Syria

• Activists reports fresh fierce clashes between the Free Syrian Army and government troops in Damascus after Sunday saw what residents said were the worst clashes to hit the capital so far. Rebels from the Free Syrian Army seem to be creeping ever closer to the centre of Damascus, the BBC reports. Activists said on Sunday that the Syrian army had closed down the road to the airport and was trying to surround fighters in southern neighbourhoods such as al-Tadamon and Hajar al-Aswad in an attempt to crush unrest inside Damascus.

• The UN and Arab League envoy, Kofi Annan, will meet the Russian president Vladimir Putin and Russia's foreign minister in Moscow today as he seeks to break the diplomatic deadlock on Syria. Western countries are pushing for a chapter 7 UN security council resolution, which could pave the way for the use of force. Russia has said it will not support such a resolution.

• The International Committee of the Red Cross says Syria is now in a state of civil war. The ICRC is considered to be a guardian of the Geneva convention, which prescribes the rules of warfare. The declaration signals that the Geneva-based organisation regards all civilians and detainees as protected under international law. Therefore it could help lay the ground for war crimes prosecutions.

• The Syrian government has denied Sunday that it used tanks and helicopters to attack the village of Tremseh in Hama province on Thursday. Activists reported mass killings in the village, but foreign ministry spokesman Jihad Makdissi said only two civilians and 37 armed individuals were killed in what Damascus said was a defensive operation. He denied the army had used tanks, helicopters and heavy weapons to target the town.
Egypt

• Egypt's top military official stepped up his feud with the Muslim Brotherhood on Sunday, saying the army would prevent Egypt from falling to a "certain group," the New York Times reports, citing the state news agency. The remarks by the official, Field Marshal Mohamed Hussein Tantawi, did not mention the Brotherhood by name but were widely seen as a reference to the group and to Mohamed Morsi, Egypt's newly elected president and a former Brotherhood leader. And they came just hours after Secretary of State Hillary Rodham Clinton met with the field marshal in Cairo in an effort to prod Egypt's military to hand its power to civilians.

• Egypt's political upheaval will be the focus of discussions when Clinton visits Israel today, Reuters reports. "At the top of it (her agenda) will be her impressions and assessment of the last two days that she spent in Egypt," a senior US official told reporters on condition of anonymity. "She is bringing a very calming message," Danny Ayalon, the Israeli deputy foreign minister, told Israel Radio. "By their (the US) reckoning as well, Egypt's agenda, and certainly President Morsi's agenda, will be a domestic agenda."

• Libya's Olympic committee president was taken from his car by gunmen in Tripoli on Sunday and his whereabouts are unknown, colleagues said. Nabil Elalem was in his car with a colleague when two vehicles carrying men in military-style clothing blocked them off, another colleague, Arafat Jwan, said.

"Midan" (sp?) area of Damascus expeniencing heaviest fighting---shelling and some gunfire. People hiding in homes. Was area where formerly there were many anti-regime demonstrations. She said Midan is "the heart of Damascus".

She says Assads security forces are the ones fighting and "shooting indiscriminately" at civilians,even though supposedly the security forces' role is supposed to be to protect the civil population.

"Damascus looks like an occupied city. There are checkpoints everywhere. People are not allowed to enter Damascus, especially from the suburbs. People are intimidated, don't feel safe to move from one area to another of Damascus. Employees asked to go back home because it's not safe to work any more. Businesses closed.

Another rebel representative speaking with Al Jazeera said the rebels now have "control over some areas" of Damascus.

When asked how it started--who initiated---she said if you ask the govt. they will say the "rebels started it", but if you ask the rebels they will say the govt. "security forces" started it.

Free Syrian Army preparing for “final battle” for Damascus

Beirut, Asharq Al-Awsat – In light of the noticeable development in the Free Syrian Army [FSA]’s military operations, not to mention the escalated pace of defections from the regular army’s forces, the FSA has announced that it is gearing up to take the fight to the al-Assad regime in Damascus. Speaking exclusively to Asharq Al-Awsat, FSA commander Colonel Riad al-Asaad revealed that “preparations for the battle of Damascus are underway and are in full swing, particularly as this operation – which will be the final and decisive confrontation with the regime – requires special preparations and arrangements”. He added “this has led to the battle being postponed so far; however once it starts it will be resolved quickly, within a matter of weeks.”

The FSA commander also stressed that “with regards to today, you could say that the situation has changed. We are now able to take decisions at the right time, after the FSA seized weapons at depots affiliated to the regime, in addition to those present in the border regions.” However al-Asaad denied that the FSA had been given surface-to-air missiles enabling them to bring down regime helicopters.

