    a full loss of control over Donbass

    Ukraine has lost control over Donbass, because of the blockade region,
    said Petro Poroshenko. He said that the war most affected the Ukrainian

    President of Ukraine Petro Poroshenko believes that due to the blockade
    of Donbas, Ukraine has completely lost control over the territory.

    “As a result of the blockade, Ukraine has lost its influence

    Russia will transfer three submarines
    armed with Kalibr cruise missiles to the Black Sea

    In 2017, the Russian military will relocate three Varshavyanka -class
    submarines, armed with Kalibr cruise missiles, from the Baltic Sea
    to the Black Sea, Interfax reports.

    "By the end of the year, we plan to complete the tests and transfer from
    the Baltic to the Black Sea Fleet three other submarines of the same type:
    the Krasnodar, the Kolpino and the Velikiy Novgorod," the Black Sea Fleet
    information department reported.

    According to the department, the first three Varshavyanka-class
    submarines built for the Black Sea Fleet, the Novorossiysk, the Rostov-
    na-Donu and the Stary Oskol have already arrived at the site
    of permanent deployment.

    The crews of these submarines took part in the solemn Sunday rally
    dedicated to the 111th anniversary of the Russian Submarine Forces.

    The Varshavyanka-class submarines are also known as Project 636.3
    subs, belonging to the third generation of Projects 636 and 877.
    They are considered some of the world’s most silent submarines,
    earning them the Western nickname “black hole.”

    Previously reported that three Project 22800 class
    missile ships, also known as Karakurt corvettes, will be built in Crimea.

    The construction will be conducted at the nationalized More Shipbuilding
    Yard in Feodosia from 2018 to 2020.

    European politicians who traveled to the Crimea

    politicians from Europe and other countries who travel to the Crimea
    and decide whether to impose sanctions against them, as stated by
    the Secretary of the NSDC (National Security and Defense Council)
    of Ukraine, Oleksandr Turchynov, according to his press service.

    “The SBU will prepare and submit to the NSDC of Ukraine a list
    of officials from the European Parliament, as well as politicians
    from European Union countries, CIS, and Latin America
    , which,
    according to Russian media reports, arrived on a three-day visit
    to the annexed Crimea,” he said.

    According to Turchinov, if this information is confirmed at the NSDC
    meeting, the question of imposing sanctions against them
    will be considered.

    'Donbas integration ceremony' in the Crimea

    In the annexed Crimea, a presentation regarding “the integration
    of the Donbas into the Russian Federation” was given at the first
    conference of the Russia-Donbas Integration Committee which was
    held on March 17th at the Livadia Palace in Yalta, as reported by
    Radio Liberty.

    The first meeting of the Committee was attended by Igor Carpenter
    and Alexander Zakharchenko, the leaders of the LPR (Luhansk People's
    Republic) and DPR (Donetsk People's Republic), respectively.

    They arrived in the Crimea for the celebration of the third anniversary
    of the annexation of the peninsula.

    The committee chairman is a Deputy of the State Duma of the Russian
    Federation and the deputy chairman is a member of the Russian community
    in the Crimea, Andrey Kozenko.

    In January, Zakharchenko and Plotnitsky came to the Crimea to celebrate
    the anniversary of the Pereyaslav Rada. Kozenko indicated that he had
    created a group within the State Duma to maintain "parliamentary contacts"
    with the LDPR (Luhansk and Donetsk People's Republics).

    At the same time, the idea of the Russia-Donbas Integration Committee
    was allegedly born.

    During a meeting of the committee, Kozenko announced that he had
    prepared a bill that would abolish the need for labor permits for
    "citizens of the DPR and LPR.”

    The chairman of the Parliament of the annexed Crimea, Vladimir Konstantinov,
    proposed the Rossregion Project and within its limits, the full cooperation
    of all factions will become possible.

