is all but certain to implement CommonPass from the choice of three best-known providers of vaccination verification that also includes Verifly and IATA Travel Pass.


What happens to the state’s current Safe Travels programs, and whether it will somehow work in concert with a new vaccination passport, isn’t known. Hawaii established Safe Travel to track test results digitally rather than vaccinations. It is considered more secure than paper results, although it is clearly not the long-term solution provided by CommonPass.

If there is to be a passport to travel it should be based on a negative test. Vaccination means nothing. Of course the pcr test is flawed , cycles greater than 35 yield 80% false positives. Additionally does not differentiate between active/ina tive virus.

This is an important read about what a highly qualified doctor thinks might be going on with the vaccines. Here are a couple of quotes from the short article. He is not saying that they are trying to kill us off. But he is saying that:

“It’s my considered view that it is entirely possible that this will be used for massive-scale depopulation.”


He is calling it a leaky vaccine because it only lessens symptoms in the vaccinated, but does not stop transmission; it therefore allows the spread of what then becomes a more deadly virus.

"So how a leaky vax is utilized is intention-driven, that is, it is possible that the intent can be to cause great harm to the unvaccinated."

"Stronger strains usually would not propagate through a population because they kill the host too rapidly, but if the vaccinated experience only less-serious disease, then they spread these strains to the unvaccinated who contract serious disease and die."

“The good news is that there are multiple choices available: hydroxychloroquine, ivermectin, budesonide (inhaled steroid used in asthmatics), and of course oral Vitamin D, zinc, azithromycin etc. These reduce the severity to such an extent that this virus did not need to become a public health crisis.”

Reminds me of a combination of the Mark and the DNC's no fly enemies lists.

Similar to the first rumored idea of an enemies list from the Clinton Administration. The Red, Blue and Green Enemies List. At the time they didn't have the tech for it to be as thoroughly digitally connected as things have become and are headed toward in the near future.

The trace tracking system resembles the one being used in China, where a mandatory app gives each user a "health status" (score) —green, yellow, or red.

If everyone would just say no to vaccine passports, the private sector would all of a sudden decide that these passports were a bad idea because they would have no business.