Colonel al-Asaad refused to explicitly confirm or deny whether the FSA is currently present in Damascus, informing Asharq Al-Awsat that “our presence can be ascertained by the operations we carry out, in Damascus and the surrounding area, and a number of such operations were carried out in different locations across the capital, not far from the presidential palace.”

As for the importance of the battle reaching Damascus, and indeed the presidential palace where al-Assad is staying, Colonel al-Asaad told Asharq Al-Awsat “the presidential palace will not decide the battle, rather what is important is capturing the military units that surround the palace, including the Fourth Armored Division and the Republican Guards” He added “initiating the battle in Damascus will have a positive impact on the pace of defections from the al-Assad regime, particularly amongst its leadership, after everybody becomes aware that the regime is facing its end.”

The FSA commander also claimed that the Syrian regime has issued commands “claiming that all Sunni officers are part of a sleeper cell and ordering their deaths”, adding “this is after more than 3,000 officers were arrested.”

For his part, Syrian National Council [SNC] member Bashar al-Haraki told Asharq Al-Awsat that the decisive battle for Damascus is fast approaching. He said “the FSA has been preparing for this battle for some time now, and the best example of this can be seen in the military operations that have taken place in the capital, in addition to the FSA’s presence in Damascus and the surrounding areas.”

Al-Haraki added that “the FSA’s previous capabilities did not allow for it to initiate the battle for Damascus, but today – following the development of its operations, its targeting of sites in Damascus, and its acquisition of more weapons – we can say that the FSA is ready for this battle.”

He also stressed that “the situation is approaching the end game and there is no need to wait for countries to fulfill their pledges to arm the FSA, as the FSA is prepared to fight the battle now.” He added “the regime’s forces that are stationed throughout the country are exhausted and fragmented, and this has forced even those surrounding the presidential palace to be deployed in operations outside of Damascus, not to mention the escalating pace of defections across the entire military spectrum and including senior officers.”

It is worth noting that the military battles between the FSA and the al-Assad regime’s forces have escalated significantly over the past two weeks, with confrontations taking place within the Syrian capital itself. The Syrian Observatory for Human Rights revealed that violent clashes broke out in the Damascus districts of Qaboun, Qudsaya and Dummar last week between the FSA and Republican Guards, just 8 km from Umayyad Square in the center of the city. Security in Damascus has been significantly tightened, particularly around government headquarters and the presidential palace.

Media reports also claimed that the Syrian opposition is preparing to assault Damascus with the objective of confronting and toppling the al-Assad regime. Reports claim that the FSA is preparing to besiege the Syrian capital with a total of 30,000 troops. One source told the media that meetings were being held in Turkey between the FSA leadership and Arab and western military and intelligence apparatuses to discuss the logistics and details with regards to taking the battle to the heart of Damascus.

Violence rages in Damascus

Syrian troops and rebels have clashed inside Damascus for a second day in some of the worst violence in the tightly controlled capital since the country's crisis began 16 months ago.

The fighting on Monday briefly closed the highway linking the capital with Damascus International Airport to the city's south and plumes of black smoke drifted over the city's skyline.

"Mortar shelling resumed in the early morning," the Local Coordination Committees (LCC), a grass roots network of activists, said. Reuters news agency said the crackle of small arms fire echoed through the streets of the city.

Troops backed by armoured vehicles were said to have advanced through the city centre, driving out rebels who
had secured a foothold within striking distance of major state installations.


In-depth coverage of escalating violence across Syria
The military offensive on Monday reportedly continued to batter several neighbourhoods in the capital, including Midan, Tadamon, Kfar Souseh, Nahr Aisha and Sidi Qadad.

The LCC added that government troops and fighters of the Free Syrian Army also clashed in the western Damascus district of Kfar Souseh.

"I did not sleep all night," a resident of nearby Jaramana told the AFP news agency. "It was a real war zone."

The town of Qatana, 20km away from the capital, was also shelled on Monday. Elsewhere, government troops shelled the besieged Homs districts of Khaldiyeh, Jourat al-Shiah and Qarabees.

To the north, government forces raided the central city of Hama, scene of fierce clashes and a series of loud blasts, the Britain-based Syrian Observatory for Human Rights reported on Monday.

West using 'blackmail'

Meanwhile, Russia has said it would block moves at the UN Security Council to extend a UN monitoring mission in Syria if Western powers did not stop resorting to "blackmail" by threatening sanctions against Damascus.

Sergei Lavrov, Russian foreign minister, staked out a tough position on Monday before talks in Moscow with UN envoy Kofi Annan, dismissing international pressure on Russia and China to stop propping up Syrian President Bashar al-Assad.

