Russia moves to ban adoption for foreign gay couples

Russian lawmakers on Tuesday backed a bill which would place tough restrictions on adoption to countries where same-sex marriages are legal, following France's vote last month allowing such unions.

The bill could ban people in over a dozen countries from adopting Russian orphans even if they are single, according to an amendment that passed in the key second reading in the Duma lower house of parliament with an overwhelming vote of 443 to none.

It is likely to be swiftly passed in the third reading and the upper house Federation Council. President Vladimir Putin has already vowed to sign it into law.

The restriction would follow the approval last year of an adoption ban for citizens of the United States despite massive protests and petitions by thousands of people against the legislation.

The new amendments to Russia's family code say those to be banned from adoption include "persons in a marriage union between people of the same sex registered in a state where such a union is allowed, as well as citizens of such states that are not married".

"Adoption of this bill de-facto eliminates the chance for foreign persons of so-called non-traditional sexual orientation to adopt Russian children," one of the bill's authors Yelena Mizulina said in televised remarks ahead of the vote.

The wording implies that couples in a heterosexual marriage would still be allowed to adopt Russian children. But single people would be banned, regardless of their sexual orientation.

"A child should have a mother and a father, a child in a family has an idea of what the world is about," said Duma deputy speaker Sergei Zheleznyak.

"If a child ends up with a homosexual couple it could of course cause severe damage and the child ends up with a distorted perception of reality," he said.

Same sex marriages are currently legal in 14 countries, including Canada, Belgium, Spain, Norway, Sweden, with France being the latest addition to the list.

The Russian amendment was added to a broader bill passed in an initial reading in April that aimed to encourage adoption by Russian families.

It followed the law that went into effect in January, which banned adoptions to the United States, a country that adopted hundreds of children from Russia every year.

Russia has in recent months unleashed a campaign defending "traditional values" and the Duma last week passed a controversial bill that imposes jail terms on people seen as promoting homosexual "propaganda".

A poll by independent Levada Centre in April showed that 39 percent of Russians believe that gays and lesbians should have the same rights as heterosexuals, while 47 percent disagreed.

This represented a more conservative trend than a poll from 2005 where figures showed 51 percent for and 35 percent against.

Forty-five percent meanwhile said they believe people become homosexual "because of seduction or of their own licentiousness".

Critics of the "gay propaganda" bill have said that it is likely to stigmatise Russia's homosexual community even further and give a rise to homophobia and hate crimes.

The bill, which has not yet been signed by Putin into law, would make it an offence to say that gay relationships are equal to heterosexual ones.

I'm beginning to wonder if I could get some Russians to adopt ME...

Ditto. Or I'd take a Romanian teen for a few years who was willing to help with the chores. I'd provide meals and help with homework . . . the young American work ethic has gone down the tubes . . . (generalization! I know there are exceptions)

They used to have this thing they put on the roof. Often it was in the form of a rooster or an arrow. A flat piece of metal that would turn in the wind and show which way the wind was blowing.
It was a decoration really, they called it a weather vane, it dint really tell what the weather was, only which direction the wind was blowing, and any dam fool can stand look out side and see what the weather is.
This story is like that it is a weather vane any dam fool can look outside and see what the weather is. Here we have a rooster pointing out what should be obvious.

And even Assad in Syria pretty much allowed the Coptic churches to do their thing. While we are arming the rebels in the name of 'democracy' who are mostly Islamic militants and we know what they think of those outside of the Muslim religion.

Never thought I'd think this but I wonder if I could immigrate to Russia?

I've stated this before but if Russia really wanted to take the US down, they could do it and not have to buy one aircraft carrier, nuke, or an army of tanks. All they have to do is create some sort of 'Special Economic Zone' for overtaxed, over-regulated, and persecuted white Christians in America. In essence, a 'Hong Kong' just for white Christian Americans. Build some infrastructure, schools, allow a type of citizenship & passport, Gun rights(I wouldn't go unless I could have guns. Let's face it Russia has a problem with mass murders), and some Americans could go, some Americans would go. And Russia would reap a huge windfall, not to mention solve their demographic problems. The US OTOH, would see a huge decline in tax revenue as a substantial portion of the tax base that actually pays taxes bails for greener pastures. Debt would increase and the US wouldn't be able to finance Obama's Welfare State.

It's also interesting to note that the people who once pushed Homosexuality eg the Soviets via Cultural Marxism are the one's banning it now that they've lived through(barely) the consequences of political, economic, and cultural Communism.

Don't let any of this fool you. We have a good family at church that just got turned away from adopting a Russian teen even after jumping through their hoops for 2 years. The reality is that Russia is a horrible place to live if you want any kind of freedom. Their young people are turned out into the street at 14 and 15 from the orphanages to make their own way in the world. This often entails prostitution and drugs for both the boys and the girls. And kids get taken from their parents or abandoned and dumped in orphanages quite often.

The real problem is that Russia is seeing their future bled away. The "good" teens are being adopted out of Russia leaving the permanently disabled, the drug addicted/alcohol addicted, the gang members, etc. There is also a rising problem of infertility in Russia because for so many years the birth control of choice was abortion. Many women of child-bearing age in Russia have had more than one abortion and infertility, miscarriage, etc. has become a potential disaster for the future population of the country.
