China to ax military corps of disgraced generals amid downsizing of world’s biggest army

China’s People’s Liberation Army will reportedly disband five of its 18 army corps, including two that served as the power base of two disgraced generals, sources with knowledge about the ongoing shakeup told the South China Morning Post.

Two years ago, Beijing announced that it would lay off 300,000 members of its 2.3 million-strong military as part of a major reform, which is meant to turn the PLA into a more efficient and flexible modern fighting force. The country’s top brass has since been overhauled, and China has restructured its military and investigated generals for alleged corruption.

Among the dozens of senior officers caught in the anti-corruption probes were two former vice-chairmen of the Central Military Commission, Xu Caihou and Guo Boxiong. According to the newspaper’s sources, among the five army corps slated to be disbanded are the 16th and the 47th, which had served as the disgraced generals’ power base.

“The axing of the 16th and 47th army groups is a decision made by [President] Xi [Jinping] to further clean up all the pernicious influence left by Guo and Xu, paving the way for Xi to assign his men amid the ongoing leadership reshuffle ahead of the party’s congress in autumn,” one of the sources said.

The fate of the 16th army corps is yet to be decided, another source told the newspaper. It may be preserved in a different form or possibly retrained as marines or airborne troops, the source said.

The cut will also target the 20th, 27th and 14th army corps, affecting as many as 200,000 troops, although a portion of the personnel may keep their jobs, with units merged into other parts of the PLA, the report said.

The army reform has faced resistance from more conservative military circles. Over the past few months, the Chinese government has come under fire from retired military veterans, who objected to losing pensions and other benefits, according to the Post.

Earlier, China had announced a seven percent increase in defense spending for 2017, the military’s lowest budget boost in years.

The PLA is one of the biggest power players in the People's Republic--this is astonishing to me.

This will come as a surprise but being in the Chinese army is a big deal

If you are not continually getting education you run the risk of being fired

I'm not talking about upper brass either

The man I know was a tank driver and after 10 years he transitioned to a civilian government job because he knew he would be in danger of being fired because he didn't want to get a doctorate and instead wanted a child

This ain't a rice eating peasant force anymore

There are persistent rumors that China has a labor problem and tying up men in the military is not helping. I expect to see more leave the army as time passes and the labor crunch gets worse.

Those cut loose, won't be sitting on street corners, trying to sell tin cups full of pencils to passersby... Likely, they won't be suited for working long, tedious hours in factories, or toiling in fields and rice paddies... Nope, the Chinese are going to have to retask or amalgamate whole units into others- lest they create an even greater problem- brigandage and situations like formed the current Russian mafia... It would appear that the PLA is balancing upon the sharp point of history's nexus... Where will it fall? Even in the time of Mao, decisions were made for the "good" of the country, that were catastrophic in their ignorance, arrogance, and hubris... What the Hell, loosing millions of lives, dependent upon who they are, and their relationship to the Party, and their nation, is a "benefit..." Don't be surprised to see their equivalent to the post WW I German Freikorps, being rented out, to other countries... Africa and Latin America come to mind, with the potential of the Mid or Near East being close behind... Just another extension of Chinese foreign expansion...

Recall a few years ago the coordinated protests of RIF'd PLA officers...that was scary as it was for the Party.

IIRC, in the last RIF, they converted most of those troops into People's Armed Police (PAP)...

Sounds like a bunch of warlords with troops more loyal to their generals than too the state. Then again why waste money on a huge landlocked army that can only go north, south or west. They have a weakened Russia to the north, a growing massive nation called India to the south, blocked by the largest mountains on the planet, Pakistan to the southwest. In fact their greatest danger is from the south. They can only touch us with long range ICBMs of questionable accuracy.

The other aspect is that the PLA and the PAP belongs to and is supposed to protect and do the bidding of the Chinese Communist Party and not the population at large.

That means they're also the most likely source of a threat to the sitting leadership of the Party.

As for Russia, those Russian SS-18 heavy ICBMs aren't just aimed at the US...