    Zakharchenko and Plotnitsky claimed they have nothing to do with Ukraine

    to ORDLO (separatist-held territories of Ukraine) and the payment
    of wages there." The guilty parties are not the groups that
    nationalized the enterprises and introduced external management,
    making it impossible to supply raw materials and ship products to
    the government-controlled territory. But rather the Ukrainian government,
    who initiated the blockade until the return of these enterprises back

    Plotnitsky stated that coal supplies are coming from Luhansk to
    the annexed Crimea

    Zakharchenko reported that over the past year, the export of goods from
    the territory controlled by the DPR faction to Russia "grew by $34 million."
    And generally speaking, the Donbas, according to him, has something
    to offer Russian consumers.

    According to Zakharchenko, as a result of the transport blockade by
    the Ukrainians, the enterprises in the uncontrolled territories of the Donbas
    are already switching over to Russian components and raw materials.

    On the morning of March 15th, President Petro Poroshenko, during
    the opening of the meeting of the NSDC (National Security and Defense
    Council of Ukraine), proposed to make a decision on a full stop of transport
    with the occupied territories. The NSDC decided to stop the cargo
    movement across the contact line.

    Poroshenko stressed that Ukraine will abolish the ban on the movement
    of cargo across the line of demarcation if enterprises in the occupied
    territories of the Donbas are returned to Ukrainian owners and
    a ceasefire regime will begin.

    The closing of the transport routes into the separatist-held territories
    of Ukraine does not impact humanitarian supplies.

    politically motivated attackon its Chairman,
    Alekszej Fedoricsev

    (UKRAINE) - Fedcominvest will strongly contest the politically motivated
    freezing of the Ukrainian assets of the company's Chairman,
    Alekszej Fedoricsev. The company is confident that the arbitrary nature
    of the State of Ukraine's actions will be uncovered in the appropriate

    Fedcominvest would like to make it clear that any accusations
    of wrongdoing against its Chairman by the controversial and discredited
    National Anti-Corruption Bureau of Ukraine (NABU) are strenuously denied
    and are part of an ill-informed and politically motivated attack.

    This attempt by the State of Ukraine to seize Mr Fedoricsev's assets
    has its origins in a series of contracts entered into by the State Food
    and Grain Corporation of Ukraine, PJSC (SF&G) to export grain
    from Ukraine to China.

    In 2012, SF&G entered into a US$ 3 billion 'loan-for-grains' contract,
    which the Ukrainian Government agreed with the Chinese government,
    knowing that the maximum transhipment capacity of their own terminals
    was just 2.4 million tonnes per year. From more or less the
    commencement of the loan term, China demanded more grain from
    Ukraine than could be transhipped through State terminals.

    In 2013, demand reached such a level that the SF&G was unable
    to perform its obligations to China.

    The SF&G therefore sought use of Ukraine's privately owned terminals to
    tranship grain. They approached the owner of TIS terminals Mr Fedoricsev,
    as TIS terminals are the largest deep-water terminals in Ukraine,
    with transhipment capacities of 27 million tonnes per year.

    Unaccustomed to using private terminals and abiding by accepted market
    practices, SF&G entered into a commercial dispute over a deal made
    in Mr Fedoricsev's TIS terminals with a separate company (Lirtavis).

    It is important to note that Mr Fedoricsev has no commercial or other
    interest in Lirtavis. Despite having no legal interest in the dispute
    between SF&G and Lirtavis, the Ukrainian anti-corruption authorities
    have now seized the assets of Mr Fedoricsev as part of a wide-ranging
    and arbitrary criminal investigation flowing from the dispute.

    The ultimate objective of the Ukrainian state's investigations
    appear to be to appropriate the privately owned TIS terminals
    in order to service the SF&G's growing need for transhipment
    and meet the current high demand for grain exports.

    Only last year, SF&G's Deputy Chairman, Andriy Repko admitted that
    the Ukrainian Government needed to build a new grain terminal suitable
    for large vessels in order to meet the demand of grain shipments to China.

    Their desperation is only exacerbated by the fact that the Chinese Import-
    Export bank has already brought arbitration proceedings against Ukraine
    for defaulting on the loan.

