    These days, the American THAAD (Terminal High Altitude Area Defense) missile defense system – the US equivalent of the IAF "Arrow" – is being deployed in Israel by the USEUCOM (United States European Command), according to the United States Secretary of Defense's instructions. This marks the first arrival of a battery of this sort to Israel and the Middle East, and its deployment is a part of a process meant to make the battery operational in Israel.

    "The deployment is meant to improve our readiness for the day when we are called to operate together in combat", explained Brig. Gen. Ran Kochav, Commander of the IAF Air Defense Division.

    Operating Together
    The American battery – reminiscent in its capabilities of the "Arrow 2" weapon system, and considered one of the most advanced of its kind – is an anti-ballistic missile defense system. "The American battery brings additional capabilities and increases the scope of our interception abilities", emphasized Brig. Gen. Kochav. "We decide which system we utilize for interception according to the threat at hand. Additional weapon systems open up our range of options".

    The American weapon system will operate in synchronization with the Israeli systems deployed across Israel. It joins the IAF's air defense capabilities in operating against long-range ballistic missiles. "We have a mutual operation network. Everybody works according to one Israeli-American protocol and we all share an aerial overview", explained Brig. Gen. Kochav. "However, it's important to note that it's the Israeli forces who are in control of the interceptions. Our state is sovereign and so we are responsible for protecting its skies – the Americans provide us with a helping hand".

    A Sequence of Cooperation
    The deployment is of strategic, operational and professional importance. "We need to make the most of the Americans' time in Israel and utilize it for mutual learning, cooperative training and improvement of our fitness", said Brig. Gen. Kochav. "Anyone who's involved in the mission is deeply invested, seeing as they realize the importance of an optimal, professional integration and a tight cooperation".

    The deployment is part of a long sequence of cooperative exercises and scenarios performed by the IAF and the US Forces. Just several weeks ago, the "Juniper Falcon" exercise – the largest IDF/US Military directorate exercise to date – was held. The exercise saw IAF Air Defense Division combatants operate alongside forces from the USEUCOM (United States European Command) and drill the arrival of the forces to Israel. The latest exercise as well as the current deployment both emphasize the continuous strategic cooperation between the countries.

    Iran’s ‘road to the sea’ exposed on Golan- analysis
    Hezbollah’s role in Syria is part of larger network of Iranian-backed groups seeking to threaten Israel and to create a corridor of Iranian influence across Iraq and Syria.

    The threat posed by Hezbollah and Ali Musa Daqduq, a senior operative in Hezbollah, was unmasked by Israel on Wednesday.

    Daqduq was responsible for the “abduction and execution of five American servicemen in Iraq in 2007,” the IDF said. The role of Hezbollah members in neighboring states is an illustration of how groups allied with Iran are continuing to build a web linking Tehran to Beirut via a “road to the sea” that transits Iraq and Syria.

    According to the IDF, the role of Daqduq includes establishing terror cells in Iraq to fight the US in 2006, stints training in Lebanon in 2013-2018 and now putting down roots in Syria.

    “He then came back to Lebanon and to Syria, this time with a new mission. Now what we have today is an infrastructure masterminded by Hezbollah on Syrian soil using the local civilian infrastructure,” said Jonathan Conricus of the IDF Spokesperson’s Unit.

    Israel says it won’t allow Hezbollah to establish a terror infrastructure on the border and that it holds the Syrian regime responsible. This is related to regional stability, the IDF says.

    The larger strategic threat is Iran’s corridor to the sea, which has been exposed by writers like Martin Chulov of The Guardian since 2016. The concept is that Iran wants to use its influence over Shi’ite militias in Iraq, Hezbollah in Lebanon and paramilitaries in Syria to create a seamless network of allies based along a corridor of power that will stretch very close to Israel.

    Iran is not shy about boasting of its victory in recent years in the region. It openly talks about the role of the Islamic Revolutionary Guard Corps and Quds Force commander Qasem Soleimani, who recently won a new award from Ayatollah Ali Khamenei.

    In Iraq, the Iranian President Hassan Rouhani met with Iraq's Grand Ayatollah Ali Sistani on Wednesday, cementing the close relations the two countries have. These relations now knit together the Iranian and Iraqi economies, as well as fraternal religious relations. On flags of various Shi’ite paramilitary groups the images of Iranian and Iraqi clerics can be seen alongside images of what they call "martyrs" from the war on ISIS.