His comments are likely to dim Western diplomats' hopes that Moscow is trying to find a face-saving way to drop its support for Assad and accept that he should have no role in a transition.

"To our great regret, we are seeing elements of blackmail," Lavrov told a news conference before Annan started a two-day
visit that will include talks on Tuesday with President Vladimir Putin. "This is a counter-productive and a dangerous approach."

Rami Khouri, director of the Esam Fares Institute at the American University of Beirut, told Al Jazeera that the Russian position is less about supporting Assad and more about "saving face".

"The Russians are a big world power. Lives, money, alliances, respect, stature - all of these are negotiable to them, as they are to the Americans," said Khouri.

"The Russians are caught in a bind because they've taken a stand on Syria which is not really about saving the Assad regime, but rather saving face for the Russians, and generating international respect for the Russian government."

Meanwhile, Morocco has asked Syria's ambassador to Rabat to leave the country, prompting Damascus to ask Rabat's envoy to leave.

'Civil war'

As the attacks on residential areas in Damascus continued, the International Committee of the Red Cross has said it now considers the Syrian conflict a civil war.

The Geneva-based group's assessment could have implications for prosecutions for war crimes and means that international humanitarian law applies throughout the country, though it will have little effect on the ground. Also known as the rules of war, humanitarian law grants all parties in a conflict the right to use appropriate force to achieve their aims.

Previously, the Red Cross committee had restricted its assessment of the scope of the conflict to the hotspots of Idlib, Homs and Hama. But Hassan said the organisation concluded that the violence was widening.



Josh Lockman, an international law professor at the University of Southern California, said the assessment does not make any significant difference on the ground, but is "of tremendous significance for the long term".

"With this application of international humanitarian law to the conflict, key government officials could be held responsible for both massacres against civilians and also for the treatment of captured combatants, in this case rebel fighters, to the degree they're abused, harmed or killed," he told Al Jazeera.

Although the armed uprising in Syria began more than a year ago, the committee had hesitated to call it a civil war - though others, including United Nations officials, have done so.

That is because the rules of war override and to some extent suspend the laws that apply in peacetime, including the universal right to life, right to free speech and right to peaceful assembly.

Kataeb warns against Syria’s increasing violations against Lebanon

The Kataeb Party on Monday warned against “the determination of the Syrian regime… to [intensify] its violations of Lebanese sovereignty by shelling [to additional Lebanese areas].”

The statement issued following the party’s weekly meeting also said that the state budget approved by the cabinet was issued long after the constitutional deadline, and that it was just an operational budget that did not include controversial clauses.

It also called on Prime Minister Najib Mikati and Finance Minister Mohammad Safadi to deal transparently with the state’s resources and spending.

The statement commended the premier’s step to transfer Lebanon’s share of funding for the Special Tribunal for Lebanon, but expressed its reservation over the manner of the funding.

Last week, Mikati said that the cabinet approved the 2012 state budget draft law, while the clause for funding the STL was not included in the budget.

The premier also said that Lebanon’s share of the STL funding was paid in the same manner as last year.

In 2011, Mikati reportedly ordered the transfer of funds to the STL from the Higher Relief Commission and not from the Justice Ministry after March 8 parties, which dominate Mikati’s government, opposed the continued funding of the tribunal.

Syria unrest: Second day of fierce Damascus clashes


Unverified amateur footage shows shelling and gunfire in Damascus

Armoured personnel carriers have been deployed in areas of Damascus, Syrian activists say, with clashes spreading on a second day of fighting.

The activists said troops backed by armoured vehicles had entered the Midan district to try to dislodge rebels.

Witnesses say this appears to be the biggest military deployment in the capital in the 16-month uprising.

Meanwhile, Russia said Western attempts to get Moscow to discuss sanctions contained "elements of blackmail".

'Our turn now'

Activists said armoured troop carriers had taken up positions on the main roads in Midan, which is a mainly Sunni district.

Damascus is witnessing its most serious fighting since the uprising began 16 months ago. But it's still hard to tell whether this means the battle for control of the capital has begun in earnest.

In recent weeks, the government has again been focusing on clearing rebel fighters from the defiant outlying suburbs, so some of the dissidents have been moving closer towards the city centre.

So this could end up being another such clearing operation. Certainly the main bastions of power have yet to come under direct assault.

But the street battles that began on Sunday in Tadhamon and spread to Midan and elsewhere, have given many of the capital's residents their first real taste of what much of the rest of the country has been going through for months.

The Syrian Observatory for Human Rights said armour had not previously been deployed in Midan.

Its director, Rami Abdel Rahman, told Agence France-Presse: "Before, the security forces were deployed to suppress protests. Now, we have army troops engaged in combat."