    Spotting an opportunity to appropriate Mr Fedoricsev's property,
    the Ukrainian authorities expanded their criminal investigation against
    SF&G into arbitrary and unlawful criminal investigation into Mr Fedoricsev's
    companies. They have unjustly pursued key figures at Mr Fedoricsev's
    TIS terminals and Mr Fedoricsev himself. This has now culminated in
    the unreasonable freezing of Mr Fedorisev's Ukrainian assets.

    Fedcominvest is completely confident that these illogical state actions
    will be overturned in the appropriate courts. Mr Alekszej Fedoricsev
    will of course help the authorities in any way he can.

    Mr Fedoricsev says,
    "I am disappointed by the lack of due process and malicious
    lies that have been spread about me and my businesses
    in Ukraine.

    It is unfathomable to think that I am being punished by
    the authorities for giving them the opportunity to meet
    their obligations under a loan which is hugely important
    to the Ukrainian state.

    It is clear to me that those who invest in Ukraine's infrastructure,
    create employment and improve its economy are rewarded
    by the State with nothing but contempt.

    These arbitrary actions are indicative of a desperate State
    which is willing to go to any length to protect itself,
    with no regard for its people or economy."

    for no charge.

    3. 2012 Loan-For-Grains Contract between the Governments of China and Ukraine

    In 2012, the Ukrainian Government entered into a Loan-For-Grains
    Contract with the China National Complete Engineering Corporation
    ("CCEC") under which the Chinese Government agreed to provide
    Ukraine with access to $3 billion in credit lines in exchange for supplies
    of corn. It was reported that the Export-Import Bank of China ("Eximbank")
    agreed to lend this money at six-month LIBOR+4.5% over 15 years
    with a five-year grace period.

    The first $1.5-billion tranche of a loan was sent by China's Eximbank
    to the State Food and Grain Corporation of Ukraine in 2013.

    At the time this agreement was reached the Ukrainian Farm Minister
    Mykola Prysyazhnyuk was quoted as stating that Ukraine expected
    to supply between 2.0 million to 2.5 million tonnes of maize to China
    every year to pay off the $3 billion loan.
    4. The dispute between SF&G and Lirtavis

    In 2012, SF&G entered into a US$ 3 billion 'loan-for-grains' contract,
    which the Ukrainian Government agreed with the Chinese government,
    knowing that the maximum transhipment capacity of their own terminals
    was just around 2 million tonnes per year.

    From more or less the commencement of the loan term, China demanded
    more grain from Ukraine that could be transhipped through State
    terminals. In 2013, this demand reached such a level that the SF&G
    was unable to perform its obligations under the loan. SF&G therefore
    sought use of Ukraine's privately owned TIS terminals to tranship
    their grain.

    In order to secure the transhipment services at privately owned terminals
    in Odesa region SF&G had to do two things they were unaccustomed
    to doing:
    Pay for the privately owned terminals to tranship their grain; and

    Pay a portion of the transhipment costs to foreign companies
    in the manner of accepted industry practice.

    Due to Ukrainian currency restrictions on foreign companies, SF&G were
    unable to pay for transhipment directly to the foreign company (which was
    Mr Fedoricsev's logistics company Grain-Trans, which provides
    informational and commercial support of the transhipment process)
    and agreed with TIS terminals' owner, Mr Fedoricsev, that they would pay
    the part of transhipment costs to the foreign company once the restrictions
    are lifted.

    To facilitate the deal, SF&G secured their obligation to pay for transhipment
    with the grain to a third company (Lirtavis), which would prepay
    the transhipment costs to Grain-Trans. It is important to note that
    Mr Fedoricsev has no commercial or other interest in Lirtavis.
    He is, however, the owner of the terminals which SF&G desperately
    required to meet demand for grain exports.

    To this day, SF&G has not paid the balance of transhipment costs to
    Grain-Trans, so Lirtavis has lawfully withheld part-payment of the grain
    to cover this expense.