    The symbolism is clear. It’s not like there are other Iraqi paramilitary groups putting up posts with images of US President Donald Trump or Russian President Vladimir Putin. There is one political force whose images appear most frequently in Iraq, and that is the one from Iran.

    The same is true of Iran’s influence now in Syria and Lebanon. Some of this could be discounted as merely a natural alliance of like-minded groups. But the threat to Israel and to other countries in the region is that Iran sees itself as leading the “resistance” against Israel. This is used as an excuse to extend bases and infrastructure in Iraq, Lebanon and Syria.

    The role of Iran in supporting groups like Hezbollah is not new. In fact it goes back to the 1980s after the Islamic Revolution in Tehran. It was then that some Iraqi Shi’ites also came to Iran and joined groups associated with the IRGC. Those men, like Hadi al-Amiri, went on to form the Badr Organization, which includes a paramilitary group and a political section by the same name. It is a key part of the Fatah Alliance, which came in second in the Iraqi elections in 2018.

    Similarly, in Lebanon, Hezbollah has a model of maintaining an armed force while also being in politics. It recently appointed Lebanon’s new health minister under a deal in January.

    For Syria this presents challenges. Syria is recovering from years of civil war. To fight the war it was assisted by Iran and Hezbollah and Shi’ite militias from Iraq. This helped blend the network of Iraqi fighters with Hezbollah. These Iraqi militia leaders have become more outspoken now about fighting Israel, claiming that in any upcoming conflict with Israel they will aid Hezbollah. Qais Khazali, a member of the Iraqi Shi'a paramilitary group Asaib Ahl Al-Haq, even came to Lebanon to view into Israel - at an area near Metulla - in December 2017.

    The Iraqi Shi'ite paramilitary group Harakat Hezbollah al-Nujaba, which was recently sanctioned by the US, also has expressed support for conflict with Israel.

    Regional Arab media has also accused Israel of striking the Iraqi militia Kata’ib Hezbollah in June 2018.

    Today the situation is rapidly changing as the war on ISIS ends and Iran can begin to concentrate its efforts against Israel. Iran is hailing a “turning point” in ties with Iraq but Syria may not want to be fully used as part of Iran’s plans as it tries to reconstruct parts of the country after the war.

    Syria also has tensions in Idlib, where Turkish-backed Syrian rebels still operate. Syria is trying to cement its sovereignty in the south of the country, near the Golan, and it must balance complex relations with its Russian ally and Hezbollah.

    Syrian media was mum on Wednesday regarding Israel’s accusations. Iranian media sought to critique the visit by US Senator Lindsey Graham to the Golan this week in which the senator intimated the US may seek to recognize the area as part of Israel.

    If Iran thinks that its road to the sea will not face some obstacles, the message by the IDF is that those like Daqduq are being watched.

    Iran’s Defense Ministry announced on Thursday that it had launched a massive drone exercise involving 50 drones that are based on a model of a US Sentinel drone the Iranians captured in 2011. The Islamic Revolutionary Guard Corps said it was the strongest exercise of its kind to date.

    Named “Beit al-Maqdis,” a reference to Jerusalem, the operation was attended by the commander of the IRGC, Hossein Salami, and IRGC Aerospace Force commander Amir Ali Hajizadeh. Fars News and Tasnim News both reported the details of the operation, noting that “for the first time, 50 Iranian drones on the RQ-170 [US Sentinel] model operated with a number of assault and combat drones.

    It was the first time, Iran says, that so many drones operated simultaneously in an “offensive operation” at distances of more than 1,000 km away from one another. They trained to strike predetermined targets with “high precision.” Major General Golam Ali Rashid, IRGC Ground Force commander boasted that while the US has said Iran is failing 40 years after the Islamic Revolution, in fact “today we are witnessing the strongest maneuvers of the IRGC’s Aerospace Forces.” Enemies would be “humiliated and feel shame,” according to the statement.

    Salami said he appreciated the power of the IRGC’s air arm and that it shows that despite US sanctions Iran is achieving success. Iran says that it has created an indigenous and advanced copy of the Sentinel.Iran has showcased two versions of these copies since 2016, but video from the “Jerusalem” operation on Thursday showed them being lashed to trucks for the operation. It wasn’t clear why a drone needs to be launched from a pick-up truck, if it is an “advanced” drone. Claiming that the IRGC is at the forefront of modern UAVs seemed to be in contrast to the photos from the operation, photos that the IRGC itself had released. However Hajizadeh also pointed to drones that look like the US Predator MQ-1 as evidence that Iran has achieved results. The Shahed 129, first flown in 2012, is Iran’s copty of the MQ-1 Predator.

