Do away with the requirement to produce "boutique blends" of gasoline, and this issue goes away as if by magic.

Most have to shut down to clean there processors before changing blends. Actually it's one of those dirty jobs and takes two to six weeks.

This is true. I just finished working through a two week 'shutdown'. It's done every six months or so. The last one was in October.

Why BushCorp still allows this is beyond me.

A simple Executive Order would make it all go away and save us all a -ton- of money.