    5. National Anti-Corruption Bureau of Ukraine (NABU)

    The National Anti-Corruption Bureau of Ukraine (NABU) is a Ukrainian
    law enforcement agency founded in October 2014 which investigates
    corruption in Ukraine and prepares cases for prosecution.

    NABU has investigatory powers although it cannot indict suspects directly
    and must pass any evidence of corruption over to the Prosecutor General
    of Ukraine.

    NABU was created at the request of the International
    Monetary Fund
    and the European Commission
    in return for the relaxation of visa restrictions between
    Ukraine and the European Union.

    NABU's funding by the Ukrainian Government is mandated
    under US and European Union aid programs.

    NABU recently received funding from the UK Department for International
    Development (DFID)
    as part of the Good Governance Fund for Eastern
    Europe and the Western Balkans.

    The NABU's first 70 detectives only started work on 1 October 2015
    and NABU has already been the subject of allegations of corruption
    and ineffectiveness.

    The Ukrainian Prosecutor General's office has strongly criticised
    the bureau's impartiality and President Poroshenko is currently trying
    to appoint his choice to be the independent auditor to NABU,
    despite the Ukrainian Parliament's backing a different candidate.

    In February 2017, the Head of the EU Delegation to Ukraine Hugues
    Mingarelli expressed concern about proposed amendments to the laws
    governing NABU and noted the EU Delegation was 'alarmed' at the state
    of anti-corruption efforts in Ukraine.

    There is a Fiona Hill on each side of the Atlantic.

    One is joint chief of staff for Prime Minister Theresa May in London.
    The other Fiona Hill (lead image, right) is also British. She was appointed
    this month to be senior director for Europe and Russia at the National
    Security Council (NSC)

    Between 2006 and 2009 Hill was the Russia desk officer on the National
    Intelligence Council

    The White House announced Hill’s appointment by an anonymous leak
    to Foreign Policy magazine on March 2. The leaker claimed Hill had been
    selected at least a fortnight earlier by the NSC’s chief of staff Keith Kellogg,
    a retired Army lieutenant-general, before Michael Flynn was forced to
    resign as the National Security Advisor on February 13; and before
    Lieutenant-General H.R. McMaster was put in Flynn’s place on February 17.

    The announcement of Hill sandbagged her position, but Hill was nervous
    about confirming it. “Hill did not immediately respond to a request for
    ,” Foreign Policy reported.

    Before Hill joined the US intelligence services, she held an operational post
    at the Eurasia Foundation; that is a State Department contractor for
    regime change operations in the former states of the Soviet Union.

    The State Department rationale for the Eurasia Foundation, its establishment
    documents show, was “to accelerate and broaden American engagement
    in the development of civil societies in the Commonwealth of Independent
    .” At the Eurasia Foundation Hill was employed on assignments
    devised with the State Department’s Bureau for European and Eurasian
    and the US Agency for International Development.

    Altogether, the foundation has received $327 million in State Department
    grants over the decade, 1993 to 2013. Hill spent 1999 to 2000 at the
    foundation, then moved to the Brookings Institution.

    Her salary at the think-tank has been paid by Stephen Friedman,
    a Goldman Sachs banker who was the chairman of the President’s
    Foreign Intelligence Board (PFIAB) between 2005 and 2009.

    This month, a few days before her NSC staff appointment was announced,
    Hill gave an interview to a New York periodical in which she
    declared war on Russia.

    I think we are in a hot war with Russia, not a cold war.
    But we have to be careful about the analogy. It’s a more
    complex world. There is no set-piece confrontation.
    This is no holds barred. The Cold War was a more
    disciplined competition, aside from the near blowups
    in Berlin and Cuba, where we walked back from the brink.
    The Kremlin now is willing to jump over the abyss.
    They want to play for the asymmetry.
    They see themselves in a period of hot kinetic war.
    Also, this is not just two-way superpower. There is China,
    the rising powers. I almost see it as like the great power
    competition from the time before the Second World War.

    Ukraine Asks US
    for 'Major Non-NATO Ally' Status

    Ukraine's parliament passed a resolution on Wednesday, asking
    the United States to grant it the status of a major non-NATO ally.

