Hopefully they have already discussed this at length as a what if scenario, surely would have thought to themselves what will they do if the Russians dont honour the ceasefire

A column of Russian tanks has been seen heading from the Georgian city of Gori towards the capital, Tbilisi, amid reports killing and looting is taking place.

Damaged homes in the city of Gori

A Sky News team has been robbed at gunpoint on the outskirts of the Georgian city of Gori by men thought to be South Ossetian separatist militia.

Sky News presenter Andrew Wilson said he could not be sure the men who had pulled their car over were South Ossetian, but they did not seem to be Russian.

He said the attackers were "wired" and very aggressive, pressing a gun to the head of their driver, and did not respond when shown British passports and told their victims were journalists.

They took their car and equipment, forcing them to return to Gori on foot.

Sky News correspondents Stuart Ramsay and Jason Farrell confirmed there were tanks on the streets in Gori, which has suffered extensively from Russian bombing raids.

Ramsay said the town was "completely surrounded" and that locals were terrified of attacks by irregular separatist forces fighting alongside the Russians.

Farrell said he had seen them patrolling the streets and that a team of Norwegian journalists had been robbed in the centre of the town.

He added that people were fleeing the area and there were reports of fighting which he could not confirm, although he could see smoke rising in the distance.

"(The tanks) just rolled past us with their guns at the ready, definitely looking like they were ready to engage," he said.

"It's the same scenes as we were seeing at the beginning of the conflict. As far as the people here are concerned, the politicians may be talking about peace but there's really no sign of it here."

Earlier, the leaders of Russia and Georgia formally agreed to stop fighting - but each side accused the other of war crimes.

Anatoly Nagovitsyn, the Russian military's deputy chief of staff, categorically denied that there were any tanks on the streets of Gori.

Russian President Dmitry Medvedev said Georgia had been sufficiently punished for sending its forces into the separatist South Ossetia region, leading to five days of air and ground attacks in response.

The Georgian government says Russian forces are burning the Georgian villages of of Tamarasheni, Tkviavi, Karaleti, Bebuti and Variani in South Ossetia.

It also reported that Russian forces had taken 25 Georgians hostage in the rebel Georgian province.

Its representatives have filed a complaint at the International Criminal Court in The Hague accusing Russia of ethnic cleansing in Georgia between 1993 and 2008.

Russia, meanwhile, has accused Georgia of "genocide" and said it had used foreign mercenaries during the battles over the breakaway province.

"Georgian authorities ordered war crimes," said Russian Foreign Minister Sergei Lavrov.

"We will conduct investigations and make sure justice is implemented."

The South Ossetia Peace Deal In Detail

Georgian President Mikheil Saakashvili said Russia's aim all along was not to gain control of two disputed provinces but to "destroy" the smaller nation, a former Soviet state and current US ally.

The presidents of the neighbouring nations agreed to a modified version of an EU peace deal brokered by Mr Sarkozy during a day of negotiations in Moscow and Tbilisi.

The six-point agreement calls for both sides to move back to their positions before fighting erupted.

Meanwhile, the US has showed its disapproval of the Russian action by cancelling a joint naval exercise in the Pacific Ocean.

"There is no way in good conscience that we could proceed with a joint naval exercise given the state of this crisis," a senior US defence official said.

Violence flares in Georgian town
Violence has flared up in Georgia, where Russian tanks have been seen patrolling the town of Gori, says the BBC's Gavin Hewitt near the scene.

People leaving the town say there is looting going on involving South Ossetian separatists.

Another BBC reporter in the South Ossetian capital, Tskhinvali, says many buildings there have been completely destroyed in the fighting.

A ceasefire is in place, but it seems to be very fragile, correspondents say.

In Gori, the Russian tanks seem to be dismantling and destroying Georgian army bases in the town, our correspondent says.

There are reports of residents being stripped of their belongings at gunpoint on the entrances to the city.

There is a pall of smoke over Gori's market, but it is not clear if any more fighting has been going on in the town.

Terrified residents have watched their houses being torched, and the situation may well be worse in outlying villages, our correspondent adds.

There is also a Russian checkpoint with two Russian tanks outside Gori on the main road leading into the town from the Georgian capital Tbilisi, an eyewitness told the BBC.

But the Russian foreign ministry says it has no Russian troops left in Gori, Reuters news agency reports.

On Tuesday, Russian forces said their military activity in the area was completed after Georgian security forces were driven out of the town during fighting.

Wrecked city

In Tskhinvali, the main offices of the local administration are a blackened shell, says the BBC's Sarah Rainsford in the South Ossetian capital.

There are apartment buildings all around with smashed windows, with bullet and shrapnel damage and gaping holes where there used to be windows. Two Georgian tanks stand on a square near what was the main base of Russian peacekeepers.

Residents who are out trying to clear their wrecked homes say they have no water and no electricity.

The streets are quiet now, but houses were on fire in villages along the route to the city, our correspondent adds.

Tskhinvali itself is under Russian control now and there are no reports of any serious fighting, but there is no confirmation as to when the Russian troops will withdraw, a Russian military spokesman said.

Foreign ministers from the European Union are holding emergency talks in Brussels on the crisis between Russia and Georgia.

A key element calls for all forces to return to the areas where they were before fighting broke out last week.

Some 100,000 people are estimated to have been displaced by the conflict, which has created huge tensions in international relations.

If anyone thought this was winding down with the russian truce they were badly mistaken. The russian "peace word" is worthless. The russian "threat word" is their bond.

Rapid Response Corps on standby for Georgia mission
KILIAN DOYLE

Wed, Aug 13, 2008

Ireland’s Rapid Response Corps is on standby to join a European Union humanitarian mission to Georgia if required, it has been confirmed.

Minister of State for Overseas Development Peter Power told a Council of Foreign Ministers in Brussels today that the Irish group would be available to join an EU mission to the region if required.
The Corps, which is run by the Irish Aid division of the Department of Foreign Affairs, was created last year to respond to international crises. It is made up of volunteers experienced in logistics, engineering, health, education and information technology.

Members of the Corps assist in the humanitarian responses of the UN World Food Programme (WFP), the United Nations High Commission for Refugees (UNHCR) and the UN Office for the Coordination of Humanitarian Appeals (OCHA).

Mr Power also said Ireland was donating €100,000 in emergency aid to the International Committee of the Red Cross after it appealed for help. Ireland has already committed €500,000 in development aid to Georgia.

“Even after this current crisis is resolved Georgia will be left to face the consequences for much time to come,” Mr Power said in a statement.

“The EU must help it to rebuild on the basis of its full sovereignty and territorial integrity and I am certain that a Europe speaking and acting strongly and clearly will have a positive influence”.

Mr Power was reported as saying the EU ministers backed sending peacekeeping monitors to Georgia's breakaway region of South Ossetia

“The EU is ready to engage, including on the ground, to support the efforts of the United Nations and the OSCE," he was quoted as saying, adding that the details about sending peacekeepers would be discussed at a meeting of EU foreign ministers next month.