He added: "[It has] never been this intense."

One resident, who lives in the south of the city, told the BBC's Newshour there was a lot of tension, with people scared and nervous, and it was becoming difficult to travel.

He said: "It's mainly in the southern parts of the city which are effectively besieged at the moment. There were very few people on the streets, just totally different from how the city is normally.

"The feeling, among people around me, is that it's our turn now. We are really feeling this. That this is the final fight, building up to who wins control of the regime."

One activist told AFP the army was trying to storm Midan from two sides, adding: "There are many injured and some killed. We need blood donations."

Another Syria activist, Mustafa Osso, told Associated Press the main road to Damascus International Airport in the south had briefly been closed.

Sergei Lavrov: "I believe this is counterproductive and quite a dangerous approach"

Two days of fighting have also seen clashes in the Tadhamon, Jobar and Kfar Sousa districts.

A spokesman for the rebel Free Syrian Army, Ahmed al-Khatib, told AFP: "Midan and Tadhamon are out of the army's control. The army... are shelling from the outside, and clashes on the edges of the neighbourhoods continue."

Video footage on social media websites purported to show fighting in Kfar Sousa and Midan, with black smoke and the sound of gunfire.

It also showed a vehicle ablaze that activists said had been carrying pro-government shabiha militiamen.

However, the footage cannot be verified. News reports from Syria are difficult to confirm as it severely restricts journalists' freedom of movement.

The pro-government al-Watan newspaper said "terrorist groups" were seeking to launch "the great battle" for the capital, but in its headline it said: "You will never get Damascus."

'Elements of blackmail'

Meanwhile diplomatic moves are continuing ahead of Friday, the deadline for the end of the UN observer mission's mandate in Syria.

There have been mixed signals from Moscow in recent weeks, with some suggestions that Russia's support for the Syrian government may be waning.

Today, though, Sergei Lavrov dispelled the rumours. Just a few minutes into his press conference, it became obvious that Moscow's position hadn't changed an inch. Russia refuses to lay the principal blame for the violence on President Assad; it is up to both sides in the conflict to stop fighting and start negotiating.

The Russians are clearly fed up of Western criticism that Moscow could - but won't - push President Assad from power. The message from Mr Lavrov: it's "unrealistic" to expect Russia to do that, because there are still many Syrians who support President Assad.

And when Russia's foreign minister accused the West of trying to "blackmail" Russia into supporting a tougher UN Security Council Resolution, he revealed the chasm between East and West over Syria. Judging from Mr Lavrov's words, Kofi Annan will struggle to persuade Moscow to adopt a tougher tone with Damascus.

Russian Foreign Minister Sergei Lavrov said the West had threatened to end the mission if Moscow opposed its draft resolution, which threatens more sanctions.

Mr Lavrov said the attempts contained "elements of blackmail".

Moscow has circulated its own draft resolution calling for the extension of the mandate but without a threat of sanctions.

Russia has strong ties with Syria and has vetoed foreign intervention calls.

It was "not right" to say that pressure should only be brought on the government of President Bashar al-Assad and not the opposition to end the conflict, Mr Lavrov said.

"We do not support Assad," he said. "We support what has been agreed by all sides."

He said it was unrealistic to expect Russia to persuade Mr Assad to step down.

UN and Arab League special envoy for Syria Kofi Annan arrived in Moscow on Monday for meetings with Mr Lavrov and Russian President Vladimir Putin.

Mr Annan is expected to urge Russia to put more pressure on Syria's leaders to begin a political transition.

UN Secretary General Ban Ki-moon is also expected to raise the Syrian issue with Chinese leaders when he arrives in Beijing for a China-Africa summit. China has joined Russia in vetoing several Western-backed UN draft resolutions.

Separately Morocco has become the latest of many countries in the region and around the world to expel its Syrian ambassador.

The country's foreign ministry said in a statement that Nabih Ismail had been declared persona non grata. Shortly afterwards Syria expelled Morocco's ambassador in Damascus.

Some 16,000 people are thought to have been killed since the uprising against Mr Assad's regime began in March 2011.

Rami Khouri, director of the Esam Fares Institute at the American University of Beirut, told Al Jazeera that the Russian position is less about supporting Assad and more about "saving face".

"The Russians are a big world power. Lives, money, alliances, respect, stature - all of these are negotiable to them, as they are to the Americans," said Khouri.

"The Russians are caught in a bind because they've taken a stand on Syria which is not really about saving the Assad regime, but rather saving face for the Russians, and generating international respect for the Russian government."

And about keeping control of its only base on the Mediterranean, at Tartus....