    KIEV (Sputnik) — The resolution, addressing US Congress, was backed by
    232 lawmakers and cleared the parliament after previously failing to attain
    the required 226 votes.
    "In line with the spirit of the Bucharest Memorandum
    [on Security Assurances]
    and the developing strategic
    partnership between our states we ask
    the US to consider
    a defense agreement with Ukraine and grant it
    the status
    of a major non-NATO ally,"
    the resolution said.

    The Ukrainian legislature cited successful military alliances of this kind
    between the United States and a number of non-NATO countries,
    including Australia, New Zealand and Japan, as an alternative to full
    NATO membership.

    In December 2014, Ukraine cancelled its non-aligned status, confirming
    its intention to join NATO. Poroshenko said a referendum on NATO
    membership would be held by 2020, after all NATO requirements are met.

    In February 2017, Ukrainian President Petro Poroshenko voiced his plan
    to hold a referendum on the issue of NATO membership.

    through international payment systems

    Russian Central bank will publish information that foreign countries imposed
    the ban on payment systems registered by the Central Bank

    State Duma adopted the law in the third reading that limits money
    transfers from Russian Federation to foreign countries using
    international payment systems, reports Interfax.

    According to the amendments, if foreign country imposes a ban
    on payment systems operators of which were registered by the Central
    Bank of Russian Federation, then cross-border transfers from Russia
    to that country can only be done through the operator controlled
    by Russian entities.

    These rules will also cover transfers without opening a bank account.

    Russian Central bank will publish information on its site that foreign
    countries imposed the ban on payment systems registered by
    the Central Bank.

    The law will take effect in 30 days after its official publication.
    Law’s regulations will cover existing bans, imposed by foreign countries
    on payment systems registered in Russia.

    The document is aimed to eliminate negative effects of the ban on
    the activity of Russian payment systems in Ukraine, according to
    document’s memorandum.

    Earlier it was reported that Russia urged Ukraine to provide
    security of Russian banks
    . Kremlin expects that the issue will not
    be politicized by Ukraine’s law enforcement agencies,
    - Russian Foreign Minister Sergei Lavrov.

    First Deputy Head of the National Bank of Ukraine Yakov Smoliy

    According to the NBU official, over the two months of 2017, some $90

    payment systems, while the most popular channels for funds transfers
    without opening an account, which will no longer operate, were Western
    Union and MoneyGram.

    However, interbank transfers will continue to work.

    "If an individual opens a bank account, the inter-bank settlements
    are [still] conducted today. On the contrary, now the sender and
    the recipient of funds will be identified, and the transfers will become
    more transparent. This will contribute to the deshadowing of economy,"
    Smoliy said.

    He reminded that the National Bank allows citizens studying or working
    in Russia to open accounts in Russian banks.

    Smoliy also noted that the decision by the Russian Federation to ban
    transfers to Ukraine through the international payment systems is most
    likely a response to the decision by the National Security and Defense

    of Ukrainian nuclear power plants

    Belorussian security forces arrest Maidan provocateurs

    In our recent publications on Belorussia, we've discussed the protest
    actions known as the “Sponger Marches.” Tomorrow, March 25th,
    pro-Western forces will hold a “Day of Will” or “Freedom Day” which
    previous marches have served as a kind of rehearsal for. But events
    in recent days have made not so much civil protest actions as shows
    of force more relevant.

    According to reports from Belorussia, around 200 participants and
    organizers of the “Sponger Marches” have been arrested, plus 26 leaders
    and activists from Dmitry Dashkevich’s Young Front and the latter’s
    armed wing, the White Legion organization led by Miroslav Lozovsky.

    White Legion has seized a significant number of firearms and bladed
    weapons, and also wields manuals on fighting in urban environments.
    Although White Legion has officially long since ceased to exist,
    it still holds training exercises.

    The famous Vayar paramilitary organization, which is close
    to Ukrainian neo-Nazis, also trains with weapons, and many
    of whose members have been through fighting in Donbass
    on the side of Ukrainian Nazi battalions, has been subjected
    to repression.