    The point of the drill is to showcase Iran’s military prowess. It comes in the wake of a large naval drill in February and frequent new tests of ballistic missiles. Last year Iran fired ballistic missiles at Kurdish opposition groups in Iraq and also at ISIS in Syria. It is flexing its muscles in the Persian Gulf and has allegedly supplied Houthi rebels in Yemen with advanced missile and also drone technology.

    Hajizadeh said that "One of the features of this exercise is the power to design and plan co-flying UAVs in a very small geographic area that has brought about the rise of a new air power in Islamic Iran.” According to the reports the drones operated in several provinces in Iran.

    Iran Hints at Using Foreign Militias in Domestic Crackdown

    An influential Iranian cleric says Iran might bring Shiite militias to the country from other parts of the Middle East to fight threats to the government.

    Musa Ghazanfarabadi, head of the Tehran Islamic Revolution Courts, told religious students in Qom this month that his government could use foreign fighters to crack down on potential popular uprisings in Iran.

    "If we don't support [our] revolution, the Iraqi Hashd al-Shaabi, the Afghan Fatemiyoun [Brigade], the Pakistani Zainebiyoun and Yemeni Houthis will come and support the revolution," he said.

    Ghazanfarabadi was referring to Shiite militias from Iraq, Afghanistan, Pakistan and Yemen that have been formed by Iran's Islamic Revolutionary Guard Corps (IRGC).

    These armed groups have played a major role in conflicts in Iraq and Syria, supporting the governments of both countries. In Yemen, the Iran-backed Houthis have been fighting Saudi-backed government forces for years.

    Ghazanfarabadi's comments have triggered negative reactions inside Iran and abroad.

    Seyyed Mostafa Tajzadeh, an Iranian reformist and a former minister, was among the first politicians to denounce the idea.

    "What damage did you do to the Islamic Republic so you're asking help from other people to protect it, instead of seeking help from those who built it?" Tajzadeh​ said.

    Reserve force?

    Some analysts say the Iranian regime is considering the foreign fighters backed by Tehran as a potential reserve force for emergency use.

    Saeed Bashirtash, a Belgium-based Iranian affairs analyst, believes that the presence of IRGC-controlled foreign militia could threaten any national movement seeking democratic change in Iran.

    "These trained, brainwashed Shiite fighters can become a strong arm for the theocrats of Iran against anything intimidating them," he told VOA. "They could be used as a force to suppress and destroy any democratic movement in the future."

    Barbara Slavin, director of the Future of Iran Initiative at the Atlantic Council, a global affairs research group in Washington, believes Abadi's threat "is very far-fetched." She told VOA she "can only speculate that it was meant to show that there is solidarity behind the regime's ideology that extends to all these disparate groups."

    Slavin doubts the concept will materialize.

    "Many of the players are simply being opportunistic in accepting Iranian help and vice versa, that Iran grooms proxies to serve its regional interests," she said.

    Precedent

    Seeking help from non-Iranian groups is not unprecedented in Iran. In the protests during the 2009 presidential election, also known as the Green Revolution, Tehran reportedly brought foreign agents to persecute Iranian protesters in Tehran and elsewhere in the country.

    Shahrooz Pezeshkpour, a London-based Iranian political activist, said he was "surrounded and beaten by two" non-Iranian agents during the 2009 protest movement.

    "They called their associates on the radio speaking in [Lebanese] Arabic. Then, two other men appeared in anti-riot police uniforms, arrested me, and transferred me to a nearby detention center," Pezeshkpour told VOA.

    Afghan fighters

    Iran has sent thousands of Shiite Afghan refugees to Syria to fight alongside other Iranian-backed forces in support of the government of Syrian President Bashar al-Assad.

    Iran's army recruits them with promises of citizenship and improved living standards for their families.

    Analysts say Ghazanfarabadi's comments could be a hint at the possibility of returning those fighters to Iran once the conflict in Syria is over.

    "That might apply to Afghans who fought in Syria in return for promises of legal residence in Iran," Slavin said. "I doubt it applies to the others."