    The Belorussian KGB stated today that those arrested
    were preparing armed provocations for Freedom Day.
    On Belorussian TV, intelligence officers remarked that
    we are dealing with “followers of the Ukrainian National
    Assembly-Ukrainian Self-Defense organization
    with whom White Legion has closely cooperated
    since the ’90’s, as well as participants in military
    operations in Eastern Ukraine as part of nationalist groups.”

    More juicy details are gradually being revealed. Among those arrested
    are several employees of Belorussia’s own security agencies, including
    a retired special forces officer and deputy officer of the department
    for ideology, police, etc. The arrested have explained their possession
    of weapons as due to expectation that activists marching on Freedom Day
    would be attacked by pro-Russian activists.

    As our friends in Belorussia have relayed, in informal talks the opposition
    is saying that all the arrests of nationalists are the handiwork of Moscow,
    and that supposedly all the arrested nationalists are law-abiding citizens
    whose arms were either legally registered as collectibles or were planted.

    Another high profile arrest was that of the leader of the Patriot youth
    military-sports club, Nikolay Mikhalkov,
    who has been named as
    a former special forces officer. Mikhalkov can be seen on a photo
    flaunting a peaked cap with a badge of the Belorussian collaborationists
    during the Great Patriotic War.

    The Patriot organization is a pro-government military club, yet it turns out
    that the founder of White Legion, Sergey Chislov, and the founder of Patriot,
    Mikhalkov, are brothers.

    Thus, the government itself has organized militarized militias who are
    ideologically and via family ties closely related to the nationalist militants
    preparing the overthrow of President Lukashenko. And there are many
    more such oddities.

    In a series of articles published on Fort Russ, we've written
    about the close ties between Ukrainian and Belorussian
    neo-Nazis, and how these “comrades-in-arms” are preparing
    a Maidan in Minsk and gradually amassing weapons
    and organizing manpower.

    After this series of KGB arrests, it must be admitted that this is an
    obvious fact. Weapons, manuals, and organizational support for
    the future Belorussian Maidan have come from Ukraine, Lithuania,
    and Poland, as President Lukashenko announced on March 21st.

    Lukashenko also remarked that the main training camps of Belorussian
    neo-Nazi militants are on the territory of Ukraine. A big scandal has
    already erupted as the Ukrainian SBU has denied Lukashenko’s claims
    and the Ukrainian embassy has stated that these accusations defame
    the honor of Ukrainian citizens.

    Lukashenko is only partially right in his suspicions. No less (if not greater)
    blame must be pinned on himself. Vayara’s training camps were located
    near Minsk and this organization no longer even disguises its activities.
    Hence arises the question of the competence or loyalty of the KGB to the
    Belorussian president in “not noticing” neo-Nazi activities outside capital.

    As far as can be seen, the same situation that took place
    in Ukraine is being repeated in Belorussia.

    Ex-Ukrainian President Yanukovych once decided to play the nationalist
    card to scare his own voters and Ukraine’s neighbors with the boogyman
    of Ukrainian nationalism. Large sums of money were pumped into
    Tyagnibok’s Svoboda party and his competitors in the nationalist camp
    were arrested, including Azov’s Biletsky, to clear the way for Svoboda.

    Simultaneously, the SBU organized military camps for nationalist militants
    where they trained together with special forces officers.

    There is nevertheless still an important difference.

    For Yanukovych, nationalists were a boogyman. In Lukashenko’s designs
    (or in the plans of the nationalist forces' patrons in the security services),
    they are supposed to complete more complex tasks, in particular raising
    Belorussian national consciousness, and thus alienating Belorussians
    from the idea of the Russian-Belorussian brotherhood. But in the end,
    Belorussian authorities have raised their own neo-Nazis at their own peril.

    Lukashenko’s regime has stopped at a very dangerous point, while
    the local “opposition” (the armed Nazi underground) is not stopping
    itself there.
